Market Research
Market Research was conducted to determine whether PVP Communications, Inc. ("PVP"), a non -local
vendor, located at 2310 205th Street, Torrance, CA 90501, is the sole source provider for PVP wireless
motorcycle helmet Headsets ("Headsets") and related equipment.
The Police Department ("Police") is seeking to purchase the Headsets to equip its Motorcycle Officers to
continue to safely protect and serve the residents and visitors of the City. The Headsets are replacements
for existing equipment degraded by frequent usage and the elements.
Some features unique to the Kits include:
• This is the only product on the market that allows motor officers to wirelessly communicate through
the police radio and PA while both hands remain on the handlebars;
• This is the only product on the market that offers wireless connection, Bluetooth connectivity, and
pairing with the "truck -mounted" radio in the motorcycle; and
• The Headsets provide a "tether -free" connection to an officer's belt -mounted portable radio even if
the officer becomes separated from his motorcycle.
The wireless features mentioned above are technologies protected by US Patent Nos. 6,311,052;
7,062,301; 7,203,525, and 9,042,944. Additionally, research confirmed that other police departments
throughout the United States and the State of Florida have purchased these Headsets as a sole source
from PVP.
Accordingly, pursuant to Section 18-92 (a) (1) and (3) of the Code of the City of Miami, it is recommended
that the requirements for competitive bidding be waived, and these findings be approved: PVP is the sole
source manufacturer and seller of the Headsets, allocating funds from the Police General Fund and other
sources of funds, subject to the availability of funds and budgetary approval at the time of need.
