NOTICE OF CITY COMMISSION MEETING
A regularly scheduled meeting of the Miami City Commission will be held on Thursday,
September 11, 2025, at 9:00 a.m. in the City Commission chambers located at Miami City Hall,
3500 Pan American Drive, Miami, FL 33133.
The September 11, 2025 City Commission Meeting will be broadcast live for members of the
public to view on the City's website (www.miami.gov/tv), Facebook, X (formerly "Twitter"),
YouTube, Comcast Channel 77 (Comcast only for residents living in the City of Miami), and
AT&T Channel 99 (AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this meeting can be
submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via
the online comment form will occur when the Chairperson closes public comment for the
meeting.
Public comment on agenda items to be heard at this meeting may also be provided live at City
Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and procedures as
the City may implement or amend. Public comment will begin at approximately 9:00 a.m.

A copy of the agenda for the City Commission meeting will be available at:

Should any person desire to appeal any decision of the City Commission with respect to any
matter to be considered at this meeting, that person shall ensure that a verbatim record of the
proceedings is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a special City
Commission meeting will be automatically scheduled for the Tuesday immediately following the
cancelled meeting. In the event of one of the aforementioned circumstances, the special
meeting would be held on September 16, 2025, at 9:00 a.m. in the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the scheduled
agenda items from that cancelled meeting shall automatically be scheduled as an agenda item
at the special City Commission meeting. The City Clerk shall notify the public of the special
meeting that is to take place by placing a notice of the special City Commission meeting at the
entrance of City Hall and the City's main administrative building, placing a notice on the City's
website, and, if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at

at 2310 205th Street, Torrance, CA 90501, for the Department of Police.
Inquiries from other potential sources of such a package who feel that they
might be able to satisfy the City's requirements for this item, you may contact
Justin Griffin, Senior Procurement Contracting Officer, at the City of Miami
Procurement Department at (305) 416-1949.

Israel claimed it killed
an iconic Hamas spokes-
man
a Gaza City air strike, and said more
such blows would follow
if a sweep of the Pal-
estinian Islamist faction's
last stronghold goes
ahead as planned.
Hamas hasn't com-
mented on the condition
or whereabouts of Abu
Obeida since Saturday's
attack, which it said in-
flicted dozens of casu-
alties in the al-Rimal
neighborhood as part of
an attempt to prompt an
exodus of civilians.
Abu Obeida -whose
real name is Hudahaifa
Kahlout, according to the
Israel Defense Forces -
had become been the
masked face of Hamas'
armed wing, making
televised appearances
with only his eyes visible
behind a keffiyeh, the
traditional headdress
worn by Arab men. Dur-
ing the almost two -year -
old war with Israel, many
Palestinian looked to
him for updates on the
fighting and on hostages
held by Hamas.
"The Hamas terror
spokesman has been
eliminated," Israeli De-
fense Minister Israel Katz
said on Sunday in a post
on X, adding that Abu
Ubeida would soon "meet
many more of his crimi-
nal associates."
Without Abu Obeida,
Hamas has three senior
figures left in the Gaza
Strip.
One is ran al -Din al -
Haddad, a Northem Bri-
gade commander pro-
moted in May to nun the
group. Another is veteran
chief of operations Reed
Saad, and the third is
Hussein Fayyad, head of
Hamas in the now -de-
stroyed town of Beit Ha -
noun. All three are be-
lieved to be holed up in
Gaza City along with
thousands of fighters.
Israeli Prime Minister
Benjamin Netanyahu was
due on Sunday to con-
vene his security cabinet
for new talks following
the decision on Aug. 8 to
send troops and tanks
into Gaza City, which is
among about 25% of the
Palestinian enclave not
yet overrun by Israel's
army. It's also home to as
many as one million civil-
ian.
The aim, Netanyahu
has said, is to crush Ha-
mas and recover the re-
maining 48 hostages held
in Gaza, most of them
taken in the Oct 7, 2023,
surprise attack on Israel
in which about 1,200
people were killed and
250 kidnapped. Twenty
hostages are believed to
be alive, and many Is-
raelis fear that they could
be executed or become
cross -fire casualties in the
event of more escalation.

eignty over some 70% of

SpaceX has flown all but
four of the 74 orbital
launches that have taken
off from the Space Coast
this year, which is closing
in on surpassing the record
93 launches from all com-
panies the region saw in
2024, a milestone that
could be met by the end of
October.
The pace continues to
climb, with 2023 having
en 72 overall launches
from Florida. Space
Launch Delta 45, which
oversees the Eastern
Range and supports all
rocket launches from the
Space Coast, had stated it
could support as many as
156 launchesa year.
While not expected to
hit that mark, SpaceX's
increased pace has also
been paired with the re-
cent return to a normal
flight rate from ULA,
which has had three
launches so far this year,
but plans to fly as many as
five more among its re-
maining Atlas V rockets
and growing supply of
Vulcan.
Its next mission is on tap
for the end of the month,
when an Atlas V is target-
ing a Sept. 25 launch from
Canaveral's Space Launch
Complex 41 with 27 satel-
lites for Amazon's Project
Kuiper, a competitor to
SpaceX's Starlink
Jeff Bezos' Blue Origin
flew the other launch of
the three providers that
have flown from the Space
Coast when it debuted its
heavy4ift New Glenn
rocket in January. Its next
Flight could also be at the
end of the month, with the
company still targeting no
earlier than Sept. 29 to fly
a pair of spacecraft for
NASA to Mars.

hold a special election on
April 21, 2026, although
Coral Gables would still
need to finalize the date
with the county's Super-

The election will be by

Gables voters should

registration has a current

be asked to weigh in on
other issues, including
whether to contract with
Miami -Dade County or a

strike, and said more
such blows would follow
if a sweep of the Pal-
estinian Islamist faction's
last stronghold goes
ahead as planned.
Hamas hasn't com-
mented on the condition
or whereabouts of Abu
Obeide since Saturday's
attack which it said in-
flicted dozens of casu-
alties in the al-itimal
neighborhood as part of
an attempt to prompt an
exodus of civilians.
Abu Obeida -whose
real name is Hudahaifa
Kahlout, according to the
Israel Defense Forces -
had become been the
masked face of Hamas'
armed wing, making
televised appearances
with only his eyes visible
behind a keffiyeh, the
traditional headdress

SpaceX has flown all but
four of the 74 orbital
launches that have taken
off from the Space Coast
this year, which is closing
in n surpassing the record
93 launches from all com-
panies the region saw in
2024, a milestone that
could be met by the end of
October.
The pace continues to
climb, with 2023 having
en 72 overall launches
from Florida. Space
Launch Delta 45, which
oversees the Eastern
Range and supports all
rocket launches from the
Space Coast, had stated it
could support as many as
1561aunchesa year.
While not expected to
hit that mark, SpaceX's
increased pace has also
been paired with the re-
cent return to a normal
fight rate from ULA,
which has had three
launches so far this year,
but plans to fly as many as
five more among its re-
maining Atlas V rockets
and growing supply of
Vulcan.
Its next mission is on tap
for the end of the month,
when an Arias V is target-
ing a Sept. 25 launch from
Canaveral's Space Launch
Complex 41 with 27 satel-
lites for Amazon's Project
Kuiper, a competitor to
SpaceX's Starlink
jeff Bozos' Blue Origin
flew the other launch of
the three providers that
have flown from the Space
Coast when it debuted its
heavy -lift New Glenn
rocket in January. its next
flight could also be at the

Coral Gables would still
need to finalize the date

The election will be by
mail only, which means
Gables voters should

registration has a current
address on tile.
Gables voters will also
be asked to weigh in on
other issues, including
whether to contract with
Miami -Dade County or a
private firm to provide
inspector general serv-
ices. Inspector general
offices have the power to
conduct independent
internal audits and in-
vestigations. In May,
commissioners initially
approved Lago's initia-
tive to put this question
to voters during a special
election on Nov. 3, 2026.

partisan politics to "over-
shadow local voices."
Commissioner Ariel
Fernandez was absent for
Tuesday's vote. He previ-
ously voted in May
against changing election
dates.
After the vote, Castro
told the Miami Herald
she supports having a
ballot question on the
election date issue, de-
scribing Tuesday as a
"historic victory for the
residents of Coral Ga-
bles." During the meet-
ing, Castro disputed the
cost of holding a special
election. She wanted to
revert to the previously
scheduled April 2027
elections and then let
voters cast a ballot on
whether future elections
