Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") FUNDS FROM FISCAL YEAR ("FY") 2025-26, IN THE TOTAL AMOUNT OF
$573,423.05, FROM THE DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT TO THE DEPARTMENT OF RESILIENCE AND PUBLIC WORKS TO
BE UTILIZED FOR, STORMWATER DRAINAGE SYSTEM, SIDEWALKS, AMERICAN
WITH DISABILITIES ACT ("ADA") UPGRADES, AND/OR ANY OTHER CDBG
ELIGIBLE IMPROVEMENTS IN DISTRICT 1, AS DESCRIBED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL, STATE AND
LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE.
Background of Item:
On July 24, 2025, pursuant to Resolution No.25-0287 the Miami City Commission
approved the allocation of CDBG funds in the amount of $5,026,283.00 for Fiscal Year
2025-2026, which included an amount of $2,667,083.95 for economic development
activities.
A portion of these funds need to be reallocated to the Department of Resilience and
Public Works for eligible CDBG activities in District 1.
The City's Administration recommends the transfer of a portion of CDBG funds from
FY2025-26 in the amount of $573,423.05 from the Department of Housing and
Community Development to the Department of Resilience and Public Works to be
utilized for stormwater drainage system, sidewalks, ADA upgrades, and/or any other
CDBG eligible improvements in District 1, as described in Exhibit "A," attached and
incorporated.

WHEREAS, on July 24, 2025, pursuant to Resolution No. 25-0287 the Miami City

WHEREAS, a portion of these funds need to be reallocated to the Department of
Resilience and Public Works for eligible CDBG activities in District 1; and
WHEREAS, the City's Administration recommends the transfer of a portion of CDBG
funds from FY 2025-26 in the amount of $573,423.05 from the Department of Housing and
Community Development to the Department of Resilience and Public Works to be utilized for
stormwater drainage system upgrades, sidewalk improvements, Americans with Disability Act
("ACA") upgrades, and/or any other CDBG eligible improvements in District 1, as described in
Exhibit "A," attached and incorporated.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of a portion of CDBG funds from FY 2025-26 in the amount of
$573,423.05 from Department of Housing and Community Development to the Department of
Resilience and Public Works to be utilized for stormwater drainage system upgrades, sidewalk
improvements, ADA upgrades, and/or any other CDBG eligible improvements in District 1, as
described in Exhibit "A," attached and incorporated, is authorized.
Section 3. The City Manager is authorized to negotiate and execute any and all
documents, including extensions, amendments, and modifications, all in a form acceptable to
the City Attorney, as may be necessary to implement the transfer of said funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may
be imposed by the City Attorney, including but not limited to, those prescribed by applicable City
Charter and Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
