Hannon City Clerk Date: September 2, 2025 Subject: Historic and Environmental Preservation Board References: Agenda for September 11, 2025 Enclosures: List of members, Application Summary, Applications and Resumes The Historic and Environmental Preservation (HEP) Board administers the environmental and historic preservation ordinances, and serves as a quasi-judicial instrument in certain areas. Members of the HEP Board shall be from the electorate of the city and must be experienced individuals representing specific professions related to the Board's responsibilities. The board consists of nine members and one alternate member qualified as follows: • One member shall be an architect registered in the state. • One member shall be a landscape architect registered in the state. • One member shall be a historian or architectural historian qualified by means of education or experience and having demonstrated knowledge and interest in county history or architectural history. • One member shall be an architect or architectural historian having demonstrated knowledge and experience in architectural restoration and historic preservation. • One member shall be an experienced real estate broker licensed by the state. • One member shall be a person experienced in the field of business and finance or law. • Three members shall be citizens with demonstrated knowledge and interest in the historic and architectural heritage of the city and/or conservation of the natural environment, and may also qualify under any of the above categories. • One alternate member shall qualify under one of the above categories. Our office advertised for applications in a newspaper of general circulation, as required by the City Code Sec. 62-187(c). Since Board members must be appointed to specific category positions; the incumbents, categories, and eligible applicants to the category are as listed in the summary sheet and shown below. Ten (10) appointments are required at this time: • Commissioner Miguel Angel Gabela has two (2) nominations for seats currently: 1. Najeeb Campbell, incumbent, Citizen (Category 7), whose term expired on June 18, 2025. *Eligible applicants for this category are: Najeeb Campbell William Hopper Julie ODell Jordan Trachtenberg Ana Perez 2. Jordan Trachtenberg, incumbent, Architect or Architectural Historian (Category 4j, whose term expired on June 14, 2019, has been a member since February 12, 2015, and will require a term waiver by a unanimous (5/5) vote of the Commission. *Eligible applicants for this category are: Najeeb Campbell Ana Perez Jordan Trachtenberg • Commissioner Damian Pardo has two (2) nominations for seats currently held by: 1. William Hopper, incumbent, Citizen (Category 7), whose term expired on December 1, 2023, has been a member since March 12, 2011, and will require a term waiver by a unanimous (5/5) vote of the Commission. *Eligible applicants for this category are: Najeeb Campbell William Hopper Julie ODell Jordan Trachtenberg Ana Perez 2. Julie ODell, incumbent, Real Estate Broker (Category 5), whose term expired on December 1, 2023. *Eligible applicant for this category is: Julie ODell • Commissioner Joe Carollo has two (2) nominations for seats currently held by: 1. Luis Prieto y Munoz, Business and Finance or Law (Category 6), whose term expired on June 14, 2019. *Eligible applicants for this category are: Jordan Trachtenberg 2. Robert J. Powers, incumbent, Citizen (Category 7), whose term expired on June 18, 2025. *Eligible applicants for this category are: Najeeb Campbell William Hopper Julie ODell Jordan Trachtenberg Ana Perez 2. Christopher Cawley, incumbent, Landscape Architect (Category 2), whose term expired on July 13, 2018, has been a member since July 13, 2017, and will require a term waiver by a unanimous (5/5) vote of the Commission. *Eligible applicant for this category is: Christopher Cawley For your convenience, we are including a copy of the current membership of said board. By copy of this memorandum to the Agenda Office, we are requesting that this issue be placed on the September 11, 2025, Commission agenda.
