Mr. City Clerk,
Pursuant to Section 2-33(l) of the Code of the City of Miami, Florida, as amended, I am calling for a Special City
Commission Meeting on Friday, September 5, 2025, at 10:00 A.M. at Miami City Hall (see attached memo dated
August 30, 2025).
The purpose of the special meeting will be to consider and take any and all actions necessary for the following
matters:
1. Considering, preparing, and approving a ballot question to submit to the electorate for majority approval of
an operating and management agreement for the Miami Marine Stadium and Flex Park to Global Spectrum
L.P., a foreign limited partnership, by special election in accordance with Section 3(f)(iii) of the Charter of
the City of Miami, Florida, as amended.
2. Considering, preparing, and approving a proposed Charter amendment to submit to the electorate for
majority approval at a special election to change the General Municipal Election for the Mayor and City
Commissioners to be held on even -numbered years concurrent with any statewide or countywide election,
to adjust the corresponding terms of office of current and future Elected Officials to coincide with the
election date change; and to adjust any other provisions of the City Charter and/or City Code relating to
General Municipal Elections for the Mayor and City Commissioners as may be necessary.
No business shall be conducted, or a vote taken at a special City Commission meeting on business other than
the subject(s) for which the special meeting is called unless the City Commission by a majority vote deems such
resolution or ordinance to be of an emergency nature and such resolution or ordinance has been reviewed by the
Office of Management and Budget for any fiscal impact.
I respectfully request that your office provide the required notice to the members of the City Commission, City
Manager, City Attorney, and the public.
