Purpose of Item:
AUTHORIZING THE TRANSFER OF UNALLOCATED COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM INCOME ("CDBG PI") FUNDS FROM PREVIOUS YEARS
IN THE AMOUNT OF $130,563.62 FROM THE DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT ("HDC") TO THE DEPARTMENT OF PARKS AND
RECREATION ("PARK DEPARTMENT") TO BE UTILIZED FOR CDBG ELIGIBLE
PARK IMPROVEMENTS ACTIVITIES AT RUBEN DARIO PARK IN DISTRICT 3, AS
DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND
MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
SUBJECT TO ALL FEDERAL, STATE AND LOCAL LAW, AS MAY BE NECESSARY
TO IMPLEMENT THE ALLOCATION OF SAID FUNDS.
Background of Item:
There is an unallocated of CDBG PI funds from previous years, that must be reallocated
to the Department of Parks and Recreation ("Parks Department") to be utilized for
eligible park improvements activities.
The district 3 Commissioner desires to transfer the unallocated CDBG PI funds from
previous years in the amount of $130,563.62 to the Parks Department to be utilized to
Ruben Dario Park.
The City's Administration recommends the transfer of the unallocated CDBG PI funds
from previous years in the amount of $130,563.62 from HCD to the Parks Department
to be utilized for park improvements activities to Ruben Dario Park, as described in
Exhibit "A," attached and incorporated.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF UNALLOCATED COMMUNITY DEVELOPMENT
BLOCK GRANT ("CDBG") PROGRAM INCOME FUNDS FROM PREVIOUS YEARS IN
THE AMOUNT OF $130,563.62 FROM THE DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT ("HCD") TO THE DEPARTMENT OF PARKS AND
RECREATION ("PARKS DEPARTMENT") TO BE UTILIZED FOR CDBG ELIGIBLE
PARK IMPROVEMENTS FOR RUBEN DARIO PARK IN DISTRICT 3, AS SPECIFIED
IN EXHIBIT "A," ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS,
ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, there are unallocated Community Development Block Grant ("CDBG")
program income funds from previous years, that need to be reallocated to the Department of
Parks and Recreation ("Parks Department") to be utilized for CDBG eligible park improvements
activities; and
WHEREAS, the District 3 Commissioner desires to transfer the unallocated CDBG
program income funds from previous years in the amount of $130,563.62 to the Parks
Department to be utilized for eligible park improvements to Ruben Dario Park; and
WHEREAS, the City's Administration recommends the transfer of the unallocated CDBG
program income funds from previous years in the amount of $130,563.62 from the Department
of Housing and Community Development ("HCD") to the Department of Parks and Recreation
("Parks Department") to be utilized for CDBG eligible park improvements for Ruben Dario Park
in District 3, as specified in Exhibit "A," attached and incorporated.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of unallocated CDBG program income funds from previous years
in the amount of $130,563.62 from HCD to the Parks Department to be utilized for CDBG
eligible park improvements for Ruben Dario Park in District 3, is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
documents, including extensions, amendments, and modifications, all in a form acceptable to
the City Attorney, as may be necessary to implement the transfer of said funds.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
