Purpose of Item:

Background of Item:
The City of Miami ("City") will be managing the development of the Wynwood Urband

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT FUNDS IN AN AMOUNT NOT TO
EXCEED $180,000.00 FROM THE WYNWOOD BUSINESS IMPROVEMENT
DISTRICT ("BID"), MORE SPECIFICALLY NRD-1 PUBLIC BENEFITS TRUST FUND
COMMITTEE FUNDS ("FUNDS"), FOR THE WYNWOOD URBAN DESIGN VISION
PLAN PROJECT ("PROJECT"), FOR THE PURPOSE OF IMPLEMENTING THE BID'S
REQUESTED URBAN DESIGN PLANS; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE FUNDING ACCEPTANCE AND ACKNOWLEDGEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") will be managing the development of the Wynwood
Urban Design Vision Plan ("Project") and it is estimated the Project will not exceed $180,000.00
in total funding (inclusive of a contingency of up to $30,000.00); and
WHEREAS, the Wynwood Business Improvement District ("BID") approved the
Wynwood Urban Design Vision Plan on August 26, 2024, and subsequently reaffirmed its
support on November 19, 2024, in line with the City of Miami Planning Department's outlined
deliverables; and
WHEREAS, the Wynwood NRD-1 Public Benefits Trust Fund Committee approved the
recommendation to allocate funding for the Project at its meeting held on December 4, 2024;
and
WHEREAS, the City Commission authorized the release of funds from the NRD-1 Public
Benefits Trust Fund on February 13, 2025, through a budget amendment and pursuant to
Ordinance No. 14352, which established the regulatory framework for the NRD-1 area; and
WHEREAS, the Wynwood BID represents a key stakeholder in the community and
seeks to collaborate with the City in the planning, outreach, and technical development of the
Project; and
WHEREAS, the NRD-1 Public Benefits Trust Fund Committee, has recommended and
approved the allocation of Project funding to the City of Miami Planning Department, subject to
City Commission approval; and
WHEREAS, the City Commission finds it in the best interests of the City to accept the
Funds on the terms and conditions attached;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept funds from the Wynwood BID in
an amount not to exceed $180,000.00, from NRD-1 Public Benefits Trust Fund, solely to be
used for the Project and under the terms and conditions enumerated in Exhibit "A".
Section 3. The City Manager is further authorized to execute the Funding Acceptance
and Acknowledgement, in substantially the attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
