Subject: Execute - Beautification Grand Funding - Flagler Street Median
Purpose of Item:
A Resolution of the Miami City Commission authorizing the City Manager to submit an
application to the Florida Department of Transportation for the Beautification Grant
Program for the West Flagler Street Median Beautification Project ("Project"); further
authorizing the City Manager to negotiate and execute any and all documents, in a form
acceptable to the City Attorney, necessary for the submission of said grant application
and, if awarded, the acceptance of grant funds, including any grant agreement(s) and
any and all other documents, applications, renewals, extensions, amendments, and
modifications thereto, regarding the grant for Fiscal Year 2025-2026 and compliance for
the project with the beautification grant program.
Background of Item:
The City of Miami wishes to beautify a portion of the corridor on West Flagler Street
(STATE ROAD 968) between West 72 Avenue and West 27 Avenue in the City. West
Flagler Street is a major east -west corridor within the City of Miami, serving as a key
connector for residential, commercial, and civic uses. The existing medians are sparsely
sodded and lack landscaping, detracting from the visual and environmental quality of
the area. The City of Miami seeks to enhance the corridor's visual identity, promote
community pride, and support local economic development through sustainable
landscaping improvements. This beautification effort will be implemented in three
phases: Phase I- West 67th Avenue to West 48th Avenue, Phase II — West 48th
Avenue to West 27th Avenue, Phase III — West 72nd Avenue to West 67th Avenue. The
City has applied for funding for Phase I of the Project and intends to apply for funding
for Phase II and Phase III in the future. The Florida Department of Transportation offers
Beautification Grants to support such improvements within state rights -of -way. The City
is committed to enhancing the appearance of public rights -of -way within the corridor and
agrees to maintain the landscaped features installed through this program. The City
authorizes the City Manager to submit the Grant application and execute the necessary
agreements and documents associated with the Grant and maintenance of the project.
Grant funds awarded to the City, if any, and City funds required for the completion of the
Project are to be allocated and appropriated by separate Resolution.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF
TRANSPORTATION FOR THE BEAUTIFICATION GRANT PROGRAM FOR THE
WEST FLAGLER STREET MEDIAN BEAUTIFICATION PROJECT ("PROJECT");
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
NECESSARY FOR THE SUBMISSION OF SAID GRANT APPLICATION AND, IF
AWARDED, THE ACCEPTANCE OF GRANT FUNDS, INCLUDING ANY GRANT
AGREEMENT(S) AND ANY AND ALL OTHER DOCUMENTS, APPLICATIONS,
RENEWALS, EXTENSIONS, AMENDMENTS, AND MODIFICATIONS THERETO,

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to submit an application for reimbursement
grant funding to FDOT for the Beautification Grant Program.
Section 3. The City Manager is further authorized1 to negotiate and execute any and all
documents, in a form acceptable to the City Attorney, necessary for the submission of said
Grant application and, if awarded, the acceptance of Grant funds including any Grant
agreement(s) and any and all other necessary documents, applications, renewals, extensions,
amendments, and modifications thereto, regarding the Grant for Fiscal Year 2025-2026, and
future fiscal years, and compliance for the Project with the Beautification Program, in order to
implement this Resolution.
Section 4. This Resolution shall become effective immediately upon its adoption.
