A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE INTERIM
EXECUTIVE DIRECTOR OF THE BAYFRONT PARK MANAGEMENT TRUST
("TRUST") TO UPDATE THE TRUST'S PROPOSED BUDGET FOR FISCAL YEAR 25-
26 TO INCLUDE ONE MILLION AND 00/100 DOLLARS ($1,000,000.00) FOR
HOMELESS ASSISTANCE PROGRAMS IN AND AROUND THE MILDRED AND
CLAUDE PEPPER BAYFRONT PARK AND MAURICE A. FERRE PARK; DIRECTING
THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE
OFFICIALS IDENTIFIED HEREIN.
WHEREAS, Section 38-109 of the Code of the City of Miami, Florida, as amended ("City
Code"), provides that the Bayfront Park Management Trust ("Trust") shall submit its annual
budget for the management, operation, maintenance, and capital expenditures of the Mildred
and Claude Pepper Bayfront Park and Maurice A. Ferre Park (collectively, "Parks") to the City
Commission for approval; and
WHEREAS, on September 13, 2025, the City Commission deferred the consideration of
the Trust's annual budget for the Fiscal Year commencing October 1, 2025, and ending
September 30, 2026 ("Fiscal Year 25-26"), to the City Commission's Second Budget Hearing
scheduled to be held on September 25, 2025; and
WHEREAS, at the September 13, 2025 First Budget Hearing, the City Commission
requested that the Trust allocate and appropriate One Million and 00/100 Dollars
($1,000,000.00) for homeless assistance programs in and around the Parks; and
WHEREAS, the Interim Executive Director of the Trust is in favor of the request for
funding for homeless assistance programs in and around the Parks; and
WHEREAS, in accordance with Section 2-33(f) of the City Code, the City Commission,
by a majority vote, hereby deems this Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Interim Executive Director of the Trust is directed to update the Trust's
proposed budget for Fiscal Year 25-26 to include One Million and 00/100 Dollars
($1,000,000.00) for homeless assistance programs in and around the Parks for consideration
during the City Commission's Second Budget Hearing scheduled to be held on September 25,
2025.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to the Trust's
Interim Executive Director and its Trustees.
Section 4. This Resolution shall become effective immediately upon its adoption.
