HomeMy WebLinkAboutBack-Up DocumentsLittle Haiti Revitalization Trust LITTLE HAITI REVITALIZATION TRUST Resolution R-2025-006 Legislation Little Haiti Cultural Center Caribbean Marketplace 212-260 NE 59`h Terrace Miami, FL 33137 A RESOLUTION OF THE LITTLE HAITI REVITALIZATION TRUST ("TRUST"), WITH ATTACHMENT(S), RESCINDING RESOLUTION NUMBER R-2025-004, AND SUBSTITUTING IN LIEU THEREOF A RESOLUTION RATIFYING, APPROVING, AND SUBMITTING THE GENERAL OPERATING BUDGET FOR FISCAL YEAR 2025-2026, ATTACHED AND INCORPORATED AS EXHIBIT "A" ("FY25-26 BUDGET") AND MASTER PLAN, ATTACHED AND INCORPORATED AS EXHIBIT "B" ("MASTER PLAN"), PURSUANT TO SECTION 12.5-49 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED; DIRECTING THE PRESIDENT/CHIEF EXECUTIVE OFFICER TO TRANSMIT COPIES OF THE FY25-26 BUDGET AND MASTER PLAN TO THE MAYOR AND CITY COMMISSION; IF ADOPTED, CERTAIN NECESSARY ACTIONS OF THE PRESIDENT/CEO TO UPDATE THE RELEVANT FINANCIAL CONTROLS, CREATE NECESSARY FUND ACCOUNTS, AND UNDERTAKE PROJECT CLOSE-OUTS, ACCOUNTING ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION THEREWITH, ALL IN ACCORDANCE WITH APPLICABLE SECTIONS OF THE CITY CODE, ARE RATIFIED, APPROVED, AND CONFIRMED; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Little Haiti Revitalization ("Trust") in cooperation with the City of Miami ("City") is responsible for the City's revitalization efforts for the revitalization of the Little Haiti area pursuant to the Code of the City of Miami, Florida, as amended ("City Code"); and WHEREAS, on April 8, 2025, the Trust adopted Resolution Number R-2025-004 approving its general operating budget and master plan for Fiscal Year 2025-2026; and WHEREAS, the Trust now desires to rescind that prior resolution and adopt this Resolution to authorize an amended general operating budget and master plan for Fiscal Year 2025-2026; and WHEREAS, the Trust desires to adopt the general operating budget, attached and incorporated as Exhibit "A," in the amount of Six Million Eight Hundred Sixty One Thousand Four Hundred Ninety Three and 00/100 Dollars ($6,861,493.00), for the fiscal year commencing October 1, 2025, and ending September 30, 2026 ("FY25-26 Budget"); and WHEREAS, as a prerequisite for the FY25-26 Budget's adoption, Section 12.5-49(b) of the City Code provides that no expenditure shall be made in any given year without approval by the City Commission of the Trust budget for that year; and WHEREAS, pursuant to Section 12-5.49(c) of the City Code, in conjunction with the submission of the budget, the Trust shall submit a master plan reflecting the proposed operations, activities, and improvements of the revitalization initiative for the forthcoming fiscal year; and City of Miami Page 1 of 2 File ID: ( ) Printed On: File ID: Enactment Number: WHEREAS, the Trust desires to adopt its master plan, attached and incorporated as Exhibit "B", for the fiscal year commencing October 1, 2025, and ending September 30, 2026 ("Master Plan"); and WHEREAS, if approved and adopted by the City Commission, it is in the best interests of the Trust to authorize the President/CEO to make any and all necessary changes to adjust, appropriate, and allocate the Trust's FY25-26 Budget for the purposes set forth in this Resolution; WHEREAS, it is also in the best interests of the Trust to ratify, approve, and confirm certain necessary actions of the President/CEO to update the relevant financial controls, create necessary fund accounts, and undertake project close-outs, accounting entries, and computer systems in connection therewith, all in accordance with applicable Sections of the City Code; NOW, THEREFORE, BE IT RESOLVED BY THE LITTLE HAITI REVITALIZATION TRUST: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Resolution No. R-2025-004, adopted by the Trust on April 8, 2025, approving the original Fiscal Year 2025-2026 budget and master plan, is hereby rescinded in its entirety and shall be of no further force or effect. Section 3. The Trust's FY25-26 Budget and Master Plan are hereby approved and adopted, subject to the City Commission's approval. Section 4. The President/CEO is hereby directed to transmit copies of the FY25-26 Budget and Master Plan to the City for its approval and formal adoption. Section 5. If adopted, certain necessary actions of the President/CEO to update the relevant financial controls, create necessary fund accounts, and undertake project close-outs, accounting entries, and computer systems in connection therewith, all in accordance with applicable Sections of the City Code, are hereby ratified, approved, and confirmed.
