HomeMy WebLinkAboutStaff Report and Business Impact StatementPlanning Department Staff Report and Business Impact Statement Workforce Living Development Program Purpose: Miami 21 Text Amendment to introduce a new Workforce Housing Program, titled Workforce Living Development Program, to promote housing affordability and encourage development of land available for residential use in the City of Miami, specifically located in "T4" General Urban, "T5" Urban Center, and "T6" Urban Core Transect Zones in a manner that emphasizes integration of new housing for individuals and families in the workforce target income group into new, expanding, or redeveloping neighborhoods. Estimated Direct Economic Impact: • The amendment will allow property owners and businesses to develop new Workforce Housing and does not alter the existing land use regulations. • The amendment will enact a By Right provision for new Workforce Housing, when certain pre -requirements are met. Businesses will not incur additional costs or require an additional entitlement process. • No direct additional municipality regulatory costs, revenues or fees. Routine reviewing of building permit applications and code compliance activities in respect of enforcing the Miami 21 Zoning Code will continue to apply to projects participating in the Workforce Living Development Program. Estimated Number of Businesses to be Impacted: The Planning Department does not anticipate an impact on businesses. The proposed ordinance exclusively impacts the development of new Workforce Housing. Additional Information: The progressive thinking in affordable and workforce housing nationally is to favor mixed -income development. The workforce target income group includes many public employees and others employed in key occupations that support the local community. Increasingly, the high cost and short supply of housing affordable to persons and families of moderate income mean that many employees in the workforce target income group cannot afford to live in the City of Miami, while others can only afford to live in areas concentrated according to price and income level. Recommendation: Approval The Planning Department recommends Approval.
