HomeMy WebLinkAboutR-25-0349City of Miami Resolution R-25-0349 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 18057 Final Action Date: 9/11/2025 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA, ESTABLISHING A COORDINATED TRAIL AND PUBLIC REALM OVERSIGHT PROCESS TO ADVANCE THE MIAMI LOOP, SIGNATURE GREENWAYS, AND CONNECTED CIVIC SPACES; DESIGNATING A CENTRAL CITY COORDINATOR; REQUIRING MONTHLY STATUS REPORTS; AND DIRECTING THE CREATION OF A QUARTERLY ROUNDTABLE TO DEVELOP A SHARED APPROACH FOR CONNECTIVITY, PRIORITIZATION, AND COLLABORATION. SPONSOR(S): Commissioner Damian Pardo, Commissioner Ralph "Rafael" Rosado, Commissioner Christine King WHEREAS, the City of Miami ("City") is rapidly growing and facing greater mobility, livability, and resilience challenges, requiring creative approaches that improve connectivity across neighborhoods and strengthen public access to waterfronts, parks, and civic destinations; and WHEREAS, the Miami LOOP —a 223-mile regional trail system —along with key greenway corridors and civic spaces, represents a transformational opportunity to advance transportation alternatives, equity, and economic vitality in Miami; and WHEREAS, priority trail projects intersecting the City include: • Atlantic Greenway • Biscayne —Everglades Greenway • Black Creek Trail • East Coast Greenway • Flagler Trail • M-Path (The Underline) • Ludlam Trail • Miami River Greenway • Rickenbacker Trail (Plan Z) • Snake Creek Trail • South Dade Trail; and WHEREAS, other signature civic spaces — including Bayfront Park, Maurice A. Ferre Park, the Baywalk, and the future Underdeck — represent high -value public assets that should be fully integrated into the trail and greenway system to ensure accessibility, connectivity, and a world -class public realm for residents and visitors; and WHEREAS, at present these projects are managed separately, by multiple agencies and departments, which results in overlap, inefficiencies, and missed opportunities for coordination and funding; and City of Miami Page 1 of 3 File ID: 18057 (Revision: A) Printed On: 10/21/2025 File ID: 18057 Enactment Number: R-25-0349 WHEREAS, the City has a responsibility to its residents to coordinate across projects so they deliver maximum impact, equity, and value; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby finds and affirms that the Miami LOOP, its connected greenways, and its civic spaces are critical priorities for mobility, resilience, equity, public health, and economic growth, and commits to coordinated leadership to realize these projects as a unified network. Section 3. The City Manager is hereby directed and authorized to establish, provide funding for, and appoint a Trail and Civic Space Coordinator ("Coordinator") to serve as the central point of accountability for all trail, greenway, and related civic space projects intersecting with the City of Miami. Section 4. The City Manager is further directed to provide that all City departments engaged in trail or Civic Space projects —including Parks and Recreation, Transportation and Public Works, Capital Improvements, and Waterfront Development —shall submit monthly updates on status, expenditures, timelines, and challenges to the Coordinator. Section 5. The City Manager is further directed to include, among the duties of the Coordinator, the convening of a Quarterly Miami Connectivity Roundtable, bringing together City staff, Miami -Dade County representatives, partner agencies, and stakeholders. The Roundtable will: a. Share updates across trail and civic space projects; b. Identify overlaps, interdependencies, and opportunities for synergy; c. Develop a shared approach to connectivity across trail corridors and civic spaces, including the Atlantic Greenway, Biscayne —Everglades Greenway, Black Creek Trail, East Coast Greenway, Flagler Trail, M-Path (The Underline), Ludlam Trail, Miami River Greenway, Rickenbacker Trail, Snake Creek Trail, South Dade Trail, Bayfront Park, Maurice A. Ferre Park, the Baywalk, and the future Underdeck. Section 6. The City Manager is further directed to ensure that quarterly public -facing summaries of the Quarterly Miami Connectivity Roundatlbe's progress are published on the City's website, and that underserved communities are meaningfully engaged in planning and decision -making. Section 7. The City Manager is further directed to present an Annual Miami Connectivity Report to the City Commission, outlining progress, challenges, and opportunities for continued collaboration and investment. Section 8. This Resolution shall become effectively immediately upon its adoption.
