Purpose of Item:
To approve the City of Miami's "Fiscal Year 2025-26 Capital Budget and Multi -Year
Capital Plan" as required by the Community Planning Act, more particularly, Sections
163.3161 and 163.3177, Florida Statutes (2024), and pursuant to Chapter 18/Article
IX/Divisions 1 and 2 of the Code of the City of Miami, Florida, as amended ("City
Code"), entitled "Financial/Financial Policies/Anti-Deficiency Act/Financial Integrity
Principles".
Background of Item:
Pursuant to the City's Financial Integrity Principles, the City is required to prepare a
capital plan detailing improvements needed to support City services. The Office of
Management and Budget is tasked with the responsibility of preparing and presenting
the Capital Budget and Multi -year Capital Plan along with various City departments who
are tasked with the responsibility to execute capital improvement projects. The
proposed capital plan identifies $1.997 billion in projects ($1.724 billion prior years
funded, $65.174 million proposed funding, $207.332 million future funding projections)
for the Fiscal Year plus five additional years. The six year plan includes 623 active
projects. During the current Fiscal Year new capital appropriations totaling $65.174
million will be used to fund 52 projects as detailed in the capital plan.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI'S ("CITY") FISCAL YEAR 2025-26 MULTI -YEAR
CAPITAL PLAN, ATTACHED AND INCORPORATED ("PLAN"), AS REQUIRED
PURSUANT TO THE COMMUNITY PLANNING ACT, SPECIFICALLY SECTIONS
163.3161 AND 163.3177, FLORIDA STATUTES, AND CHAPTER 18/ ARTICLE IX/
DIVISIONS 1 AND 2 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, TITLED "FINANCIAL/ FINANCIAL POLICIES/ ANTI -DEFICIENCY ACT/
FINANCIAL INTEGRITY PRINCIPLES," TO SET FORTH THE CITY'S FISCAL NEEDS
FOR CAPITAL IMPROVEMENTS, SUBJECT TO AN ANNUAL PLAN REVIEW, TO
DETERMINE PROJECT PRIORITIES, TO ADD NEW CAPITAL PROJECTS, AND TO
MODIFY FUNDING ALLOCATIONS AS NECESSARY; PROVIDING FOR
INCORPORATION OF SUBSEQUENT AMENDMENTS TO THE PLAN; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, a capital improvement programming process to support the Miami
Neighborhood Comprehensive Plan is required pursuant to the Community Planning Act,
specifically, Sections 163.3161 and 163.3177, Florida Statutes, and Chapter 18/Article
IX/Divisions 1 and 2 of the Code of the City of Miami, Florida, as amended, titled
"Finance/Financial Policies/Anti-Deficiency Act/Financial Integrity Principles" (collectively,
"Laws"); and
WHEREAS, the City of Miami's ("City") Fiscal Year ("FY") 2025-26 Proposed Multi -Year
Capital Plan as presented to the City Commission, filed with the City Clerk, and posted on the
City's website on September 5, 2025, incorporates the Fiscal Year 2024-2025 Multi -Year
Capital Plan adopted on September 7, 2024, pursuant to Resolution No. R-24-0328, as
subsequently amended (collectively, "Proposed Plan"); and
WHEREAS, during the current FY, new capital appropriations totaling $56.974 million
will be used to fund fifty (50) projects as detailed in Exhibit "A," attached and incorporated; and
WHEREAS, this Resolution is adopted as amended by incorporating the applicable
changes listed in the memorandum including the attachments thereto and signed by the City
Manager, attached and incorporated as Exhibit "B" (Information for Second Budget Hearing —
Fiscal Year 2025-26 Operating and Capital Tentative Budget) dated September 25, 2025, all of
which is incorporated herein;
WHEREAS, the Proposed Plan is a policy and management tool to plan municipal
borrowing and indebtedness over a period of time, to establish annual expenditures within a
framework of long-range fiscal requirements, and to serve as an official statement of the City's
development plans; and
WHEREAS, the Proposed Plan shall incorporate all amendments thereto;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Proposed Plan as presented to the City Commission, filed with the City
Clerk, posted on the City's website on September 5, 2025, is approved as required pursuant to
the Laws to set forth the City's fiscal needs for capital improvements, subject to an annual plan
review, to determine project priorities, to add new capital projects, and to modify funding
allocations as necessary.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
