FOR CITY OF MIAMI ("CITY) MATCHING FUNDS OF $2,546,555.41 FOR A TOT AL OF
$6,643,188.00, ENTITLED: "2024 STAFFING FOR ADEQUATE FIRE AND EMERGENCY
RESPONSE (SAFER) GRANT", AWARDED BY THE UNITED STATES DEPARTMENT OF
HOMELAND SECURITY ("DHS") FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA"), FOR THE PERIOD BEGINNING MARCH 23, 2026 THROUGH MARCH 22, 2029,
FOR THE 2024 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER)
GRANT PROJECT FOR THE HIRING OF EIGHTEEN (18) NEW FIREFIGHTERS TO STAFF A

IMPLMENT THE ACCEPTANCE AND COMPLIANCE WITH SAID GRANT.
Background of Item:
This grant agreement is entered into by the Federal Emergency Management Agency, and the
City of Miami ("Recipient"), serving as the recipient of said award, and allows the City to receive
funding to hire eighteen (18) firefighters.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2024 STAFFING
FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) GRANT" AND
APPROPRIATING FUNDS CONSISTING OF A GRANT AWARDED BY THE UNITED
STATES DEPARTMENT OF HOMELAND SECURITY ("DHS"), FEDERAL
EMERGENCY MANAGEMENT AGENCY ("FEMA") IN THE AMOUNT OF
$4,096,632.59, WITH REQUIRED MATCH FUNDS FROM THE CITY OF MIAMI
("CITY") IN THE AMOUNT OF $2,546,555.41, RESULTING IN AN APPROXIMATE
TOTAL FISCAL IMPACT OF $6,643,188.00, FOR THE PROVISION OF HIRING OF
EIGHTEEN (18) NEW FIREFIGHTERS TO STAFF A NEW AERIAL APPARATUS IN
THE SOUTHWEST CORRIDOR OF THE CITY; AUTHORIZING THE CITY MANAGER
TO ACCEPT SAID GRANT; FURTHER AUTHORIZING THE DISBURSEMENT OF
CITY MATCHING FUNDS FROM ACCOUNT NUMBERS 11000.1840 I

AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT AND
ANY AND ALL NECESSARY DOCUMENTS, INCLUDING ANY AMENDMENTS,
RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND
COMPLIANCE WITH SAID GRANT.
WHEREAS, in an effort to improve the City of Miami's ("City") compliance with the
National Fire Protection Association ("NFPA") Standards, the City's Department of Fire -Rescue
("Fire -Rescue") has a strong interest in increasing the number of firefighters; and
WHEREAS, the United States Department of Homeland Security ("DHS") Federal
Emergency Management Agency ("FEMA") administers the Staffing for Adequate Fire and
Emergency Response ("SAFER") grant program; and
WHEREAS, the SAFER grant is designed to assist fire departments to meet the
minimum standards of the NFPA, increasing the cadre of firefighters, and enhancing their ability
to obtain 24 hour staffing, assuring their community has adequate protection from fire and fire -
related hazards; and
WHEREAS, on Wednesday, September 24th, 2025, FEMA awarded the City's Fire -
Rescue grant funds in an amount not to exceed $4,096,632.59 ("Grant") to be used consistent
with the SAFER program; and
WHEREAS, the Grant requires matching funds from the City in the amount of
$2,546,555.41; and
WHEREAS, the City's Fire -Rescue intends to utilize the SAFER Grant to hire eighteen
(18) new firefighters in accordance with the terms and conditions of the Grant; and
WHEREAS, this Grant award will allow the City to increase the number of firefighters
and assign them to a new aerial apparatus in the southwest corridor of the City to enhance the
quality of service to our community and to assist the City in improving their compliance with
NFPA standards; and
WHEREAS, the period of this Grant commences on March 23, 2026, through March 22,
2029; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Account, and further authorize the City Manager
to execute any and all necessary documents, including amendments, renewals, and extensions,
all in forms acceptable to the City Attorney, in order to implement the acceptance and
compliance with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the FY 2024 SAFER Grant,
awarded to the City by DHS-FEMA in an amount not to exceed $4,096,632.59, for the provision
of hiring of eighteen (18) new firefighters in accordance with the terms and conditions of the
Grant.
Section 3. The following new Special Revenue Project is established, and resources are
appropriated as described below:

Section 4. The City Manager is further authorized' to execute a Grant agreement and
any necessary documents, for acceptance of the award, subject to the terms and conditions of
the grant application.
Section 5. The City Manager is further authorized to negotiate and execute any and all
other necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, for the acceptance, administration of, and compliance with said
Grant.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
