R-23-0207 IN ITS ENTIRETY; APPORTIONING FIVE MILLION, TWO HUNDRED FIFTY THOUSAND, TWO HUNDRED FIFTY-ONE AND 19/100 DOLLARS ($5,250,251.19) BETWEEN THE FIVE (5) COMMISSION DISTRICTS PURSUANT TO THE ANTI -POVERTY INITIATIVE FORMULA FOR THE COMMISSIONER OF EACH DISTRICT TO ALLOCATE AND APPROPRIATE BY FUTURE RESOLUTION(S) TO DISTRICT SPECIFIC AFFORDABLE HOUSING AND/OR SENIOR RENTAL ASSISTANCE PROGRAMS; THE USE, ALLOCATION, AND APPROPRIATION OF THE FUNDS REFERENCED HEREIN ARE SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS AND THE RECEIPT OF ALL NECESSARY APPROVALS, INCLUDING, BUT NOT LIMITED TO THE CITY ATTORNEY; AUTHORIZING THE CITY MANAGER TO MAKE ANY CHANGES TO ADJUST, AMEND, AND APPROPRIATE THE CITY'S OPERATING BUDGET, FIVE-YEAR FINANCIAL PLAN, STRATEGIC PLAN, MULTI -YEAR CAPITAL PLAN, AND OTHER DOCUMENTS AS NECESSARY AND APPLICABLE, PURSUANT TO THE PROVISIONS OF THIS RESOLUTION; AUTHORIZING, RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY MANAGER AND THE DESIGNATED CITY DEPARTMENTS TO UPDATE THE RELEVANT FINANCIAL CONTROLS, PROJECT CLOSE-OUTS, ACCOUNTING ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION HEREWITH. SPONSOR(S): Commissioner Joe Carollo, Commissioner Ralph "Rafael" Rosado, Commissioner Christine King WHEREAS, Resolution No. R-22-0082, adopted on February 24, 2022, established the Miami For Everyone Rental Assistance Program, which was intended for middle class families who do not have guardrails and are not financially able to absorb large rent increases, with priority given to seniors and families with children; and WHEREAS, Five Million, Two Hundred Fifty Thousand, Two Hundred Fifty -One and 19/100 Dollars ($5,250,251.19) was allocated to the Miami For Everyone Rental Assistance Program; and WHEREAS, pursuant to Resolution No. R-23-0207 adopted on April 27, 2023, the City Commission rescinded Resolution No. R-22-0082 in its entirety and reallocated and apportioned the Five Million, Two Hundred Fifty Thousand, Two Hundred Fifty -One and 19/100 Dollars ($5,250,251.19) in available funds as follows: • Two Million and 00/100 Dollars ($2,000,000.00) was allocated, budgeted, City of Miami Page 1 of 3 File ID: 18261 (Revision:) Printed On: 10/20/2025 File ID: 18261 Enactment Number: R-25-0431 and appropriated to provide supplemental funding to the City's Senior Rental Assistance Program, and • Three Million, Two Hundred Fifty Thousand, Two Hundred Fifty -One and 19/100 Dollars ($3,250,251.19) was apportioned equally between the five (5) Commission Districts for the Commissioner of each District to allocate and appropriate by future resolution(s) to district specific affordable housing and/or rental assistance programs; and WHEREAS, the City Commission finds that it is in the best interest of the City to rescind Resolution No. R-23-0207 in its entirety and apportion the Five Million, Two Hundred Fifty Thousand, Two Hundred Fifty -One and 19/100 Dollars ($5,250,251.19) in available funds between the five (5) Commission Districts pursuant to the Anti -Poverty Initiative Formula for the Commissioner of each District to allocate and appropriate by future resolution(s) to district specific affordable housing and/or senior rental assistance programs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Resolution No. R-23-0207 is rescinded in its entirety. Section 3. The City Commission hereby apportions Five Million, Two Hundred Fifty Thousand, Two Hundred Fifty -One and 19/100 Dollars ($5,250,251.19) between the five (5) Commission Districts pursuant to the Anti -Poverty Initiative Formula for the Commissioner of each District to allocate and appropriate by future resolution(s) to district specific affordable housing and/or senior rental assistance programs. Section 4. The use, allocation, and appropriation of the funds referenced herein is subject to all federal, State, and local laws that regulate the use of such funds and the receipt of all necessary approvals, including, but not limited to the City Attorney. Section 5. The City Manager is authorized' to make any changes to adjust, amend, and appropriate the City's Operating Budget, Five -Year Financial Plan, Strategic Plan, Multi -Year Capital Plan, and any other documents as necessary and applicable, pursuant to the provisions of this Resolution. Section 6. Certain necessary actions by the City Manager and the designated City Departments to update the relevant financial controls, project close-outs, accounting entries, and computer systems in connection herewith are hereby authorized', ratified, approved, and confirmed. 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed including, but not limited to, those prescribed by applicable City Charter and City Code provisions. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: g III, C y�ttor�ey J 9/30/2025 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
