City of Miami Legislation Resolution Enactment Number: R-25-0308 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 17858 Final Action Date:7/24/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT FROM THE DOWNTOWN DEVELOPMENT AUTHORITY OF MIAMI ("MIAMI DDA"), IN AN AMOUNT NOT TO EXCEED $150,000.00, TO THE CITY OF MIAMI TO UNDERWRITE COSTS ASSOCIATED WITH THE PURCHASE, INSTALLATION, OPERATION, MAINTENANCE, AND ALL RELATED EXPENSES OF THE DRONE FIRST RESPONDER PROGRAM ("DFR PROGRAM") WITHIN THE MIAMI DDA BOUNDARIES; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT AND ANY AND ALL OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which includes the boundaries of the Downtown Development Authority of Miami ("Miami DDA"); and WHEREAS, the Miami Police Department ("MPD") presented the Miami DDA with an operational plan for the Drone First Responder Program ("DFR Program") to provide aerial intelligence and assistance to law enforcement agencies and optimizing resource deployment; and WHEREAS, the DFR Program is the first drone first responder deployment in the City and it will be dedicated for law enforcement services within the boundaries of the Miami DDA; and WHEREAS, the City, by and through the MPD, will utilize the subject grant funds to administer the DFR Program to rapidly respond to calls for service, which hopefully leads to safer and more effective emergency responses; and WHEREAS, the Miami DDA Board approved the grant funds to be disbursed on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation of expenses; and WHEREAS, no match is required of the City; and WHEREAS, the City Commission wishes to accept the grant funds for the costs associated with the DFR Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept the grant funds from the Miami DDA, in an amount not to exceed $150,000.00, to underwrite costs associated with the purchase, installation, operation, maintenance, and all related costs of the DFR Program within the Miami DDA area, is authorized.' Section 3. The City Manager is further authorized' to execute any and all necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
