Background of Item: The Omni CRA is tasked with reducing slum and blight within its boundaries. The Omni CRA owns the property located at 1401 North Miami Avenue ("Property"). Consistent with the objectives of the 2019 Omni Redevelopment Plan ("Plan") including the encouragement of economic and business development, the Omni CRA is renovating the Property. The Property is under construction to become a food court with a Firehouse restaurant. A grease trap must be installed for construction to be completed ("Construction Project"). The CRA also desires to enter into an agreement with the City to have the City's Office of Capital Improvements assist with managing and overseeing all phases of the Construction Project. The Omni CRA has allocated an amount not to exceed Three Hundred Twenty Thousand Seven Hundred Dollars ($320,700.00) to the City for the costs associated with the Construction Project. Completion of the Construction Project will result in accomplishing the objective of reducing slum and blight and attracting business development within the CRA boundaries, which are among the stated goals of the Plan. WHEREAS, the City of Miami ("City") is responsible for capital improvements throughout the City; and WHEREAS, the Omni District Community Redevelopment Agency ("OMNI CRA") is a community redevelopment agency with a redevelopment area ("Area"), located within the City; and WHEREAS, the 2019 OMNI CRA Redevelopment Plan ("Plan") provides that one of the most important activities the OMNI CRA undertakes is the attraction of businesses to the Area and the OMNI CRA wishes to support this objective through funding and collaborative efforts with the City to renovate the property located at 1401 North Miami Avenue, Miami, Florida ("Property"), currently owned by the OMNI CRA; and WHEREAS, the Property is under construction to become a food court and is incomplete; and WHEREAS, the installation of a grease trap is necessary to complete construction at the Property; and WHEREAS, costs associated with construction at the Property includes management and oversight of the design, furnishing, and installation of the grease trap ("Project"); and WHEREAS, the scope of the Project at the Property is part of Office of Capital Improvements Project No. 40-6253106, consistent with the objectives of the Plan and includes the encouragement of economic and business development; and WHEREAS, on April 10, 2025, the OMNI CRA Board of Commissioners adopted Resolution No. CRA-R-25-0019, attached and incorporated as Exhibit "A," pursuant to Section 163.400, Florida Statutes, which authorized the allocation of funds in an amount not to exceed Three Hundred Twenty Thousand Seven Hundred Dollars ($320,700.00) ("Funds") to the City to underwrite the cost associated with the Project ("Purpose"), and enter into an agreement with the City in order to have the City's Office of Capital Improvements assist with managing and oversight of all phases of the Project; and WHEREAS, the City Commission wishes to accept said Funds to be used solely for costs associated with the Project; and WHEREAS, it is appropriate for the City to accept the Funds, and authorize the City Manager to negotiate and execute any and all necessary documents, including an agreement, and any amendments, extensions, renewals, and modifications thereto, all in a form acceptable to the City Attorney, with the OMNI CRA for the acceptance and administration of the Funds for the Project at the Property; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept, budget, allocate and appropriate the Funds to be utilized for the Project. Section 3. The City Manager is further authorized' to negotiate and execute an agreement, including amendments, renewals, extensions, and modifications thereto, all in a form acceptable to the City Attorney, with the OMNI CRA for the acceptance and administration of the Funds for said Purpose. Section 4.
