NOTICE OF SECOND BUDGET HEARING
Pursuant to Resolution No. R-25-0304 adopted on July 24, 2025, the Miami City Commission will
hold its Second Budget Hearing on Thursday, September 25, 2025, at 5:05 p.m. in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133.
The September 25, 2025 Second Budget Hearing will be broadcast live for members of the public
to view on the City's website (www.miami.gov/tv), Facebook, X (formerly "Twitter"), YouTube,
Comcast Channel 77 (Comcast only for residents living in the City of Miami), and AT&T Channel
99 (AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this hearing can be
submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via the
online comment form will occur when the Chairperson closes public comment for the hearing.
Public comment on agenda items to be heard at this hearing may also be provided live at City
Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and procedures as
the City may implement or amend. Public comment will begin at approximately 5:05 p.m.

200.065(3) and 286.0105, and Florida Administrative Code Rule 12D-17.005(2)(c)22, no
verbatim record is required for the appeal of any decision made during public hearings
required by Chapter 200 (Determination of Millage).

Can we get an update on those specific
projects, like the groundbreaking of Hi-
biscus Grove and any othersin the works?
A: I'm a huge proponent of what I call
generational wealth. Generational wealth
is the key to ensuring that people live with
dignity. One ofthe goals I realized early on
is that if you want to create generational
wealth, you must give people access to
the dirt, and you must also give them the
opportunity to be able to get financing
with the backing of government or any
other organizations out there that would
give them an opportunity.
What i've embarked on from day one
was to ensure that housing became one
of the top priorities because I understand
that if we lock them in early with a great
rate and a great mortgage amount, then
they can pass those properties on to their
families and to their loved ones.
Since i've been in office now, I can tell
you that hundreds and hundreds of units
have been built under my leadership in
order for us to satisfy that goal that was
in part brought to me by the members of
the community with whom I serve. Those
projects that you just named, manyofthem
are already fully occupied, and we have
many more on deck.
Hibiscus Grove is a significant initia-
tive aimed at developing modem homes
that will contribute to the revitalization of
the West Perrin community. The project
promotes sustainable, accessible and af-
fordable housing, offering diverse housing
options thatcaterto the needs ofhardwork-
ing families, ensuring that everyone has
the opportunity to thrive in a vibrant and
supportive environment.
In about two weeks, I'm going to make
a major announcement that I am going to
embark on building over 200 single-family
homes that would then go into a lottery
that would allow regular everyday hard-
working Miami -Dade residents to have
an opportunity to have ownership of the
very dirt that they toiled in for years and
years, and something that they can give
to their kids and to their grandkids, which
goes back to the argument of how do we
create generational wealth.
Q: You have also been working on a
new community center and library within
your district. How are those projects
coming along?
A: In April, alongside the Miami -Dade
Public Library System, Miami -Dade
Parks, Recreation, and Open Space, we
had a groundbreaking ceremony for the
community center and library at Chuck
Pezoldt Park.
This new facility will serve as a vital
hub for education, recreation and com-
munity engagement, providing residents
with access to modern library resources,
multipurpose spaces and enhanced park
amenities. As an advocate, i secured
818.9 million for this project, reflecting
my commitment to expanding access to
public services and fostering a stronger,
more connected community.
I'm going to make another announce-
ment because we're bringing a 25-acre
community center, track and field, and an
entire sports complex to the district. Very
soon, that announcement is going to come
out. As a matter of fact, the recreational
center is going to be somewhere around
60,000 square feet, including parking, a
place for senior citizens to congregate
throughout the day, and a place to also
deal with mental health.
We will have counselors being a part of
that to deal with the mental healthcrisisthat
we're seeing here everyday in Miami -Dade
County, but more than anything, it's about
really giving people a place to go and do
it with dignity, something that I believe is
going to make Miami -Dade County even
better than what we are today.
Q: Where is this development going
to be?
A: At the Naranja Library park. There's
a park next to Naranja Library that we're
going to push to have this recreational
center erected, sitting on 25 acres.

Program. Howhasthisprogrambenefited
small businesses in your district?
A: The Mom -and -Pop Small Business
Grant Program, which was launched in
February, has helped with the purchase
of business -related expenses, such as
supplies, equipment, liability insurance,
minor renovations, and advertising. It can
also be used to fund professional services,
such as accounting, seminars and events.
Businesses receive up to $5,000 in fund-
ing through this program. The Mom -and -
Pop Small Business Grant Program was
created to provide financial and technical
assistance to qualified for -profit small
businesses that are approved for funding.
Mom and Pop Grants are administered in
collaboration with the respective Miami -
Dade county commissioners' offices.
I also created the Small Business Boot
Camp. Essentially, what I did was I took
the everyday moms and pops out there
who are simply trying to tap into the en-
trepreneurial sector of society and brought
them into the office, paid for their training.
And got them situated with the State of
Florida with their licensing.
I pay for all of their fees and did the
backroom important stuff to get them to
be legitimate within our government and
do business with our government, and
then I get them registered to do business
with the county.
By doing that, we took the burden
and the frustration that they go through
every day trying to understand how to
become productive small businesses, and
1 empowered them by putting them with
people who help them out of my district
fund. By paying for that, it allowed them
to be able to appreciate the American
experience, while at the same time honor-
ing their entrepreneurial goals and their
entrepreneurial spirits.
It's going really well. It's called the
McGee District 9 Boot Camp. We've got
hundreds of people through it, and we've
paid thousands of dollars to ensure that
they are very successful. I put them in
positions and create environments to win

from the very beginning.
Q: Are th ere oth er in itiat i ves or prof ects
you are excited to get started on?
A: We need a community -based or-
ganization district. I'm working on the
language where we can create ahubwhere,
instead of having a business district, like
the Wynwood district, I would love to
see a world where community -based
organizations can have about 50 to 60
acres, or 100 acres, where that entire
area is run, controlled and benefited to
and from the community. This is a real
discussion that's taking place right now
to create something of that nature down
in the South Dade district.
Q: Recently, a film inspired by your
life was completed. How did this film
come to be?
A: The name of the movie is titled "The
Reject." It stars Romeo Miller, and it talks
about my being a neurodivergent and
growing up with labels such as emotion-
ally handicapped mentally retardation,
dyslexia, you name them.
I have dealt with those issues, and so
the movie portrayed my life in the form
and format ofhow I was able to overcome
those struggles early on. The movie is cur-
rently at a few film festivals, but there's a
high likelihood that it will be on Netflix
within the coming months.
This movie is a rallying cry for rising
above challenges and underscores my
message of creating opportunities for
those who have been left behind.
Q: For leisure, what are the things you
love to do around Miami?
A: I love reading, and I love listening
to books.
What I would like to do, and I tell people,
when they come in from out of town to
meet up with us, I tell them, 'listen, don't
just go to the Beach, go to Overtown, go
to Wynwood, come down south' We have
beaches, the Everglades, the Redlands,
downtown Miami, Biscayne Bay, just to
name a few. We have pretty much every-
thing anybody can ever think about. It's
a win -win for everybody.

lin was earning a
six -figure salary.
She faces up to 20
years in prison. U.S.
District Judge Beth
Bloom is due to sen-
tence her Nov. 25.
"Today's hearing
is an important step
toward justice be-
ing served," Jackson
Health System CEO
Carlos Migoya said
in a statement to the
Miami Herald, which
first reported Gatlin's
guilty plea Friday.
According to court
filings, Gatlin ap-
proved nearly 52 mil-
lion in invoices from
Yergan Jones, a Geor-
gia -based audiovisual
vendor, for services
never performed.

property tax levy.
Last year's property tax levy:
A. Initially proposed tax levy $671,787,227
B. Less tax reductions due to Value Adjustment
Board and other assessment changes $9,831,488
C. Actual property tax levy $661,955,739
This year's proposed tax levy $737,141,878
All concerned citizens are invited to attend a
public hearing on the tax increase to be held on:
DATE: Thursday, September 25th, 2025
TIME: 5:05 p.m.
PLACE: City Hall, City Commission Chambers,
3500 Pan American Drive, Miami, Florida 33133

The Broward social serv-
ices group doesn't just
deliver on holidays

700 food -insecure families
every moth through their
food and connects
like Di Stefano with
food, healthcare and other
essential services year-
round. Many of the seniors
are homebound or live
alone, which can be partic-
ularly challenging during
holidays, said Randy Col-
man, president and CEO of
Goodman Jewish Family
Services.
"Our high holiday deliv-
eries are more than just
food," Colman said, adding
that the gift packages bring
"dignity, tradition and the
comfort of knowing that I
someone cares," IO seniors
and Holocaust survivors
who "endured unimagina-
ble hardship."
In addition to the meals,
Colman said that the volun-
teers who visit the homes
are bringing conversation,
warmth and connection to
people who are often in
need of community.
