During the week of June 30th to July 4th 2025, the City Clerk published in various newspapers, a Notice
of Vacancies requesting volunteers to serve on the Art in Public Places Board.
The Art in Public Places Board (AIPPB) is composed of nine (9) voting members and two (2) alternate
members appointed by the Mayor and City Commission. It is intended that members and alternate
members of the AIPPB be persons of knowledge, experience, mature judgment, and background;
having ability and desire to act in the public interest; and representing the various special professional
training, experience, and interests required to make informed and equitable decisions concerning the
artistic development of the city.
There are currently three (3) vacancies on the AIPPB. The Planning Department has reviewed
applications submitted by Friday, July 25, 2025, at 4:00 PM deadline in accordance with Section 62-655
of the Miami City Code. As such, staff recommends the following:
• Appoint Jacqueline Roch, as an Alt. At -Large Art in Public Places Board Member.
• Jaqueline holds Master of Science in Education (MS), A Specialist degree in Art Education as
well as a Bachelor of Fine Arts (BFA). The applicant is also engaged with the arts community
through exhibitions, curatorial work, residencies, and collaboration with cultural institutions,
including serving as a Professional Advisory Committee Member for the City of Miami.

4. As a member of the Art in Public Places Board I agree to participate in at least one seminar on Public Art to be
held in Florida, and approved by the city, during the course of each calendar year that I remain a member or
alternate member of the Art in Public Places Board.
5. As a member of the Art in Public Places Board I may be required to attend a city approved state or national
Public Art conference once a year.
6. I acknowledge that I am subject to removal from the board if I fail to meet this requirement each and every year
after assuming board membership or alternate membership.
7. As a prospective appointee I am subject to a personal appearance before the city commission, to afford the city
commission an opportunity to ascertain my proficiency in the English language, educational background and
general knowledge of Public Art.

Should I fail to meet any of these requirements, I agree to immediately notify the city clerk.
I agree that if I were to become a candidate for elective political office during my term and qualify as a candidate for
elective political office, such qualification shall be deemed a tender of my resignation from the board.

As a professional artist with a longstanding career rooted in Miami's vibrant
cultural landscape, I bring a unique blend of artistic excellence, civic
responsibility, and deep community engagement to the Art in Public Places
Board. I have exhibited widely, collaborated across disciplines, and
understand firsthand the power of public art to shape identity, spark
dialogue, and build inclusive public spaces.
My experience includes not only creating artwork but also curating,
mentoring emerging artists, and working with institutions on projects that
reflect and serve diverse communities. Beyond my artistic practice, I'm
committed to the public interest. I listen actively, value transparency, and
believe in equity and access in the arts. Recently I served on the City of
Miami Professional Art Committee for the Kennedy Park selection process.
understand that public art should reflect the people it serves and
contribute meaningfully to the social, historical, and environmental fabric of
our city. As a board member, I would advocate for artistic excellence while
ensuring that projects are inclusive, thoughtfully designed, and responsive

I hold a Master of Science in Education (MS), A Specialist degree in Art
Education as well as a Bachelor of Fine Arts (BFA) which provide me with a
strong foundation in both the technical and conceptual aspects of artistic
practice. My education has included intensive training in studio art, art
history, critical theory, and interdisciplinary collaboration, all of which have
deepened my understanding of the role of art in public life.
In addition to formal education, I have remained actively engaged with the
arts community through exhibitions, residencies, curatorial work, and
collaboration with cultural institutions. This ongoing involvement has kept
me connected to evolving artistic practices. public art processes, and
community -centered approaches to art making. My academic and real -
world experience together have shaped a holistic. thoughtful, and informed
perspective on the arts.

the Visual Arts, Public Art or the Performing Arts.
As a Miami -based artist, I, Jacqueline Roch. have demonstrated a long-
standing commitment to the visual and public arts through both personal
practice and community engagement. I've had the honor of completing art
residencies in several significant environmental and cultural institutions,
including Artist in Residence for all 11 of the Florida National Parks for the
Centennial, Big Cypress National Preserve, the J.N. 'Ding' Darling National
Wildlife Refuge, the Marjory Stoneman Douglas Biscayne Nature Center,
and the Miami River Commission.
Each of these residencies allowed me to create site -responsive work that
reflects South Florida's unique ecology and history, while also engaging the
public in environmental awareness through art. I also contributed to a large-
scale public mural along the Miami River in partnership with the Miami
River Commission, bringing vibrant imagery to an important community
corridor. These experiences have deepened my belief in the power of
public art to educate, inspire, and connect people to place.
4. What is it about the Art in Public Places Board that is compatible with your experience,and of
specific interest to you, and why?r
As a professional artist who has created work for both natural and urban-`'
public spaces. the mission of the Art in Public Places Board deeply aligns C1,
with my experience and values. I've spent my career creating art that not
only expresses my personal vision but also reflects the stories, landscapes,
and communities of South Florida. The board's focus on enhancing public
spaces through meaningful, accessible art is directly compatible with my
work in environmental art residencies and public mural projects.
What most interests me is the opportunity to contribute to a process that
uplifts artists while shaping the cultural identity of our shared spaces.
understand the importance of thoughtful site -specific art, community
engagement, and the balance between aesthetic vision and public
responsibility. Serving on the board would allow me to advocate for diverse
artistic voices and help ensure that Miami's public art reflects the richness
of its people, environment, and history.
5. If appointed, what specific goals would you like to see the Public Art Board achieve, and why?
How would you suggest accomplishing this?
If appointed, I would like to see the Public Art Board achieve the following
goals:
1. Expand access to public art in underserved communities.
Many areas of Miami lack consistent exposure to high -quality public
art. I would advocate for greater equity in art placement —ensuring all
neighborhoods benefit from inspiring. culturally relevant works. This
can be achieved by working closely with community leaders and local
artists to identify meaningful sites and themes.
2. Support local artists through transparent, inclusive commissioning
processes.
would encourage clear calls for proposals. mentorship opportunities
for emerging artists, and artist info sessions to demystify the public
art process. Prioritizing local talent strengthens our city's creative
economy and reinforces a sense of place.
3. Integrate environmental themes into public artworks.
Given my background in environmental residencies, I believe public
art can play a vital role in raising awareness of ecological issues.
would advocate for collaborations that bring together artists,
scientists, and community members to create site -specific works tied
to local ecosystems —especially in coastal or park settings.
4. Create ongoing educational programming around public art.
Public engagement shouldn't stop at installation. I would support
initiatives like guided tours, artist talks. school outreach. and digital
storytelling to deepen public connection to artworks and artists.
These goals not only enrich the visual landscape of Miami but help public
art become a tool for inclusion, education, and community pride. I believe
they can be achieved through collaboration, thoughtful planning. and a
commitment to transparency and diversity in all decision -making.
