drop some low -ridership
zones, trim operating hours
and impose a flume -mile

Launched in 2020 as a
way to cover gaps in bus
service, MetroConnect
allows people to book rides
to a limited number of
destinations within desig-
nated zones, including
South Dade, Kendall and
North Dade. Levine Cava
initially proposed eliminat-
ing the service as part of a
broader plan to close what
she said was a $402 million
revenue gap that Miami -
Dade was facing in the
2026 budget year, which
begins Oct. 1,
Levine Cava had walked
back the bulk of her pro-
posed cuts In the lead up to
the commission's first
budget hearing, which
started on Sept. 4 and
stretched into the next
morning as charity leaders
pleaded for more funding
and commissioners
pressed the administration
to find more savings. The
commission's final budget
votes are scheduled for
Thursday after another
public hearing, which be-
gins at 5 pm. at the Ste-
phen P. Clack Government
Center in downtown Mia-
mi.
With the memo released
Friday, Levine Cava
backed off several more
austerity measures. Those
include:
Restoring current
funding levels to charity
grants. Jewish Community
Services, Farm Share and
other nonprofits providing
social services received a
combined $17 million from
Miami -Dade this year. For
the 2026 budget, Levine
Cava, a former social work-
er, initially proposed elim-
inating most charity fund-
ing. She backed off that
plan, saying there was
money to fund grants at
70% of their 2025 levels.
In her latest memo, Levine
Cava said her budget now
offers grants equal to their
2025 amounts.
Eliminating the re-
maining cut In arts fund-
ing. While the mayor pro-
posed cutting arts and
culture grants by $13 mil-
lion in July, she restored
most of that funding last
month in a revised spend-
ing proposal. On Friday,
the remaining$1.3 million
was put back in her budget.

NOTICE OF PUBLIC HEARING
The Board of Commissioners ("Board") of the Omni Redevelopment District
Community Redevelopment Agency ("OMNI CRA") will hold a Public Hearing on
Thursday, September 25th, at 9:30 am or anytime thereafter in the City Commission
chambers located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133.
The Board will consider the award of grant funds to 14th Street Development, LLC, a
legal entity authorized to transact business/render services in the State of Florida, to
underwrite a portion of the costs associated with the mixed -use project consisting of
income -restricted housing units in the OMNI CRA.
In accordance with the OMNI CRA'S 2019 Redevelopment Plan ("Plan") and Chapter
163, Florida Statutes, the Board will consider funding an additional amount of Twelve
Million Dollars and Zero Cents ("$12,000,000.00") to underwrite the expenditures
and costs associated with the development of a mixed -use project consisting of fully
income restricted housing units located within the Redevelopment Area of the OMNI
CRA at 1441, 1445, and 1455 North Miami Avenue, 25 and 31 Northeast 14th Street,
and 1412, 1418, 1428, and 1432 Northeast Miami Court, Miami, Florida within the
OMNI CRA's boundaries. This funding is critical in the development of the project,
which is envisioned to reduce slum and blight and provide much needed housing
affordability in the area.
The CRA Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board, in which
the Board may take action. Should any person desire to appeal any decision of the
Board with respect to any matter considered at this meeting, that person shall
ensure that a verbatim record of the proceedings is made, including all testimony
and evidence upon which any appeal may be based (F.S. 286.0105).

OMNI CRA's boundaries. This funding is critical in the development of the project,
which is envisioned to reduce slum and blight and provide much needed housing
affordability in the area.
The CRA Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board, in which
the Board may take action. Should any person desire to appeal any decision of the
Board with respect to any matter considered at this meeting, that person shall
ensure that a verbatim record of the proceedings is made, including all testimony

Pursuant to Resolution No. CRA-R-25-0031, whenever a scheduled OMNI CRA

Warmer water temper-
atures can decrease the
time stone crab babies
spend in the larval stage,
drifting on currents. Cur-
rently, they live in the
larval phase for up to a
month.
"If that shortens, then
they can't disperse as far.
... In healthy populations,
you want wide distribu-
tional ranges," she said. In
other words, as water
temperatures rise, stone
crabs end up with a nar-
rower geographic dis-
tribution, making pop-
ulations more precarious
and vulnerable to local
environmental stress.
Warm water also causes
larvae to move into deeper
water, which could move
them out of zones that are
valuable for commercial
fishing— shallow water
where it's easier to fish.
Bracken -Grissom said
she thinks there is a risk to
losing stone crab range
because of high water
temperatures in Florida.
"Every animal has a
minimum and maximum
temperature range that
they can tolerate, so
there's a tipping point for
every species. We just
need to pay attention to it,
especially what larvae can
tolerate."
Warm water may push
adult crabs deeper as well.
"We've heard of com-
cialfishemen trying
and catching some crabs
at 80 feet deep, but it's a
lot of work to maintain
traps out that far," he said.
Traps at that depth would
be 10 to 20 miles offshore
on the Gulf coast.
As of today, the Florida
Keys and west coast are
still the perfect habitat for
stone crabs. They like the
broad, gradual slope of the
Gulf, which gives them
plenty of bottom of rela-
tively shallow depth — less
than 80 feet or so — to
forage. The coast off of
Virginia and Maryland is
similar.

MOVING NORTH
Stone crabs aren't the
only Florida -centric spe-
cies a move north
as climate change opens
up new waters.
"Snook, if you get a
freeze, you'll knock the
population back. But we
haven't had a hard freeze
that has knocked them
back in over a decade, so
you're seeing them all the
way up in the Panhandle,"
Grandy said. "And man-
groves are showing up all
over the place — South
Carolina, Georgia. They're
pushing their northern
limits because the winter
temperatures are just not
getting cold enough to
knack them back."
Similarly, Maine lob-
sters are making a shift
north into Canadian wa-
ter, said Gandy, and the
southern end of the range
is retracting.
"The American lobster
fishery has been having
some hard times, just
because the population is
moving outside of where
they fish. They've been
looking at other crab epe-
es to fish, some of them
you might see in the stare
called a Jonah crab. Fish -
en, who are pretty
much stuck in place for
the regions they fish, are
having to figure out how
to fish different species
because of these
changes.
As for the health of the
Florida fishery, the core of
the crab's range, harvests
peaked in the 1990s'said
Grandy. "Harvests have
been fairly stable for se-
ven or eight years now,"
he said. "But they're fish-
ing harder to get the same
amount of pounds of stone
crabs out every year."
As fora new crab in the
Chesapeake, Lipcius is
more upbeat. "I really
don't think it's going to be
a bad thing over the long
term," he said. "To me,
this is a feel -good story."

"We need to think more
about the larvae than the
adult crabs," said Heather
Bracken -Grissom, marine
biologist at Florida In-
ternational University.
Warmer water temper-
atures can decrease the
time stone crab babies
spend in the larval stage,
drifting on currents. Cur-
rently, they live in the
larval phase for up to a
month.
"If that shortens, then
they can't disperse as far.
... In healthy populations,
you want wide distribu-
tional ranges," she said. In
other words, as water
temperatures rise, stone
crabs end up with a nar-
rower geographic dis-
tribution, making pop-
ulations more precarious
and vulnerable to local
environmental stress.
Warm water also causes
larvae to move into deeper
water, which could move
them out of zones that are
valuable for commercial
fishing- shallow water
where it's easier to fish.
Bracken -Grissom said
she thinks there is a risk to
losing stone crab range
because of high water
temperatures in Florida.
"Every animal has a
minimum and maximum
temperature range that
they can tolerate, so
there's a tipping paint for
every species. We just
need to pay attention to it,
especially what larvae can
tolerate."
Warm water may push
adult crabs deeper as well.
"We've heard of com-
mercial fishermen trying
and catching some crabs
at 80 feet deep, but it's a
lot of work to maintain
traps out that far," he said.
Traps at that depth would
be 10 to 20 miles offshore
on the Gulf coast.
As of today, the Florida
Keys and west coast are
stilt the perfect habitat for
stone crabs. They like the
broad, gradual slope of the
Gulf, which gives them
plenty of bottom of rela-
tively shallow depth - less
than 80 feet or so - to
forage. The coast off of
Virginia and Maryland is
similar,

Stone crabs aren't the
only Florida -centric spe-
cies malting a move north
as climate change opens
up new waters.
"Snook, if you get a
freeze, you'll knock the
population back. But we
haven't had a hard freeze
that has knocked them
back in over a decade, so
you're seeing them all the
way up in the Panhandle,"
Grandy said. "And man-
groves are showing up all
over the place - South
Carolina, Georgia. They're
pushing their northern
limits because the winter
temperatures are just not
getting cold enough to
knock them back."
Similarly, Maine lob-
sters are making a shift
north Into Canadian wa-
ter, said Gandy, and the
southern end of the range
is retracting.
"The American lobster
fishery has been having
me hard times, just
because the population Is
moving outside of where
they fish. They've been
looking at other crab spe-
cies to fish, some of them
you might see in the store
called a Jonah crab. Fish-
ermen, who are pretty
much stuck in place for
the regions they fish, are
having to figure out how
to fish different species
because of these
changes."
As for the health of the
Florida fishery, the core of
the crab's range, harvests
peaked in the 1990s, said
Grandy. "Harvests have
been fairly stable for se-
ven eight years now,"
he said. "but they're fish-
ing harder to get the same
amount of pounds of stone
crabs out every year."
As for a new crab in the
Chesapeake, Lipcius Is
more upbeat. "1 really
don't think it's going to be
a bad thing over the long
term," he said. "To me,
this is a feel -good story."
Who knows, if Chesa-
peake stone crabs flood
the market someday, may-
be that will bring prices
down.
