Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to execute an Off -system Construction and Maintenance Agreement, in
substantially the attached form, with the State of Florida Department of Transportation
("FDOT"), for wrong -way driving countermeasures on various off -ramps, in Miami,
Florida, including improvements on roads not on the state highway system.
Background of Item:
FDOT has developed design plans Financial Management Projects No. FM 446947-4-
52-01 for improvements at various off -ramps, in Miami, Florida, generally including the
implementation of Wrong -Way Driving (WWD) Countermeasures ("Project"). FDOT
intends to undertake and complete the Project, a portion of which includes work on
roads not on the State Highway System but City of Miami right-of-way, specifically SW 3
Street east and west of South Miami Avenue, SW North River Drive west of SW 3
Street, a portion of SE 4 Street west of SE 2 Avenue, NW 2 Street west of SR-9A/I-95,
and NW 37 Street west of North Miami Avenue. The Project includes installation of
directionally bored as well as bridge mounted conduits, installation of fiber, electrical
and composite pull boxes and installation of electrical service points and all activities
associated with, or arising out of the construction of the Local Roadway Improvements.
The Off -System Construction and Maintenance Agreement, attached and incorporated
as Exhibit "A", establishes the terms, conditions, and responsibilities of FDOT and the
City to accomplish the Project and Local Roadway Improvements on the City's Streets.
The City agrees with the terms and conditions in the Agreement, in substantially the
attached form.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN OFF -SYSTEM
CONSTRUCTION AND MAINTENANCE AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, WITH THE STATE OF FLORIDA DEPARTMENT OF
TRANSPORTATION ("FDOT"), FOR WRONG -WAY DRIVING COUNTERMEASURES
ON VARIOUS OFF -RAMPS, IN MIAMI, FLORIDA, INCLUDING IMPROVEMENTS ON
ROADS NOT ON THE STATE HIGHWAY SYSTEM.
WHEREAS, the Florida Department of Transportation ("FDOT") has developed design
plans for Financial Management ("FM") Project No. FM 446947-4-52-01 for improvements at
various off -ramps, in Miami, Florida, generally including the implementation of Wrong -Way
Driving (VWVD) Countermeasures ("Project"); and
WHEREAS, FDOT intends to undertake and complete the Project, a portion of which
includes work on roads not on the State Highway System but City of Miami ("City") right-of-way,
specifically Southwest 3 Street east and west of South Miami Avenue, Southwest North River
Drive west of Southwest 3 Street, a portion of Southeast 4 Street west of Southeast 2 Avenue,
Northwest 2 Street west of State Road 9A ("SR-9A")/Interstate 95 ("1-95"), and Northwest 37
Street west of North Miami Avenue (for purposes of this agreement, the "Off -System Project
Limits") and
WHEREAS, the Project includes installation of directionally bored as well as bridge
mounted conduits, installation of fiber, electrical and composite pull boxes and installation of
electrical service points ("Local Roadway Improvements") and all activities associated with, or
arising out of the construction of the Local Roadway Improvements; and
WHEREAS, the Off -System Construction and Maintenance Agreement ("Agreement"),
attached and incorporated as Exhibit "A," establishes the terms, conditions, and responsibilities
of FDOT and the City to accomplish the Project and Local Roadway Improvements on the City's
Streets; and
WHEREAS, the City agrees with the terms and conditions in the Agreement, in
substantially the attached form;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Agreement, in substantially

the attached form, with FDOT, for the Wrong -Way Driving (WWD) Countermeasures project at

Section 3. This Resolution shall become effective immediately upon its adoption.
