The Director of Planning and Programs oversees: • Community Planning: Coordinate all aspects of urban planning needs during project pre -development phase, overall site planning and programming with integration of open space, office and program space, community and cultural facilities. The department also provides technical assistance and staffing to low-income tenant associations, community organizations and the local Community Board. • Facilities Management: Maintain the day-to-day operation of CHDC's cultural and not -for -profit buildings, community spaces and public open space as well as support the needs of retail tenants in CHDC's Affordable Housing portfolio. Specific services include marketing and rental of public spaces, leasing and lease negotiations, asset management, inspections, compliance and legal actions, maintenance, improvements and furniture/equipment management. • External Affairs: Responsible for the development and coordination of all community projects and partnerships, external communications, activities and events for CHDC supportive housing tenants, staff and the broader community. Key functions include facilitation of relationships between neighborhood residents, businesses, and organizations, local elected officials, and a range of community stakeholders to effect social change and to improve local quality of life. VILLAGE ALLIANCE, New York, NY 2011 to April 2022 Executive Director Managed all aspects of Greenwich Village's Business Improvement District, a community -based organization whose mission is to improve and program the neighborhood public realm through economic development initiatives, supplemental street maintenance, sanitation, public safety/hospitality and beautification services. Supervised a staff of 20 and budget of $1.6M with a focus on enriching the district through placemaking, community events, promotions and tourism programs. Highlights/Accomplishments • Created strategic plan to double budget, staff and programs within the first three years of leadership; led comprehensive overhaul of the organization's brand, community outreach and digital communication strategy. • Guided planning, design and construction of $17 million Astor Place/Cooper Square renovation, adding four new landscaped public plazas to the neighborhood. Developed programming, maintenance and revenue strategy that balanced the operating budget within two years of opening. • Implemented a digital management system to track maintenance of the organization's facilities and public assets, monitor street conditions and enhance service delivery. Improved organizational effectiveness by creating and tracking KPIs developed in conjunction with Board of Directors and community stakeholders. • Modernized Village Alliance bylaws and policies regarding financial procurement, human resources, conflicts of interest in order to ensure organizational integrity. Guided and implemented the organization's response to COVID-19. WILLIAM KELLEY Page 2 UNION SQUARE PARTNERSHIP, New York, NY 2008 - 2011 Director of Economic Development Guided strategic planning, capital projects, marketing and business advocacy for one of New York City's largest Business Improvement Districts. As a non -governmental entity charged with revitalizing the neighborhood and improving quality of life, it was imperative to leverage relationships built over many years with both public and private sectors to implement projects successfully. Highlights/Accomplishments • Managed $1 million annual capital maintenance budget and associated vendor operations. • Conceived and executed USP's streetscape aesthetics and public space improvement plan, including pedestrian and bicycle safety enhancements to major intersections in and around Union Square. • Implemented facade improvement grant program and "Go Green to Save Green" program to increase energy efficiency measures for 500 local storefront merchants. NEW YORK CITY ECONOMIC DEVELOPMENT CORP., New York, NY 2005 - 2008 Vice President, Development Directed multiple City agencies and consultant teams on priority public developments, with an emphasis on moving projects from planning into implementation. Position required skill in anticipating the critical path to construction, building relationships with regulatory agencies to expedite a smooth and timely approvals process, and effectively communicating with the public and other stakeholders. Highlights/Accomplishments • Development team leader for $150 million East River Esplanade, a 20-acre waterfront space with substantial recreational and commercial programming. Held primary responsibility for outreach, capital planning, securing public funds, zoning changes, environmental review, design and operations planning. • Coordinated city policy for redevelopment of the South Street Seaport into a 1.1 million sf retail, residential and cultural destination in conjunction with the area's two major leaseholders. • Formulated a development framework for the South Brooklyn waterfront to encourage new uses while preserving land for critical city industries, incentivizing green practices, and promoting sustainable movement of goods via the area's port and rail infrastructure. • Other development projects: • 140,000 sf hotel/spa, restaurant, public market and ferry terminal in lower Manhattan • 77,000 sf residential/cultural development in Harlem PREVIOUS EXPERIENCE LOWER MANHATTAN DEVELOPMENT CORP., New York, NY Director of Technical Services for World Trade Center (WTC) Master Plan and other lower Manhattan development initiatives. Held primary responsibility for procurement and vendor management in the fields of site planning, environmental review and testing, security design review, cost estimating and construction scheduling. Guided site historic preservation policy and development of sustainable design guidelines.
