AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING CHAPTER
2/ARTICLE IV OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED ("CITY CODE"), TITLED "ADMINISTRATION/DEPARTMENTS"
ADDING A NEW DIVISION 17 TO ESTABLISH THE GRANTS DEPARTMENT;
PROVIDING FOR THE PURPOSE, AUTHORITY, AND FUNCTIONS OF THE
DEPARTMENT; FURTHER AMENDING CHAPTER 18/ARTICLE IV OF THE
CITY CODE, TITLED "FINANCE/GRANTS" TO PROVIDE FOR THE
ACCEPTANCE OF GRANT AWARDS TO THE CITY OF MIAMI; CONTAINING
A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 19 of the Charter of the City of Miami, Florida ("Charter"), titled
"Creation of New Departments; Discontinuance of Departments," states that departments are
created, discontinued, combined, or distributed functions and duties, by ordinance adopted by
the City Commission; and
WHEREAS, the Grants Department ("Grants") has held the functions of a department in
the City of Miami ("City") for many years, but has not been officially created and codified by
ordinance; and
WHEREAS, the City recognizes the necessity of formalizing the establishment of Grants
to enhance the effectiveness of its operations and to ensure the ongoing commitment to seeking
and managing grant funding; and
WHEREAS, establishing Grants through this ordinance clarifies its authority and
responsibilities, thus strengthening the City's ability to respond effectively to community needs
and strategic goals; and
WHEREAS, it is in the best interest of the City to officially recognize and codify the
operations of Grants as a vital resource for enhancing the quality of life for City residents;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Chapter 2/Article IV of the City Code is amended in the following particulars.'
"CHAPTER 2

DIVISION 17. GRANTS DEPARTMENT.
Sec. 2-594. Created.
A department to be known as the Grants Department is hereby created.
Sec. 2-595. Purpose.
The Grants Department (Grants) identifies funding and partnership opportunities from federal,
state, local governments, foundations, and private funding sources to maximize revenue -
generating opportunities. Grants' purpose is to complete and submit high -quality competitive
grant applications that enhance the quality of life of residents and promote City initiatives and
priorities.
Grants coordinates and oversees all aspects related to the writing, planning, proposal writing,
application preparation, and submission of grant applications and funding applications. Grants
provides technical support to facilitate the implementation of policies and practices in
compliance with federal, state, and local laws, regulations, and contract stipulations. In addition,
Grants provides expertise in assessing changes, regulatory compliance, and grant management
that may impact funding. These functions advance the City's strategies to enhance services for
residents and businesses.
Sec. 2-596. Director — Appointment and duties.
(a) The City Manager shall appoint a Grants Director as the authorized official
designated with the purpose of applying, drafting applications and completing
necessary forms and documents required for the submittal of federal, state, local or
other grants on behalf of the City. The Grants Director shall administer the affairs of
the department subject to the supervision and control of the City Manager in all
matters. The Grants Director provides leadership, direction and operational oversight
of the department.
(b) The Grants Director shall coordinate and oversee all aspects of the development of
grant proposals and submittals to maximize revenue -generating opportunities;
provide technical assistance to ensure that the City maintains compliance with
applicable programmatic and administrative federal, state, and local grant
requirements; offers leadership and direction to departmental staff; prepares and
manages the departmental budget; performs administrative functions as required;
and, directs the implementation of Citywide Initiatives. The Grants Director is the
authorized official designee to submit grant applications on behalf of the City of
Miami.
Sec. 2-597. Functions and duties of the department:

(1) Review and identify funding opportunities from federal, state, local governments,
foundations, and private funding sources.
(2) Collaborate with City Departments to disseminate information on grant opportunities
aligning with City priorities.
(3) Identify projects and initiatives to align them with funding opportunities.
(4) Develop and submit grant applications on behalf of the City.
(5) Facilitate communication between administration, departments, and external
partners for the purpose of preparing and submitting grant applications.
(6) Provide technical support and expertise on grant requirements, regulations,
allowable expenditures and regulations.
(7) Grants shall also manage and administer grant funded programs for Citywide
initiatives.
Section 3. Chapter 18/Article IV of the City Code is further amended to add a new
section 18-148 in the following particulars:1
"CHAPTER 18
FINANCE
ARTICLE IV. GRANTS
Sec. 18-148. Acceptance of Grant Funds.
The City Manager is authorized to accept grant funds up to Fifty Thousand Dollars ($50,000.00).
Any grant requiring a City match of funding and/or in -kind contribution shall be subject to
Commission approval. Any allocation of grant funds is subject to any other applicable sections of
this Code. This Section of the City Code does not apply to grants administered by the Department
of Housing and Community Development."
Section 4. If any section, part of a section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 5. This Ordinance shall become effective thirty (30) days after final reading and
adoption thereof.2
2 This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten (10)
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date stated
herein, whichever is later.
