On this llth day of .February, 1926, the Commission of the City of Miami, Florida, met at the City Hall in said City pursuant to an adjournment taken February 8th. The meeting was oalled to order at ? 00 o'olook P. M. by Acting Chairman J. H. Gilman, who was elected, on motion of Mr. Lummue, seooneed by PIr. Leffler. On roll oall the fol- lowing members of the Board were present: J. H. Gilman, J. E. Lummus. C. D. Leffler. ABSENT: E. C . Romfh , J. I. Wilson. SPECIAL ELECTION HEID FEBRUARY 10, 1926 - CANVASS OF RETURNS At this meeting the returns, the oertificateu of the inspectors and the olerks, the oaths of office of the said inapeotore and olarka, the tally sheets and ballots of the Speoial Eleotion held Wednesday, February loth, 1926, for the purpose of voting on the iesuanoe of bonds of the City of Miami, Florida, in the aggregate amount of $11,250,000.00, having been delivered to the Commission, the Commission did oanvaae the returns of the said election and same being found in every reepeot regular and in a000rdanoe with law, the following resolution, oertifying art deolaring the re - sults of the special election, was introduced by Mr. Lummus, who moved its adoption: RESOLUTION NO. 2492. A. RESOLUTION OERTIFYING AND DECLARING THE RFSULTO OF THE SPECIAL ELECTION HELD FEBRUARY 10TH, 1926, FOR THE PURPOSE OF VOTING ON THE ISSUANCE OF BONDS 0P THE CITY OF MIAMI, FLORIDA, IN THE AGGREGATE AIyOUNT OF $11,250,000.00. WHEREAS, by Ordinenoe No. 579 and Resolution No. 2412, adopted Deoem- ber 28th, 1926, the Commission of the City of Miami, Florida, oalled and provided for an eleotion to be held on February loth, 1926, for the pur - pose of voting on the iesuanoe of bonds of the City of Miami, Florida, in the aggregate amount of $11,250,000.00, and WHEREAS, the returns of said. eleotion having been delivered and can- vassed by the Commission, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OP THE CTTY 0F MI- AMI: Seotiot 1: That the Commission finds, and hereby certifies and de- clares the results of the Speoial Eleotion held February loth, 1926, to be as follows: 1. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $150,000 be issued for constructing an addition to the City Hospital and purchasing equipment therefor? there were 870 votes oast FOR the issuance of said bonds and 58 votes' oast AGAINST the iesuanoe of said bonds. 2. That on the queetion,proposed on the ballots: Shall bonds of the City of Miami not exceeding $600,000 be issued for extending the City's water system, by laying additional pipe lines. oonstruoting a new filter plant or making an ad- dition to the present filter plant, constructing new storage tanks, installing pumps, drilling ad- ditional wells and aoquiring land for the same? there were 881 votes oast FOR the issuance of said bonds and 45 votes ' oast AGAINST the issuance of said bonde. 3. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $350,000 be issued for extending the traoke and equipment of the street railway system? there were835 votes oast FOR the issuance of said bonde and 85 votes oast AGAINST the issuance of said bonds. 4. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $300,000 be issued for constructing a bridge over the Miami River at or near Northwest 2nd Street? there were 853 votes oast FOR the iseumnoe of said bonds and 71 votes oast AGAINST the iesuanoe of said bonds. 5. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $350,000 be issued for constructing a bridge over the Miami River at or near Northwest 12th Avenue? there were 861 votes oast FOR the issuance of said bonds and 56 votes oast AGAINST the issuance of said bonds. 6. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $300,000 be issued for constructing a bridge over the Miami River at or near Northwest 17th Avenue? there were 867 votes oast FOR the iesuanoe of said bonds and 58 votes oast AGAINST the iesuanoe of said bonde. 7. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $350,000 be issued for constructing a bridge over the Miami River at or near Southwest 1st Street? :ri = , Pebeuary llth, 1926, • there were 821 votes oast FOR the issuanoe of esid bond° and 95 votes east AGAINST the issuanoe of said bonds. 8. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeaing $500,000 be issued for constructing a briage over the Miami River at or near aoutheaet 2nd Avenue? there were 837 votes oast FOR THE leouenoo or geld bonds and 73 votes east AGAINST the issuance of enid bonds. 9. That on the question proponod on the ballots: Shall bonde of the City of Miami not exceeding $1,606,000 be issue1 for edvanoing to the Go- vernment of the United States or the Secretary of War funds to be expondod in the prosecution of works of harbor improvement duly adopted and authorized by law of the United atetes being the deepening of the ship channel within Miami Harbor and the approaohes thereto? there were 864 votes oast FOR the issuanoe of eaid bonds and 66 vote* oast AGAINST the issuance of said bonds. 10. That on the question proposed on the ballots: • Shall bonds of the City of Miami not exceeding $1,500,000 be issued for oonstruoting addition- al wharves, warehouses, and docks, deepening of turning basin and dredging necessary elips? there were 706 votes oast FOR the iseuanee of said bonds and ell votes oast AGAINST the issuanc) of said bonde. 11. That on the question proposed on the ballots: Shall bonde of the City of Miami not exceeding $375,000 be issued for purchasing and install- ing pumps and additional equipment for the high preseure water system? there were 859 votes oast FOR the issuanoe of mild bonds and 56 votes east AGAINST the issuanoe of eaid bonds. 12. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $400,000 be issued for constructing additional incinerators and garbage and trash diepooal plants and acquiring neoessary land for the same? there were 879 votes oast FOR the issuance of said bonds and 35 votes oast AGAINST the issuanoe of said bonds. 13. That on the question proposed on the ballots: Shall bonds of the City of Miami not exoeeding $3,200,000 be issued for widening and extending streets? there were 888 votes oat FOR the issuence of said bonds and 39 votes (met AGAINST the issuance of said bonds. 14. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding $180,000 be issued for oonstruoting additional fire stations and aoquiring sitee for the same? there were 891 notes oast FOR the issuanoe of said bonde and 30 votes oast AGAINST the issuanoe of said bonds. 15. Mot on the question proposed on the ballota: Shall bonds of the City of Miami not exceeding $145,000 be issued for purchasing fire alarm equipment? there were 875 votes oast FOR the issuanoe of said bonds and 37 votes oast AGAINST the issuance of eaid bonds. 16. That on the queetion proposed on the ballots: Shall bonde of the City of Miami not exceeding $50,000 be issued for installing additional fire hydrants and oonneotione? there were 890 votes oast FOR the issuanoe of said bonds and 26 votes oast AGAINST the issuance of said bonds. 17. That on the question proposed on the ballots: Shall bonde of the City of Miami not exosoding $445,000 be issued for erecting and equipping a building for the etorage, repair and mainten- anoe of municipal vehicles, equipment and sup- plies? there were 831 votes oast FOR the iesuanoe of said bonds and 68 votes oast AGAINST the issuance of said bonde. 18. That on the question proposed on the ballots: Shall bonds of the City of Miami not exceeding • $200,000 be issued for constructing a sewage disposal works or plant? there were 890 votes oaet FOR the issuance of said bonds and 33 votes oast AGAINST the issuanoe of said bonds. 19. That on the question proposed on the ballote: Shall bonds of the City of Miami not exoeeding $250,000 be issued for paying the City'e share of the cost of constructing sanitary camera? there were 888 votes oast FOR the issuanoe of eaid bonds and 31 rotes lest AGAINST the issuanoe of said bonds. Seotion 2. That it is hereby certified and declared that the said proposed nineteen bond issues, in the aggregate amount of $11,250,000 were duly voted for and orarri ed by a majority of the qualified gloaters of the City of Miami as required by law at the epeoial election held February loth, 1926; that the oleo ti on was fairly held a000rding to the provieiono of law and the said re- turns of the inspectors rind clerk are found to be oorreot. Seotion 4. That the returns of the said inopeotoro and cxlerke, including the ballots, tally shots, ostbo of office and oertifi- eetes of election, be replaced in the ballot boxes and that the same be sealed and be kept in the possession of the City Clerk as ousto- dian thereof. Upon being seoonded by Mr. Leffler, the said resolution was passed and adopted by the following vote - AYES: Messrs. Lummua, Leffler, Gilman. NOES: None. • LOCAL IMPROVEMENT CONTRACTS The Direator of Public Service stated that he had, pursuant to direoti ens, inquired oonoerning the financial responsibility of the Highway Construction Company, low bid- ders for all street paving work for Which bids were reoeived January 26th, 1926, and submitted a number of telegrame addressed to him in referenoe to Same. The telegrams were reed and on motion duly made and seconded were ordered filed with the Clerk. The matter was discussed by the Commieeion and it was the.unanimous opinion of the Commission that in view of the financial responsibility of the Highway Construotion Company that oontreats for all the work for whioh they are low bidders should be a- warded to them when the proceeds of the sale of Series "II" bonds are available for the purpose, and the representative of the Highway Construoti.on Company being present, , he was assured that the Highway Construction Company would be awarded the *entreats for the work just as soon ae funds are available.
