AUTHORIZING THE ACCEPTANCE OF ADDITIONAL HOME INVESTMENT
PARTNERSHIP-AMERICAN RESCUE PLAN ("HOME -ARP") FUNDS IN THE AMOUNT
OF $19,032.00 FROM THE UNITED STATE DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT'S ("HUD"), AS SPECIFIED IN EXHIBIT "A;" AND A
SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN OF FISCAL YEAR
2021-2022,TO REFLECT THE CORRECT AMOUNT OF "HOME -ARP" LEGALLY
ENTITLED TO THE CITY OF MIAMI ("CITY"), AS MORE PARTICULARLY SPECIFIED
IN EXHIBIT "B"; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL DOCUMENTS INCLUDING AMENDMENTS,
RENEWALS, EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, AS MAY BE NECESSARY FOR SAID PURPOSE,
SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE
USE OF SUCH FUNDS FOR SAID PURPOSE.
Background of Item:
On June 24, 2021, pursuant to Resolution No. R-21-0261 the Miami City Commission
approved an allocation of special grant from the United States Department of Housing
and Urban Development ("HUD"), of HOME -ARP in the total amount of 12,720,427.00
to provide homeless assistance and supportive services for eligible households
experiencing the greatest risk of housing instabilityMay 14, 2025, the U.S. Department
of Housing and Urban Development ("HUD") announced the final Community Planning
and Development Program Formula Allocations for Fiscal Year ("FY") 2025-2026 as
well as the amount of Community Development Block Grant ("CDBG") funds for
disbursement to the City of Miami ("City").
On April 30, 2025, "HUD" notified the ("City") that there was an inadvertent
administrative error in the allocation of HOME -ARP resulting in less funds to the City
that it was legally entitled.
Pursuant to Resolution No. 21-0310, adopted on July 22, 2021, the Miami City
Commission approved the City of Miami's ("City") Annual Action Plan for Fiscal Year
2021-2022 ("Annual Action Plan").
There is a need to incorporate a substantial amendment to the Annual Action Plan of
FY2021-2022 to reflect the additional funds in the HOME -ARP Allocation Plan.
The additional funds of $19,032.00 received must be accepted to show the grand total
of HOME -ARP legally entitled to the City, appropriated under Section 3205 of the
American Rescue Plan Act of Fiscal Year 2021.
The City's Administration recommends the acceptance of additional HOME Investment
Partnership -American Rescue Plan ("HOME -ARP") funds in the amount of $19,032.00
from the Department of Housing and Urban Development's ("HUD") and to incorporate
a substantial amendment to the Annual Action Plan of Fiscal Year 2021-2022, to show
the correct amount of HOME -ARP legally entitled to the City of Miami.

2022 which was developed based on the funds that had been received at the time; and
WHEREAS, on April 30, 2025, HUD notified the City of Miami ("City") that there was an
inadvertent administrative error in the allocation of HOME -ARP funds resulting in less funds to
the City that it was legally entitled to; and
WHEREAS, there is a need to incorporate a substantial amendment to the Annual
Action Plan of FY 2021-2022 to reflect the additional HOME -ARP funds received in the amount
of $19,032.00; and
WHEREAS, the City's Administration recommends the acceptance of the HOME -ARP
funds in the amount of $19,032.00 from HUD, and to approve a substantial amendment to the
Annual Action Plan of Fiscal Year 2021-2022, to accurately reflect the amount of HOME -ARP
funds the City is legally entitled to receive, as specified in Exhibit "A," attached and
incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of the HOME -ARP funds in the amount of $19,032.00 from
HUD, is authorized.'
Section 3. The substantial amendment to the Annual Action Plan of Fiscal Year 2021-
2022, to accurately reflect the amount of HOME -ARP funds the City is legally entitled to receive,
as specified in Exhibit "A," attached and incorporated, is authorized. 1
Section 4. The City Manager is authorized2 to negotiate and execute any and all
documents including amendments, renewals, extensions, and modifications, all in a form
acceptable to the City Attorney, as may be necessary to implement the acceptance of said
funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.3
