A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING AND
AUTHORIZING THE CITY MANAGER TO ESTABLISH A NEW SPECIAL
REVENUE ACCOUNT TITLED "DORSEY PARK IMPROVEMENT AND
RESTORATION PROJECT"; ACCEPTING, BUDGETING, APPROPRIATING
AND ALLOCATING FUNDS FROM THE OMNI REDEVELOPMENT DISTRICT
COMMUNITY REDEVELOPMENT AGENCY ("OMNI CRA") IN AN AMOUNT
NOT TO EXCEED TWO HUNDRED SEVENTEEN THOUSAND FIVE
HUNDRED AND 00/100 DOLLARS ($217,500.00) ("FUNDS"), TO BE USED
EXCLUSIVELY FOR IMPROVEMENTS AND RESTORATION AT DORSEY
PARK LOCATED AT 1701 NORTH WEST 1ST AVENUE MIAMI FLORIDA,
WITHIN THE CITY'S DISTRICT FIVE AND THE OMNI CRA'S
REDEVELOPMENT AREA, CONSISTENT WITH THE 2019 REDEVELOPMENT
PLAN OF THE OMNI CRA; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE OMNI CRA
TO EFFECTUATE THE ACCEPTANCE AND ADMINISTRATION OF SAID
FUNDS; PROVIDING FOR THE INCORPORATION OF THE RECITALS AND
AN EFFECTIVE DATE.

WHEREAS, the City of Miami ("City") is the fee simple owner of Dorsey Park, located at
1701 North West 1st Avenue Miami, Florida, and is home of the Negro Leagues mural originally
dedicated in 2015 and co -created by local youth, artists, and community partners and has
become a treasured cultural landmark; and
WHEREAS, a recent defacement incident of the mural has deeply impacted the
community, underscoring the urgent need for cultural restoration, healing, and community -led
renewal; and
WHEREAS, in response to the senseless act and in a show of solidarity and resilience,
the Omni Redevelopment District Community Redevelopment Agency ("OMNI CRA") in
collaboration with the City's District Five Office, have committed to work together to restore and
revitalize the beauty and symbolism of Dorsey Park; and
WHEREAS, consistent with the OMNI CRA's 2019 Redevelopment Plan, the Board of
Commissioners of the OMNI CRA adopted Resolution No. CRA-R-25-0042 on July 24, 2025,
which authorized the allocation of an amount not to exceed Two Hundred Seventeen Thousand
Five Hundred and 00/100 Dollars ($217,500.00) ("Park Fund Contribution") to the City for
improvements and restoration to the mural ("Project") at Dorsey Park; and

WHEREAS, the OMNI CRA is committed to preserving history and culture, and
improving the quality of life for those who reside in, visit, work in, or spend time within its
neighborhoods; and
WHEREAS, the City Commission finds it appropriate and in the best interest of the City
to accept the allocation from the OMNI CRA and to create and establish a Special Revenue
Account titled "Dorsey Park Improvement And Restoration Project" ("Special Revenue Account")
as well as appropriate and allocate the Two Hundred Seventeen Thousand Five Hundred and
00/100 Dollars ($217,500.00) Park Fund Contribution to the Special Revenue Account to be
used exclusively for the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed and authorized' to establish the following new
Special Revenue Account and resources shall be accepted, allocated, and appropriated as
described below:
FUND TITLE: DORSEY PARK IMPROVEMENT
AND RESTORATION PROJECT
RESOURCES: OMNI CRA
APPROPRIATIONS:
$217,500.00
$217,500.00
Section 3. The Park Fund Contribution shall be used exclusively for the Project.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
