Purpose of Item:
Resolution to establish a Special Revenue Project entitled: FY 2025 — Department of
Homeland Security — Federal Emergency Management Agency ("FEMA") — Urban
Search & Rescue Cooperative Agreement" for US&R Florida Task Force 2 ("US&R"),
and appropriating funds in an amount not to exceed $ 1,440,311.00, consisting of a
grant from the Department of Homeland Security, FEMA.
Background of Item:
The Department of Homeland Security has annually awarded a grant to US&R for the
continued operation of the City's US&R Program. Said grant award for Fiscal Year
2025 is in an amount not to exceed $1,440,311.00, commencing September 1, 2025
through August 31, 2028. It is now appropriate to accept said grant award, establish a
special revenue project, and appropriate an amount not to exceed $1,440,311.00 grant
award therein for said fiscal year.

A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE PROJECT TITLED "FISCAL YEAR 2025 — DEPARTMENT OF
HOMELAND SECURITY FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA"), URBAN SEARCH AND RESCUE ("US&R") COOPERATIVE AGREEMENT";
ACCEPTING AND APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED
$1,440,311.00 CONSISTING OF A GRANT AWARD FROM FEMA TO BE USED BY
THE DEPARTMENT OF FIRE -RESCUE FOR THE PROVISION OF ADMINISTRATION
AND PROGRAM MANAGEMENT, TRAINING, SUPPORT, EQUIPMENT CACHE
PROCUREMENT, MAINTENANCE, OFFICE SPACE, AND STORAGE SPACE FOR
THE US&R FLORIDA TASK FORCE 2 PROGRAM ("FL-TF2"); AUTHORIZING THE
CITY MANAGER TO ACCEPT SAID GRANT AWARD; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL
IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT
THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to
exceed $1,440,311.00 ("Grant") from the Department of Homeland Security, Federal
Emergency Management Agency ("FEMA"); and
WHEREAS, pursuant to the Grant stipulations, said funds will be used by the City's
Department of Fire -Rescue ("Fire -Rescue") to provide for the administration, grant
management, training, procurement, storage, and maintenance of resources for the Urban
Search & Rescue Florida Task Force 2 ("US&R FL-TF2") Program; and
WHEREAS, no local match funds required for this Grant; and
WHEREAS, the Grant period will commence September 1, 2025, and end August 31,
2028; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, establish a Special Revenue Project, and execute any and all necessary
documents, including amendments, renewals, and extensions, all in forms acceptable to the
City Attorney, in order to implement the acceptance of, and compliance with, said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the Grant in the amount of
$1,440,311.00 from FEMA to be used by the City's Fire -Rescue to provide for the
administration, management, training, exercise, procurement and storage, and maintenance of
resources for the US&R FL-TF2 Program.
Section 3. The following Special Revenue Project is established, and resources are
appropriated as described below:

Section 4. The City Manager is further authorized1 to negotiate and execute any and all
necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, in order to implement the acceptance of and compliance with
the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
