GENERAL INSTRUCTIONS: Statutory requirements for the Beautification Grant Program are found in Section 339.2405, Florida
Statutes. Within Rule Chapter 14-40, Florida Administrative Code, are sections dealing with the grant application process, grant award
process, and funding, construction, and maintenance of beautification projects. These documents can be reviewed on the FDOT
website, http://www.fdot.gov/designsupport/highwaybeautification/.
When a decision is made to apply for a Beautification Grant, please immediately notify the District Grant Coordinator. A directory of
Grant Coordinators is posted on the program website. The Grant Coordinator will provide guidance, and help ensure that no
Department projects are in conflict with the grant project. Grant applications for landscape projects in conflict with other Department
projects will not be accepted.
SUBMISSION: Please complete all items in this application. A complete grant application includes digital copies of the following:
® 1) One illustrative plan proposal. The illustrative proposal can include existing site photos, sketches or renderings, and
any narrative and labels to accurately describe the project. The plan must be legible when printed at 11"x17" size. Only one
page will be accepted.
® 2) Form 650-050-10, Application Form, Part I
® 3) Form 650-050-10, Application Form, Part II (Submit a pdf of the excel document)
® 4) A copy of the signed resolution
® 5) Letter of Authorization from the Department
® 6) Optional letters of support
To be eligible for a grant, digital copies of the above 6 items are to be submitted online by October 1, 5pm EST. (If October 1 falls on
a weekend or holiday, the deadline will be the next following business day.) Late or incomplete applications, or any addendums or
changes will not be accepted.
Grant applicants should contact the District Grant Coordinator at least one week prior to the deadline to gain access to the online
system that will accept the online submission of applications.
DIGITAL FILE ORGANIZATION: Include only the 6 files listed above in the online submission. If multiple pages are to be included,
package the files together into one file. For instance, if multiple letters of support are to be submitted, scan and bundle a II of the
letters into one .pdf file. There is a 250 MB maximum file size allowed for each attachment. Clearly mark the files using the following
naming methodology: 0_Submission Name_Grant Applicant_Year

ATTRIBUTES: Grant Reviewers will evaluate the proposed beautification project on the following attributes: Aesthetic Value, Cost
Effectiveness, Feasibility of Installation and Maintenance, Compliance with State and Federal Regulations, Litter Prevention, Level of
Local Support, Context Appropriateness, Low Maintenance & High Impact, Appropriate Plant Palette, and other factors.

The Project will meet all the Department of Transportation requirements pursuant to Rule 14-40.003.

'This information should be the most accurate and complete information that is available. If plant species are not known, refer to the concept plan to provide the size and type of plant, such
as broadleaf deciduous tree, flowering tree, large shrub, ground cover, etc.. Select a multiplier that most closely reflects the estimated cost of labor and materials to install the plants. Applying
the multiplier to the unit wholesale cost of plants will provide an estimate for total plant cost that includes the cost of the plants, fertilizers, soil amendments, mulches, staking, and labor to
install. Estimated Costs associated with the establishment period are not included in eligible grant costs.

Project Overview
West FLagLer Street is one of Miami's most historic and vital east -west
corridors, serving as a backbone of connectivity through the heart of the
city. This 2-mite stretch between SW 67th Avenue and SW 48th Avenue is
a dynamic urban corridor that supports a diverse mix of residential
neighborhoods, commercial businesses, parks, and civic institutions. It
is a heavily trafficked route that plays a critical role in Loca L mobility and
economic activity.
Despite its importance, the existing medians along this segment of West
FLagLer Street are sparsely sodded, offering Little aesthetic or
e nvi ron me nta L va Lue. The Lack of greenery contributes to urban heat
island effects, detracts from the pedestrian experience, and misses an
opportunity to reflect the vibrancy of the surrounding community.
Beautification Vision
This proposaL seeks to transform the medians into resilient, Low -
maintenance green spaces using mostly native and Florida -friendly
plant species. The design will emphasize:
• Resilient native plants and sodding that require no irrigation after
establishment.
• Drought- and heat-toLerant species that thrive in SouthFLorida's
climate.
• Pollinator -friendly groundcovers and shrubs to support urban
bi od iversity.
• Strategic ptacement to ensure visibiUty and safety, in compUance
with FDOT sight distance and Lateral offset requirements.
The project wiLL not include irrigation systems, re Lying instead on
species adapted to Local rainfall and soil conditions. This approach
aligns with FDOT's emphasis on sustainability and cost-effectiveness.
Contextual Importance
West FLagLer Street, in addition to being a transportation corridor is also
a cultural and economic Lifeline. The area features small businesses
and Local shops that rely on foot traffic and curb appeal; residential
communities with historical roots; public parks and green spaces that
serve families and seniors; transit routes that make this corridor a key
part of Miami's mobility network. Enhancing the medians wiLL eLevate the
corridor'svisuaL identity, promote community pride, and support Local
economic development.
Phased ImpLementation
This proposal represents Phase I of a three-phase beautification
initiative aimed at revitalizing the entire West FLagLer corridor within the
City of Miami. Future phases will extend east and west, building on the
success and Lessons of this initial segment.
