HomeMy WebLinkAboutR-25-0294City of Miami Resolution R-25-0294 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 17828 Final Action Date: 7/24/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE ACCEPTANCE OF STATE HOUSING INITIATIVES PARTNERSHIP ("SHIP") FUNDS, IN THE AMOUNT OF $2,083,953.00 FOR FISCAL YEAR 2025-2026, FOR THE STRATEGIES UNDER THE CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN ("LHAP"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS INCLUDING EXTENSIONS, AMENDMENTS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, in July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act ("Sadowski Act") which provides for the allocation of a portion of new and existing documentary stamp taxes, which are paid on the transfer of real estate, to local governments for the development and maintenance of affordable housing; and WHEREAS, the Sadowski Act provided a dedicated revenue source for affordable housing and it has created the Florida State Housing Initiative Partnership ("SHIP") program; and WHEREAS, pursuant to Resolution No. R-25-0290, on July 24, 2025, the Miami City Commission approved the City of Miami's ("City") Local Housing Assistance Plan ("LHAP") for the period of July 1, 2025, through June 30, 2028, allowing the City's continued participation in the SHIP program; and WHEREAS, on June 18, 2025, the City was notified by Florida Housing Finance Corporation of a distribution of SHIP funds to the City in the total amount of $2,083,953.00 for State Fiscal Year ("FY") 2025-2026; and WHEREAS, the City's Administration recommends the acceptance of SHIP funds in the amount of $2,083,953.00 for FY 2025-2026 for the strategies under the current SHIP LHAP; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of SHIP funds, in the total amount of $2,083,953.00 for FY 2025-2026, for the strategies under the current SHIP LHAP, is authorized.' The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, extensions, and modifications, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: g III, C y ttor ey 8/7/2025 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
