purchase(s) Emergency Demolition at the property 431 NW 3 ST for a total amount of $505,445.00 to Chin Diesel Inc .
The goods and/or services required herein are as a result of one or both of the following circumstance(s):
1) A public emergency (threats to health, life, welfare or safety); or
2) Convenience of the City.
Per the emergency procurement procedures as defined in Section 18-90 of the City Code, authorization to
waive the competitive bid process, albeit it is a retroactive authorization, is also requested for the
aforementioned emergency purchase if greater than $25,000.
This purchase is necessary for the following reason:
EMERGENCY DEMOLITION OF STRUCTURE
4-STORY STRUCTURE, FIRE -DAMAGED IN IMMINENT DANGER OF COLLAPSE. Demolition cost is
$385,445 and there is an additional $120,000 for full time air monitoring and air clearance letter.

In accordance with your request for bid that we received in your email, Chin Diesel, Inc. is pleased to offer our
professional services for demolition and removal services.
Chin Diesel, Inc. has adequate resources and industry connections to provide prompt, timely, consistent service
at reasonable and highly competitive prices. We maintain active affiliations with the aggregate and material
supply industry as well as with material testing laboratories to ensure a quality product that complies with
project specifications. Chin Diesel, Inc. is a Miami Dade and Broward County, FL CDSBE/SBE Certified
Firm, maintains current Miami —Dade, Broward County and City of Pembroke Pines Local Business Tax
Receipts and is fully licensed and insured.
CHIN DIESEL, INC., will provide all necessary labor, equipment, materials and supervision to complete the
following scopes of work.
SCOPES OF' WORK:
A. Demolition and disposal:
Complete building exterior and interior demolition and disposal including permits, includes 6' high chain
link fencing, including one (1) vehicular gate, Includes cap offs at main connections, and resodding. Also
includes fees for all labor, materials. licenses, asbestos and lead paint surveys as a pass thru to the City,
supervision, and equipment, debris removal/disposal and dumping/tipping, final site leveling/grading and
grass seeding as required. Includes the inclusion of applicable provisions to Community Development
projects as listed in sections 3.8 and 3.9 (Lead based paint and Environmental Clearance) DOES NOT
INCLUDE Davis Bacon Wages as applicable

Alternates:
1. Full Time Air Monitoring and Air Clearance Letter $120,000.00. Includes Air Sampling full time
monitoring and Final Air certification.
2. Engineering for wall safety $30000.00 includes PE Report and Shoring for North Wall
Stand-by Time that is incurred due to contractor delay on site, due to any one or more of the following will be
charged at a rate of $65.00 per hour per man:
➢ Incomplete site preparation
➢ Underground debris
➢ Overhead obstacles (power lines, trees, etc.)
➢ Areas not ready for demolition
The client assumes all responsibility to secure the area and keep the general public away from all operations
while work is in process and insure that all OSHA safeguards are employed. Price based on one time
mobilization, additional mobilizations charged at a rate of $1000/session.
UNFORSEEN CONDITIONS: If in the performance of CHIN DIESEL, INC. discovers latent, concealed, or
subsurface physical conditions which differ materially from those indicated in the contract documents or
unknown physical conditions of an unusual nature, which differ materially from those ordinarily found to exist,
and not generally recognized as inherent in the kind of work provided for in this Agreement, the contract
amount and/ or the progress schedule shall be equitably adjusted by a Change Order within a reasonable time
after the conditions are observed There will be an additional cost for this unforeseen condition.
In no event shall the contractor be liable for any loss, expense or claim relating to damage or injury to any
person or property, which occurred prior to the contract start date or which results from an event which
occurred or a condition or state of fact which existed prior to the start date of this contract (including but not
limited to the presence of asbestos and lead based paints in the owners facility or the release thereof into the
environment), if such event or condition is not caused or made substantially worse by the contractor.

accordingly. Payment to any, "Change Order" shall not impede any payments requested on the original contract.
The Work of this+Contract
The Contractor will be responsible for fully executing the Work Described in the Contract Documents. The Contractor
shall be responsible for all employees, Subcontractors, Materials, and equipment Suppliers for all Work related to this
Project. The Contractor shall provide all material unless specifically outlined in this Contract.
The CONTRACTOR shall maintain Liability and Workman Comp insurance.

Miscellaneous Provisions
Contractor shall not be responsible for any delay due to circumstances beyond its control including strikes, casualty, or
natural disasters.
Any alteration or deviation from above specifications involving extra costs will be executed only upon written order and
will become an extra charge over and above the estimate.
All materials are guaranteed to be as specified and the above work to be performed in accordance with the drawings and
specifications submitted for the above work and completed in a substantial workman like manner.
Acceptance of Proposal:
All invoices are due upon received. Accounts not paid in full according to our terms are considered late. All accounts that
are past due are subject to 1-1/2% service charge. If any payment has to be collected through a claim of lien, suit or
demand of an attorney, then the customer AGREES to pay ALL charges related to the filing of a lien and/or reasonable
attorney and court fees for the making of such collection.
The above prices, specifications and conditions are satisfactory and are hereby accepted. You are authorized to do the
work as specified.
