NOTICE OF CITY COMMISSION MEETING
A regularly scheduled meeting of the Miami City Commission will be held on Thursday,
September 25, 2025, at 9:00 a.m. in the City Commission chambers located at Miami City Hall,
3500 Pan American Drive, Miami, FL 33133.
The September 25, 2025 City Commission Meeting will be broadcast live for members of the
public to view on the City's website (www.miami.gov/tv), Facebook, X (formerly "Twitter"),
YouTube, Comcast Channel 77 (Comcast only for residents living in the City of Miami), and
AT&T Channel 99 (AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this meeting can be
submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via
the online comment form will occur when the Chairperson closes public comment for the
meeting.
Public comment on agenda items to be heard at this meeting may also be provided live at City
Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and procedures as
the City may implement or amend. Public comment will begin at approximately 9:00 a.m.

Should any person desire to appeal any decision of the City Commission with respect to any
matter to be considered at this meeting, that person shall ensure that a verbatim record of the
proceedings is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a special City
Commission meeting will be automatically scheduled for the Tuesday immediately following the
cancelled meeting. In the event of one of the aforementioned circumstances, the special
meeting would be held on September 30, 2025, at 9:00 a.m. in the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the scheduled
agenda items from that cancelled meeting shall automatically be scheduled as an agenda item
at the special City Commission meeting. The City Clerk shall notify the public of the special
meeting that is to take place by placing a notice of the special City Commission meeting at the
entrance of City Hall and the City's main administrative building, placing a notice on the City's
website, and, if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at

of housing. In other cases,
traffickers rely on early

"These network are
sophisticated. They prey on
trust and desperation," the
report notes.
The International Labour
Organization calculates
that each victim of forced
labor generates about
$3,600 a year for traffick-
ers, while a victim of sexual
exploitation produces an
average of S27,000 an-
nually.
With those numbers,
Venezuela's trafficking
industry now orals the
revenues of other illicit
trades such as drug traffick-
ing and illegal mining.
Globally, human trafficking
profits topped $498 billion
in 2024, according to the

The Board wiN consider the allocation of funding to Bendbren 6 Amandi International,
Inc., a Florida Profit Corporation ("Grantee"), to underwrite costs to support critical
efforts to expand Howard University, a historically Black unNersiy, into the Overtown
neighborhood. n accordance with the SEOPW CPA. 2018 Redevebpment Plan
Update ("Plan') and Section 163, Florida Statutes. the Board will consider awarding
a grant to Grantee in an amount not to exceed Three Hundred Twenty -Five thousand
Dollars and Zero Cents ($325,000D0).

that each victim of forced
labor generates about
83,600 a year for traffick-
ers, while a victim of sexual
exploitation produces an
average of $27,000 an-
nually.
With those numbers,
Venezuela's trafficking
industry now rivals the
revenues of other illicit
trades such as drug traffick-
ing and illegal mining.

NOTICE OF PUBLIC HEARING
PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") of the Southeast
Overtown / Park West Community Redevelopment Agency ("SEOFW CRA") will hold
a Public Hearing meeting on Thursday, September 25th, 2025, at 10A0 AM, or
anytime thereafter, in the City Commission chambers located at Miami City Hall, 3500
Pan American Drive, Miami, Florida 33133.
The Board will consider the allocation of funding to Bendiixen & Amandl International,
Inc., a Florida Profit Corporation ("Grantee), to underwrite costs to support critical
efforts to expand Howard University, a historically Black university, into the Overtown
neighborhood. In accordance with the SEOP9V CRA 2018 Redevelopment Plan
Update ("Plan") and Section 163, Florida Statutes, the Board will consider awarding
a grant to Grantee in an amount not to exceed Three Hundred Twenty-F a thousand
Dollars and Zero Cents (S325,00000).
All comments and questions with respect to the meeting and public participation
should be addressed to James D. McQueen, Executive Director, or Vincent T. Brown,
Esq., Staff CounseVDepuly Director, at 819 N.W. 2nd Avenue, 3rd Floor, Miami,
Florida 33136 or (305) 679-6800.
This action is being considered pursuant to Sections 18-85 and 18-86 of the Code
of the City of Miami, Florida as amended ("City Code"). The recommendation and
findings to be considered in this matter are set forth in the proposed resolution and
will be available as with the scheduled SEOFW CRA Board meeting or anytime
thereafter o the City Commission chambers.
The Board requests all interested parties be present or represented at the meeting,
and may be heard with respect to any proposition before the Board in which it may
take action. Should any person desire to appeal any decision of the Board with
respect to any mailer considered at this meeting, that person shall ensure that a
verbatin record of the proceedings is made, including all testimony and evidence
upon which any appeal may be based (FS. 286.0105).
Pursuant to CRA-R-24-0071, whenever a scheduled SEOFW CRA meeting is
canceled or a not hell due to a lack of a quorum or other emergency, a special
SEOFW CRA meeting will be automatically scheduled for the Tuesday immediately
following the cancelled meeting. In the event of one of the aforementioned
circumstances, the special meeting wouo be held on September 30th, 2025, at
10:00 am., or anytime thereafter, in the City Commission chambers located at Miami
City Hall, 3500 Pan American Drive, Momi, Florida 33133. All of the scheduled agen-
da items from that cancelled meeting shall automatically be scheduled as an agenda
item at the special SEOFW CRA meeting. The Clerk of the Board shall ratify the
public of the special meeting that is to take place by placing a notice of the special
SEOFW CRA meeting at the entrance of Ciy Hall, placing a notice on the SEOPN
CRA's websde, and, 8 feasible, placing an ad in a newspaper of general circulation
before the special meeting on the oonedatey following Tuesday. There shall be no
additional notice by publication required for any such scheduled agenda item that is
moved to the special SEOFW CRA meeting.

CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, TITLED "INDEPENDENT FEASIBILITY
AND ECONOMIC IMPACT STUDIES"; PROVIDING FOR THE TREATMENT OF PENDING
APPLICATIONS; CONTAINING A SEVERABILITY CLAUSE, AND PROVIDING FOR AN
IMMEDIATE EFFECTIVE DATE.
Said proposed ordinance(s) may be inspected by the public at the Office of the City Clerk,
3500 Pan American Drive, Miami, Florida 33133, Monday through Friday, excluding holidays,
between the hours of 8 a.m. and 5 p.m., or httpi/miamifl.igm2.com five days before the date
of the Commission Meeting.
All interested persons are invited to appear at the meeting and may be heard with respect to
the proposed ordinance(s). Should any person desire to appeal any decision of the City
Commission with respect to any matter to be considered at this meeting, that person shall
ensure that a verbatim record of the proceedings is made including all testimony and evidence
upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a special

following the cancelled meeting. In the event of one of the aforementioned circumstances, the
special meeting would be held on September 30, 2025, at 9:00 a.m. in the City Commission
chambers located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the
scheduled agenda items from that cancelled meeting shall automatically be scheduled as an
agenda item at the special City Commission meeting. The City Clerk shall notify the public of

Warmer water temper-
atures can decrease the
time stone crab babies
spend in the larval stage,
drifting on currents. Cur-
rently, they live in the
larval phase for up to a
month.
"If that shortens, then
they can't disperse as far.
... In healthy populations,
you want wide distribu-
tional ranges," she said. 1n
other words, awater
temperatures rise, stone
crabs end up with a nar-
rower geographic dis-
tribution, making pop-
ulations more precarious
and vulnerable to local
env
ironmental stress.
Warm water also causes
larvae to move into deeper
water, which could move
them out of zones that are
valuable for commercial
fishing — shallow water
where it's easier to fish.
Bracken -Grissom said
she thinks there is a risk to
losing stone crab range
because of high water
temperatures in Florida.
"Every animal has a
minimurn and maximum
temperature range that
they can tolerate, so
there's a tipping point for
every species. We just
need to pay attention to it,
especially what larvae can
tolerate."
Warm water may push
adult crabs deeper as well.
"We've heard of com-
mercial fishermen trying
and catching some crabs
at 80 feet deep, but it's a
lot of work to maintain
traps out that far," he said.
Traps at that depth would
be 10 to 20 miles offshore
on the Gulf coast.
As of today, the Florida
Keys and west coast are
s181 the perfect habitat for
stone crabs. They like the
broad, gradual slope of the
Gulf, which gives them
plenty of bottom of rela-
tively shallow depth — less
than 80 feet or so — to
forage. The coast oft of
Virginia and Maryland is
similar.

MOVING NORTH
Stone crabs aren't the
only Florida -centric spe-
cies a move north
as climate change opens
up new waters.
"Snook, if you get a
freeze, you'll knock the
population back. But we
haven't had a hard freeze
that has knocked them
back in over a decade, so
you're seeing them all the
way up in the Panhandle,"
Grandy said. "And man-
groves are showing up all
over the place — South
Carolina, Georgia. They're
pushing their northern
limits because the winter
temperatures are just not
getting cold enough to
knock them back."
Similarly, Maine lob-
sters are making a shift
north into Canadian wa-
ter, said Gandy, and the
southern end of the range
is retracting.
"The American lobster
fishery has been having
some hard times, just
because the population is
moving outside of where
they fish. They've been
looking at other crab spe-
cies to fish, some of them
u might see in the store
called
a Jonah crab. Fish-
ermen, who are pretty
much stuck in place for
the regions they fish, are
having to figure out how
to fish different species
because of these
changes
As for the health of the
Florida fishery, the core of
the crab's range, harvests
peaked in the 1990s, said
Grandy. "Harvests have
been fairly stable for se-
ven or years now,"
he said. "But they're fish-
ing harder to get the same
amount of pounds of stone
crabs out every year."
As fora new crab in the
Chesapeake, Lipcius is
more upbeat. "1 really
don't think it's going to be
a bad thing over the long
term," he said. "To me,
this is a feel -good story."
Who knows, if Chesa-
peake stone crabs flood
the market someday, may-
be that will bring prices
down.

and costs associated with the development of a mixed -use project consisting of fully
income restricted lousing units located within the Redehabpmenl Asa of the OMNI
CRA at 1441, 1445, and 1455 North Miami Avenue, 25 and 31 Northeast 14th Street,
and 1412, 1418, 1428, and 1432 Northeast Miami Court, Miami, Florida within the
OMiNl CRA's boundaries. This funding is critical in the de.loprn rat of the project,
which is envisioned to reduce slue and blight and provide much needed housing
affordability in the area.
The CRA Board requests all interested parties be present or represented at the
meeting end may be heard with respect to any proposition before the Board, in which

uled agenda items from that can-
celled meeting shall automatically be

special City Commission meeting. The
City Clerk shall notify the public of the
special meeting that is to take place
by placing a notice of the special City
Commission meeting at the entrance
of City Hall and the City's main ad-

general circulation before the special
