Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ALLOCATING COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS IN
THE AMOUNT OF $5,026,283.00 FOR FISCAL YEAR 2025-2026, AND ADDITIONAL
AMOUNT OF $7,258.16 FROM PRIOR YEAR CDBG PROGRAM INCOME FOR THE
TOTAL AMOUNT OF $5,033,541.16 TO THE CATEGORY(S)/DEPARTMENT(S), AS
SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, BEGINNING
OCTOBER 1, 2025; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS INCLUDING
EXTENSIONS, AMENDMENTS, AND MODIFICATIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO
IMPLEMENT THE ALLOCATION OF SAID FUNDS.
Background of Item:
On May 14, 2025, the U.S. Department of Housing and Urban Development ("HUD")
announced the final Community Planning and Development Program Formula
Allocations for Fiscal Year ("FY") 2025-2026 as well as the amount of Community
Development Block Grant ("CDBG") funds for disbursement to the City of Miami ("City").
Pursuant to Resolution No.25- , adopted July 24, 2025, the Miami City
Commission accepted grant from HUD in the total amount of $22,283,189.04 which
included and the amount of $5,026,283.00 for CDBG program.
There is an unexpended amount of $7,258.16 from prior year CDBG Program Income
that needs to be reallocated.
The City's Administration recommends the allocation of CDBG funds, in the amount of
$5,026,283.00 for FY 2025-2026, and additional amount of $7,258.16 from prior year
CDBG Program Income, for the total amount of $5,033,541.16 to the
category(s)/department(s) as specified in Exhibit "A," attached, and incorporated, for
Public Service activities beginning October 1, 2025.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),

THE AMOUNT OF $5,026,283.00 FOR FISCAL YEAR 2025-2026, AND AN
ADDITIONAL AMOUNT OF $7,258.16 FROM PRIOR YEAR'S UNALLOCATED CDBG
PROGRAM INCOME FOR THE TOTAL AMOUNT OF $5,033,541.16 TO THE
CATEGORY(S)/DEPARTMENT(S), AS SPECIFIED IN EXHIBIT "A," ATTACHED AND
INCORPORATED, BEGINNING OCTOBER 1, 2025; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS INCLUDING EXTENSIONS, AMENDMENTS, AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on May 14, 2025, the U.S. Department of Housing and Urban Development

WHEREAS, pursuant to Resolution No. R-25-0283, adopted July 24, 2025, the Miami
City Commission accepted a grant from HUD in the total amount of $22,283,189.04 which
included an amount of $5,026,283.00 for CDBG program; and
WHEREAS, there is an unexpended amount of $7,258.16 from prior year's CDBG
Program Income specifically earmarked for public services that needs to be reallocated; and
WHEREAS, the City's Administration recommends the allocation of CDBG funds, in the
amount of $5,026,283.00 for FY 2025-2026, and the additional amount of $7,258.16 from prior
year's unallocated CDBG Program Income, for the total amount of $5,033,541.16 to the
category(s)/department(s), as specified in Exhibit "A," attached and incorporated beginning
October 1, 2025;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of CDBG funds, in the amount of $5,026,283.00 for FY 2025-
2026, and additional amount of $7,258.16 from prior year's unallocated CDBG Program Income,
for the total amount of $5,033,541.16 to the category(s)/department(s), as specified in Exhibit
"A," attached, and incorporated, beginning October 1, 2025, is authorized.'
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
