ELECTRICAL E;AL Ii II;G BOARD sECTIOI: 2: There is hereby created a Board to be known as the ;Electrical Examining Board of the City of I.iiami, to be composed of three members, of whom two shall be electrical contractors of the Oity of iomi, who shall have been in continuous business in tbe. Uity of L iami as electrical contractors three years prior to the passage of this Ordinance, and the Electrical Inspector of the Uity of niami, who shall be secretary ,..nd '.Treasurer of the Board; all of whom shall be appointed by the LI3.ami Uity Commissioners; and such Board shall serve subject to the will of the City commis- sion. (b) it shall be the duty of the said Board to examine and pass upon the qualifications of all persons who desire to engage in the business of electrical construction within the limits of the City of Miami. This examination Mall satisfy the Board as to the applicant's ability as an electrician, and. his familiarity with the rules and regulations governing ele o tri oal construction. (e) That from and after the passage of this Ordinance, every person, firm or corporation engaged in or desiring to engage or work at the trade or business of electrical construction, as .caster Elec- trician, shall make application to the Electrical Examining Board of the City of Liami for examination as to such work. In case of firm or corporation, any one executive member passing the examina- tion and procuring Master Electrician's license, shall be considered as the firm or corporation for the period of his services with the said firm or corporation, except electrical dealer. PROPER LICENSE TO BE ISsUEli) SECTION 3: If any applicant passes a satisfactory examination, and the Examining Board is satisfied as to his competency, it shall be the duty of the electrical Inspector to issue proper certificate and tt shall be unlawful for any person not licensed to engage in business of electrical contract merchant or electrical contractor, or work at electrical construction in the City of Limit prorided, however, this does not apply to a person doing his own electrical work on his owu premises, in which case such person shall take an examination as provided herein and obtain a permit from the City Cor mtBsion. L1AST ELECT1ICILIr* SECTION 5: The term "Master Electrician" as used in this Ordinance, shall be held to mean any person, firm or corporation, who is engaged in the business of electrical construction, or elec- trioel eontraoting; where he or it enters, or they enter, into con- tracts for electrical construction, or sale of electrical merchan- dise or supplies and shall be divided into three classes: (1) :electrical Dealer: One who sells electrical ompplies but does not contract for construc- tion, and who shall be exempt from the Master Electricians' examination. (2) Illectrioal Contractor Merchant: One who sells electrical supplies and. merchandise and contracts for electrical construction. It shall be required of every person, firm or corpora- tion obtaining Laster Eleotrician's permit license, before license is issued, to execute a bond payable to the City of t iaami, in the sum of 10,000.00 with a responsibly Surety Company authorized to do business in the State of Florida, as surety to protect against the negligence of the principals therein, in failure to properly execute his or its work. Said bond shall be approved by the City Attorney. WHEN LICENSE AND BONDS EXPIRE SECTION 9: All licenses and bonds shall expire on, and shall be null and void after September 30th, of any year, and no electri- cal work shall be done by and no permits shall be issued to any Laster or employing Electrician, Who has not such license and bona as hereinbefore provided, in full force and effect, and all licenses granted under this Ordinance shall be renewable without any further examinations. The said fees shall include payment for the permit and for inspection of the work, after the same shall have been completed. If the Electrical Inspector shall, upon his inspection after completion of the work or apparatus, find that the same does not conform to and comply with the provisions of this Ordi- nance, he shall notify the iiaster Electrician in writing indicating the deficiencies he has found, and indicating the correction, require.; and when he shall be notified that the corrections have been lade, he shall again inspect the work or apparatus without further charge; but, for every additional inspection following such second inspection, the Electrical Inspector shall charge an additional fee of One (;:,1.0C) dollar until the work shall be made to conform to and comply with the said. Ordinance. RULES AND REGULATIONS Section 14: A11 electrical construction, and all materials and appliances used in connection with the installation, maintenance and operation of electrical wiring, apparatus or equipment for light, heat or power, inside of, or attached to, buildings, lots or premises within the limits of the City of Miami, shall conform to the Current Is uo of the "Nationa'? It shall be unlawful for any person to place tape on, or otherwise conceal, an unsoldered joint on any electric light, heat or power circuit within any building or enclosure. That, on all installation, only two -wire branch circuits will be allowed and two and three wire feeders. It shall be unlawful for any plumber, gas or steam fitter or other person to install, fix or place, any metal pipe in a building nearer than three (3) inches.• from an electric light or power wire, unless such electric light or power wires are insulated under such requirements as may be imposed by the Electrical Inspector. Such permission shall be given by the Electrical Inspector at any time after the certificate hereinafter provided shall have: been issued. (c) When any electrical, wiring, apparatus or fixtures, cohered by a permit, shall be found on inspection by the Electrical Inspector to conform to the rules and regulations provide& by this Ordinance, tho Electrical Inspector shall issue a final certificate of inspection, certifying that the wiring, apparatus or fixtures have been inspected and found to comply with the terms of this Ordinance; but no such certificate shall be issued until such equipment is made to conform to such rules and regulations. (d) The Electrical Inspector may also, before such certificate is issued, give temporary permission to connect and furnish electric current to any wiring, apparatus or fixtures for a period of not exceeding thirty (30) days if, in his opinion, such ;airing, apparatus or fixtures are in such condition that current may safely be connected therewith, and there exists an urgent necessity for such use, when written application is filed with hire requesting such permission. (e) The said Electrical Inspector is hereby empowered to inspect, or reinspect, at his option, all interior wiring and apparatus conducting or using electric current for lights, heat or power, and, when said con- ductors or apparatus are found to be unsafe to life or property, he shall notify the person, firm or corporation opining, using or operating them, to place the same in a safe and secure condition within forty-eight hours; or wit4in such further time uc tie rleetai Inspector shall determine is necessary, Any person, firm or corporation failing or refuaing to repair or remove the same within forty-eight hbura, or within a xeh further time as the Mectrical Inspector aha1l determine is necessary, after the receipt of such notice, shall be subject to the penalty hereinafter proyi4ed. C Iott_.P Oje Section let Upon making an inspection of any electrical wiring or equipment, and sate is found to have been installed in a satisfactory manner, and in accordance with the provisions of this Ordinance; the Inspector shall place a notice at service switch, or other suitable place, stating that the electrical work has been inspected and found to be in accordance with the rules as prescribed, and the provisions of this Ordi- nance. It shall be unlawful to lath, seal or in any manner conceal any electrical wiring or equipment until same has been inspected and the notice posted as herewith required. SVlien the electrical work i t ::rn;; building, for which a permit has been obtained, is read.; for inspection, notice must be given to the office of the Bureau of Electrical Inspection, the name of the owner, the name of the I.Iaster Electrician having the permit, the lot and block number and time of application. The Inspector will have the same inspected and tested, within fort '-ci ht (46) hours from notice, ce, in any dray necessary to satisfy himself that the work has been installed in a proper manner and in accordance with the provisions of this Ordinance. in large and complicated jobs, the work may be inspected and tested in sections. Notice to inspect work must be given to the office of the Electri- cal Inspector before 5:00 P.M. of the day preceding the inspection, and a period of forty-eight hours, exclusive of Sundays and holidays will be required in which to make inspection and report, and 04 1.::ilure to in- spect in this time, the general contractor may proceed with the work. After the completion of the worn, a notice, the same as the fore- going, shall be given the Inepeei or for a final inspect`: o , if he finds that the work has been satisfactorily done, he shall i.asuo a final certificate of inspection upon the request of the raster Electrician holding the permit, as provided in Section, .6-C of this Ordnance. Section 22: in the event that a section of this Ordinance, shall be declared unconstitutional or void for any reason by any Court of competent jurisdiction, such decision shall in no way effsct the validity of the remaining sections of this Ordinance, unless such Court order or decision shall so direct.
