HomeMy WebLinkAboutR-25-0433City of Miami Resolution R-25-0433 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 18277 Final Action Date: 10/9/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2024 ASSISTANCE TO FIREFIGHTERS GRANT" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME CONSISTING OF A GRANT AWARDED BY THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY ("FEMA"), IN THE AMOUNT OF $1,597,909.09 ("GRANT"), WITH REQUIRED MATCHING FUND FROM THE CITY OF MIAMI ("CITY") IN AN AMOUNT NOT TO EXCEED $159,790.91,RESULTING IN AN APPROXIMATE TOTAL FISCAL IMPACT OF 1,757,700.00, FOR THE PURPOSES OF PURCHASING 189 SELF- CONTAINED BREATHING APPARATUS ("SCBA") UNITS, 378 SCBA BOTTLES, AND 189 SCBA MASKS FOR THE CITY'S DEPARTMENT OF FIRE - RESCUE DURING THE PERIOD BEGINNING OCTOBER 2, 2025, THROUGH OCTOBER 17, 2027; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT; FURTHER AUTHORIZING THE DISBURSEMENT OF CITY MATCHING FUNDS FROM ACCOUNT NUMBERS 11000.184010.481000.0000.00000 AND 00001.980000 .891000.0000.00000; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT. SPONSOR(S): Commissioner Christine King WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of $1,597,909.09 ("Grant") for the period beginning October 2nd, 2025, through October 1, 2027, from the United States Department of Homeland Security ("DHS"), Federal Emergency Management Agency ("FEMA"); and WHEREAS, as stipulated in the Grant, the City's Department of Fire -Rescue will utilize said Grant funds to purchase 189 self-contained breathing apparatus units ("SCBA"), 378 SCBA bottles, and 189 SCBA masks; and WHEREAS, the Grant requires match funds from the City in the amount of $159,790.91; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Grant, establish a Special Revenue Account, and further authorize the City Manager to negotiate and execute any and all necessarily documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance and compliance with said Grant; City of Miami Page 1 of 2 File ID: 18277 (Revision:) Printed On: 10/20/2025 File ID: 18277 Enactment Number: R-25-0433 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized1 to accept the Grant in the amount of $1,597,909.09 from FEMA for the purchase of 189 self-contained SCBA units, 378 SCBA bottles, and 189 SCBA masks. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Fiscal Year 2024 Assistance to Firefighters Grant RESOURCES DHS - FEMA City Matching Funds from: Acct. #11000.184010.481000.0000.00000 & Acct. #00001.980000 .891000.0000.00000 $1,597,909.09 $159,790.91 APPROPRIATIONS: $1,757,700.00 Section 4. This appropriation is contingent upon final Grant approval by DHS-FEMA and the City Manager's acceptance thereof. Section 5. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance and compliance with the Grant. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: rge . Wyy ng III, C ty ttor -y 9/30/2025 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
