Accept - DHS Funds — Securing the Cities Program 2025
Purpose of Item:
A resolution of the Miami City Commission accepting grant funding in the amount of
$1,000,000.00 from the Department of Homeland Security's ("DHS") "Securing the
Cities Program 2025". The funding will be utilized to enhance regional capabilities in
detecting, identifying, and responding to radiological and nuclear threats throughout
Miami -Dade, Broward, Palm Beach, and Monroe Counties.
Background of Item:
The Miami Region is currently limited in its capacity to adequately and comprehensively
detect and respond to radiological and nuclear ("R/N") threats. Additionally, the region
contains numerous potential critical targets that are accessible by land, sea, and air
further magnifying the urgency to develop robust regional R/N detection, identification,
and response capabilities to safeguard lives and the economy. Funding provided
through the "Securing the Cities Program 2025" will continue to support our vulnerable
region by enhancing training and equipping local agencies to better detect and respond
to such threats.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE GRANT
FUNDING TO THE CITY OF MIAMI'S ("CITY") DEPARTMENT OF FIRE -RESCUE
PURSUANT TO THE TERMS AND CONDITIONS OF THE UNITED STATES
DEPARTMENT OF HOMELAND SECURITY'S ("DHS") SECURING THE CITIES
GRANT PROGRAM; ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED
"SECURING THE CITIES (STC) PROGRAM 2025," IN AN AMOUNT NOT TO EXCEED
$1,000,000.00, CONSISTING OF A GRANT FROM DHS FOR THE PURPOSE OF
ENHANCING REGIONAL CAPABILITIES IN DETECTING, IDENTIFYING, AND
RESPONDING TO RADIOLOGICAL AND NUCLEAR THREATS BY PROVIDING
FIRST RESPONDERS WITH THE NECESSARY TRAINING AND EQUIPMENT;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, FOR THE ACCEPTANCE AND ADMINISTRATION OF SAID
FUNDS AND COMPLIANCE WITH THE SAID TERMS AND CONDITIONS.
WHEREAS, in 2019, the Department of Fire -Rescue ("MFR") was awarded a grant from
the United States Department of Homeland Security's Securing the Cities Program ("Program")
to serve as the lead agency for Miami -Dade, Broward, Monroe, and Palm Beach Counties
("Miami Region"), as adopted in Resolution No. R-20-0183, with additional grant funding to be
provided by DHS as budget periods became available; and
WHEREAS, the period of performance as lead agency of the Program is one hundred
twenty (120) months, to be allocated amongst ten (10) twelve (12) month budget periods
through October 30, 2029; and
WHEREAS, MFR has been awarded a grant from DHS for the Program's 2025 budget
period in an amount not to exceed $1,000,000.00 with an opportunity to seek additional grant
funds available during subsequent budget periods; and
WHEREAS, to date, the City of Miami ("City") has been awarded a total of
$8,577,434.00 from DHS for the Program; and
WHEREAS, the Miami Region is currently establishing the capacity to adequately and
comprehensively detect and respond to radiological and nuclear ("R/N") threats; and
WHEREAS, the Miami Region contains numerous potential critical targets for R/N
attacks by land, sea, and air, magnifying the need for the development of regional R/N
detection, identification, and response capabilities to protect lives and the economy; and
WHEREAS, funding provided by the Program shall assist the vulnerable components in
the Miami Region in becoming better trained and equipped to detect and respond to such R/N
threats; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
execute any and all necessary documents, all in a form acceptable to the City Attorney, for the
acceptance, administration, and compliance with said Program and to appropriate same;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized' to accept funding pursuant to the
terms and conditions of DHS's STC grant program to enhance regional capabilities in detecting,
identifying, and responding to radiological and nuclear threats by providing first responders with
the necessary training and equipment in the Miami Region.
Section 3. The following new Special Revenue Project is established, and resources are
appropriated as described below:
FUND TITLE: Securing the Cities Program 2025
RESOURCES: Department of Homeland Security $1,000,000.00
APPROPRIATIONS: $1,000,000.00
Section 4. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the city attorney, for the acceptance and
administration of the funds, and compliance with the terms and conditions.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
