Miami Senior Property Tax Relief Initiative
The purpose of this initiative is simple: to protect Miami's most vulnerable seniors from being displaced
by rising property taxes. This is not a new tax break —it is an opt to an existing Florida statute that
allows municipalities to grant additional homestead exemptions for seniors. By adopting this ordinance,
the City of Miami can double the senior homestead exemption and, for qualifying Tong -term seniors,
eliminate their City property tax burden altogether.
Immediate Steps Required
1. Today (Sept 25, 2025): Commission directs City Manager and City Attorney to draft ordinance
consistent with Section 196.075, F.S., and provide legal/fiscal analysis.
2. Ensure sponsorship at October Commission meeting.
3. Adopt ordinance on first reading in October and second reading in November.
4. City Clerk must transmit to Property Appraiser before Dec 1, 2025, for 2026 effect.
5. At tonight's Budget Hearing, direct City Manager to estimate budget impact and adjust revenue.
Florida Statute §196.075 (Summary)
Authorizes municipalities to grant: - An additional exemption of up to $50,000 for persons 65+ with
household income below the annual cap (—$35,000, adjusted annually). - A full exemption for persons
65+ with same income limit, who have lived in their home for 25+ years, and whose property just value
is under $250,000. Exemptions apply only to municipal taxes; ordinance must be adopted and
transmitted by Dec 1.
Draft Ordinance (Summary)
AN ORDINANCE OF THE MIAMI CITY COMMISSION adopting additional homestead exemptions for
qualifying seniors: (1) an additional $50,000 exemption for low-income seniors; and (2) a full exemption
for long-term low-income seniors meeting statutory requirements; applicable only to City of Miami
taxes; directing transmission to the Property Appraiser; providing for codification, severability, and
effective date.
