Foundation
The City of Miami ("City") created the Miami For Everyone ("MFE") Program to assist communities facing
the long-term complications resulting from declared emergencies and to address the specific needs of the
most vulnerable residents and businesses, through a strategy of focusing the provision of support towards
priority areas of need that will further stabilize economic conditions within City Districts.
Centro Mater Foundation, Inc. ("Centro Mater"), is a not -for -profit founded in 1968 by Sister Margarita
Miranda Otero to support the educational and developmental needs of newly arrived Cuban families in
Miami. It began as a volunteer led initiative offering daycare, after school, and out of school programs to
assist working migrant families. The organization has grown to serve over 575 low-income children daily
from all over Latin America. This award winning program has stood as a beacon of hope in the heart of
District 3 for over 57 years. (Sunbiz.org, attached as Exhibit "A").
The organization proposes to construct and complete a new state-of-the-art early childcare facility at the
Centro Mater owned property located at 411 SW 4th Street. The 2-story facility will include several
classrooms, indoor playground, multi -purpose room, therapy/counseling rooms, dining lounge, elevator,
and storage area. The new childcare facility to serve 48 low-income children ages 6 weeks to 3 years old.
Quality early childhood care from birth to age 3 is critical for this population as it supports healthy brain
development during the most formative years of life. It lays the foundation for future learning, emotional
regulation, proper nutrition, and social skills, helping to close the achievement gaps before the children start
preschool.
The organization has submitted a completed MFE Application to the Office of Management and Budget
along with a statement of need, proposed budget, and scope of services. (attached as Exhibit "B").
Centro Mater has requested MFE funds in the amount of Five Million and 00/100 Dollars ($5,000,000.00).
The funds will be used for construction costs of the above -described project. Exhibit B contains a detailed
schedule of values for your review.
RECOMMENDATION
The City's District 3 Commissioner ("Commissioner") has reviewed the MFE Application attached and
wishes to provide grant funds from the Commissioner's share of MFE funding in an amount not to exceed
Five Millon and 00/100 Dollars ($5,000,000.00) on a lump sum basis to Centro Mater Foundation, Inc.
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances,
as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding
of the same to the City Commission for ratification by a fourth -fifths vote is respectfully requested.

Program Guidelines
Background:
On April 13th 2023, the Miami City Commission approved Resolution No. R-23-0178 establishing the
Miami For Everyone ("MFE") program. The following Miami For Everyone guidelines were adopted in
said Resolution R-23-0178, to ensure the accountability and utilization of the program funds meets the
intent of the MFE Program. Funding for the MFE Program will be allocated by the City Commission.
Purpose:
The purpose of the Miami For Everyone program is to assist communities facing the long-term
complications resulting from declared emergencies and to address the specific needs of the most
vulnerable residents and businesses, through a strategy of focusing the provision of support towards
priority areas of need that will further stabilize economic conditions within City District(s). The City of
Miami created the Miami For Everyone program to address the needs of the most vulnerable residents
who continue to experience hardships due to a declared emergency (pandemic, natural disaster, etc.).
Miami For Everyone focuses on projects and programs providing services directly benefitting City of
Miami residents in the following priority areas:
• Affordable Housing'
• Mortgage Replacement Program2
• Educational Programs for children, youth and adults
• Elderly meals, direct financial assistance, transportation, recreational and health/wellness related
activities
• Direct financial assistance, food assistance (gift card programs, voucher programs)
• At -risk youth or youth summer job programs
• Transportation services and programs
• Job development, retention and training programs
• Homeless Services
• Food Distribution programs
• Necessary climate and resiliency improvements in compliance with program purpose and
guidelines
• Essential supplies, during a State of Emergency, natural disaster, or economic
crisis.
• Necessary infrastructure improvements in compliance with program purpose and guidelines
The expenditure of Miami For Everyone funds allocated under this Initiative shall only be expended to
benefit the interest of disadvantaged residents of the City of Miami.
1 All Affordable Housing projects shall be managed by the City of Miami's Department of Housing and Community Development
("HCD") and subject to compliance with HCD's applicable rules, guidelines, processes, and procedures, including but not limited
to, relevant funding agreements.

Eligible Entities and Organizations:
Miami For Everyone fund recipients must be an active and registered State of Florida entity:
(1) For Profit3; (2) Not -for profit organizations {501(3)(c)}; (3) Governmental units; (4) Educational
and academic institutions; (5) City of Miami departments, Offices of City Elected Officials, agencies,
or boards; (6) Eligible City Residents who have applied and met all requirements of the Miami For
Everyone Mortgage Replacement Program4.
Additional Program Guidelines and Requirements
• Any organization considered for or selected to receive Miami For Everyone funds must comply
with any and all local, state and federal laws, rules, regulations, or guidelines associated with the
programs funded, and such allocations may be revoked at the sole discretion of the City
Commission.
• Organization must complete a Miami For Everyone funding request form.
• MFE programs are subject to funding availability.
• MFE fund recipients will use funds for a program or initiative that reaches a significant number of
individuals and/or significantly mitigates the impacts of a declared emergency.
• Recipients will be required to enter into a grant agreement with the City of Miami prior to any
funding being disbursed. Said agreement shall include program/activity information and
language regarding:
o Resolution stating who is authorized to execute agreement with City of Miami
o Scope of Services including but not limited to number of residents being served, City of
Miami District/Location where services are being provided, program focus/priority area,
frequency of service, performance measures and any other performance metric deemed
relevant to the program priority area
o Budget detailing how funding will be utilized to provided services to City/District residents
as described in the Scope of Services
o Invoicing for activities and services provided and residents assisted or served
o Conflict of Interest
o Insurance as required by the City of Miami, which said requirements may be amended by
the City's Department of Risk Management ("Risk") and approved by Risk, which may be
withheld in the City's sole discretion.
o Any other material terms deem applicable to ensure appropriate use of public funds
• If an agreement is not executed in six (6) months from the date of Commission approval, the
recipient will be recommended for de -obligation.
• Unless otherwise approved or extended by City Commission, the agreement term will end a year
following contract execution.
• Recipients will be required to complete an end of program close-out report certifying the services
provided, performance metrics, location of services, timeline for the provision of MFE related
services and a narrative of the overall accomplishments of the program. The City, from time to

time, may conduct on -site monitoring and/or audits of the MFE funded program/activity/service.
• Funds cannot be used to pay expenditures such as:
o Lobbying Activities
o Traveling for non -program participants
o Meals for non -program participants
o Defense and prosecution of criminal and civil proceedings
o Donations or fund raising activities
o Individual or Personal expenses
o Pay same expense charged to other funding source (e.g. CDBG funds)
o Sponsorship of events and activities
o Any other expenditures deemed ineligible by the City of Miami
Organizations that discriminate based on race, color, sex, religion, national origin, age or
disability
will not be recommended for funding. Administrative/Indirect expenses cannot exceed 1O% of the
budget allocation.
• These guidelines are further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City
Code provisions.
• The attached Funding Request Form (pages 1-6) must be completed in its entirety by the applicant. The
completed form must besubmitted to the Office of Management and Budget before the entity may
added to the Commission Agenda for approval.

Designed to address substandard and dilapidated housing units that
qualify for assistance under the City of Miami's Single Family
Replacement Home Program.

In the case of a sale or transfer or if the property ceases to be occupied
as primary residence, the borrower will be required to repay 100% of
the original principal amount given as assistance.

Statement of Need for the population to be served:
East Little Havana is a densely populated (over 26,000 people per square mile) and predominantly
Hispanic neighborhood where over 73% of children live below the federal poverty line —among the
highest childhood poverty rates in the U.S. Families in the area earn a median household income of
approximately $38,500 (compared to $48,800 citywide), and nearly 50% are single -mother households —
many with limited English proficiency and education. Housing is largely rental -based (80-85%), with
median rents around $1,050-1,300 per month. In this context, the new Centro Mater facility will provide
vital stability and early learning for infants and toddlers, allowing parents to work, reducing stress on
single -parent households, and laying a stronger foundation for children entering a poverty-stricken
environment. It will also serve as a community hub, offering support services that address key barriers
like health, nutrition, language, and emotional development —components essential for long-term
community uplift in East Little Havana.
Expected Outcomes and Performance Measures for the New Centro Mater Facility
1. Small Group Sizes and Qualified Staff
Centro Mater will maintain small group sizes —no more than eight infants or toddlers per classroom —
with low adult -to -child ratios. All staff will be trained in early childhood development and responsive
caregiving.
Performance Measure: Staff credentials will meet or exceed early childhood certification requirements.
Ratios and group sizes will be monitored monthly for compliance and quality.
2. Full -Day, Full -Year Services
The new facility will provide care for a minimum of 10 hours per day, five days a week, year-round, to
meet the needs of working families.
Performance Measure: Daily attendance will be tracked and family satisfaction with hours of care will be
assessed through regular surveys.
3. Comprehensive Family Support Services
Families will have access to developmental screenings, health and nutrition assessments, mental health
support, and family goal -setting services.
Performance Measure: At least 90% of children will complete screenings within 45 days. Family service
plans will be created and reviewed quarterly.
4. Individualized Developmental Support
Every child will receive a developmental and behavioral screening upon enrollment, with personalized
learning plans tailored to their needs.
Performance Measure: Child development progress will be assessed three times per year using research -
based tools.
5. Research -Based Curriculum and Family Engagement
The new center will implement a research -based curriculum aligned with early learning goals, while
actively engaging families in their child's education.
Performance Measure: 100% of classrooms will follow curriculum guidelines, and all families will
participate in at least two conferences or home visits annually.
6. Continuous Quality Improvement
Centro Mater will use community input and data to guide planning, assess performance, and improve
services.
Performance Measure: Annual program reviews, including audits and evaluations, will inform
improvement plans and help maintain excellence in service delivery.
