Wysong III, City Attorney Ge°11g ' Wys°"$"III DATE: October 2, 2025 RE: Resolution No. R-25-0326 — Accept - Accept - HUD Funds - 2025-26 Miami Homeless Assistance Program CE File No. 17966 At its September 11, 2025, meeting, the City Commission adopted the above -referenced agenda item, CA.1, accepting a grant award, to provide outreach, assessments, and placement services to individuals and families experiencing homelessness in Miami -Dade County ("County"), in the amount of seven hundred eighteen thousand two hundred seventy dollars ($718,270.00) ("Grant"), establishing a new special revenue project for the appropriation of the Grant, and authorizing the City Manager to negotiate and execute an agreement with the Miami - Dade County for an initial twelve (12) month period, with the option to renew and extend the term for two (2) additional twelve (12) month periods for the implementation and administration of the Grant at the City's discretion, subject to the Trust's future allocation of additional grant funds, availability of City match funds, and any other budgetary approval at the time of need. The Legislation inadvertently contained a scrivener's error regarding the effective date. The Legislation has been corrected and incremented to Revision A. WHEREAS, the United States Department of Housing and Urban Development, C'HUD>"), through the Miami -Dade County ("County") Homeless Trust ("Trust"), has awarded the City of Miami's ("City") Homeless Assistance Program ("Program"), a grant award in the amount of I seven hundred eighteen thousand two hundred seventy dollars ($718,270,00) ("Grant") for w Fiscal Year ("FY") 25-26, to provide outreach, assessments, and placement services to individuals and families experiencing homelessness in Miami -Dade County ("County") and; WHEREAS, the Trust has awarded the Program a similar grant for twelve (12) consecutive years and the Program's current request for multiyear renewals with two (29 additional twelve (12) month periods of the award will expedite execution and acceptance of subsequent awards as the Trust's fiscal year calendar differs from the City's fiscal year; and WHEREAS, the Grant funds will be used to accommodate and decrease the need for homeless individuals to travel to the City for said services by providing funding to network organizations located outside of the City; and City of Miami Page 1 of 3 File ID: 17966 (Revision: A) Printed On: 10/2/2025 File ID: 17966 Enactment Number: R-25-0326 WHEREAS, the City is required to provide match funding, in the amount of three hundred five thousand, one hundred twenty-nine dollars ($305,129.00), which has been identified in the "Memorandum of Agreement Grant" from various account numbers; and WHEREAS, it is appropriate for the for the City Manager to accept the Grant, establish a new special revenue project for the appropriation of the Grant, and to negotiate and execute an agreement with the County, in a form acceptable to the City Attorney, for an initial twelve (12) month period, with the option to renew and extend the term for two (2) additional twelve (12) month periods for the implementation and administration of the Grant at the City's discretion, subject to the Trust's future allocation of additional grant funds, availability of City match funds, and any other budgetary approval at the time of need; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept and appropriate the Grant funds, in an amount not to exceed seven hundred eighteen thousand two hundred seventy dollars ($718,270.00), and City match in the amount of three hundred five thousand, one hundred twenty-nine dollars ($305,129.00), to provide outreach, information, referral, assessment, and placement services to homeless individuals and families in the County. Section 3. The following new Special Revenue Project is established, and resources are appropriated as described below: PROJECT TITLE: RESOURCES: 2025-26 Miami Homeless Assistance Program - CE Consolidation Program United States Department of Housing and Urban Development Grant through Miami -Dade County Homeless Trust $718,270.00 Memorandum of Agreement Grant Various Applicable City Accounts $306 129.00 APPROPRIATIONS: City Homeless Assistance Program for outreach information, referral, assessment, and placement services to homeless individuals. $1,023,399.00 Section 4. The City Manager is further authorized' to negotiate and execute an agreement and any and all other related documents, extensions, and renewals, all in forms acceptable to the City Attorney, in order to implement the acceptance of said Grant for a twelve (12) month period with the option to renew for two (2) additional twelve (12) month periods, subject to the Trust's future allocation of Grant funds and the City's availability and appropriation of matching funds and budgetary approval at the time of need. 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
