When and building er other striicti re I as been condemned as being dangerous to life or property, pursuant to the terms of the Building Code of the City of I.:iarli, or a nuisance has been ordered to be abated or removed, and the ovmer fails or neglects to remove such buildii3c from i e lac1 upon which it ic located, after being Given notice required, ac provided in said building code, or to abate or remove such nuisance t ithit a reason- able time, after receiving such notice- of the order of abatement or removal thereof, the City may proceed to remove such building or to make it safe, or to abate or remove such nuisance, as the City raay elect, and the exnense of removing such bui1dinL; or of making it safe or abating or removing suchnuisance, shall be paid by the owner of such property. Section 2. When any building or other stricture has been removed or has been made safe by the City of i.tieiii, or a nuisance has been abated or removed by the City as provided in Section I of this ordinance, the ei pense tho:.'e wy incurred shall be a charge against the owner of the lot or lots of land upon which such build- ing or other atruc are z, .N le :r ted, in euw4 o:: removal or making g safe of a building or other t 'uotu:.•e, and shall. be and beeoue u lien upon such real estate, and in case a nuisanoe'has been abated or removed by the sad a, City o' l iana, as provided in Sootoa i or this ordinance, the expense thereby incurred sha .1 be a charge against the owner or the property which hex een abated or rer: ovea ae a nuisance, and thell be and become a lien thereon; The cost of removing any such btii.lding or other Struoturo dr the abatement or removal of any nuisance may be recovered b, art appropriate action at late, or by enforcinc the said lien in the same manner as improvement liens or assessments in favor of the Oita are en - forded, or in any other manner provide& by law. Section 3. The 'word "Owner" shall be construe& to include individualelpartners, joint owners and corlJorations. Section 4. When any owner fails to remove any building of other structure that has been condemned or fails to abate or re- move a nuisance within the time provicec in Section i of this ordinance, he shall be in:nished by fine not exceeding 0200.00 or by imprisonment not exceeding sixty days or by both such fine and imprisonment. Section 5. That if an; Dart of this ordinance shall be de- clared to be invalid, no other portion shall be affected. thereby. Section 6. This ordinance is declared by the Commicsionere to be an emergency measure on the ground of ur�.�ent iublic need for the preservation of peace, health, safety and public property, and shall be in full force and effect immediately upon its passage and publication as reouired by law.
