Moratorium on Independent Feasibility an
Economic Impact Studies
Purpose:
The proposed Ordinance is a temporary moratorium on enforcement of Section 62-2.2, Independent
Feasibility and Economic Impact Studies, on certain applications for the period of twelve (12)
months. The moratorium on the enforcement of this provision will allow time for monitoring and
adjustment(s) to be identified.
Estimated Direct Economic Impact:
• The City of Miami acts as a pass -through between the Businesses and the City's qualified
pool of consultants who conduct the studies, as required by Section 62-2.2 of the City Code.
• No direct compliance cost is associated with the moratorium.
• For the duration of this moratorium, Businesses will be relieved of the costs associated with
the Independent Feasibility and Economic Impact Studies. The cost of studies has ranged
between $43,000.00 and $71,000.00.
• During this moratorium, there will be no administrative costs to the City or Businesses.
Estimated Number of Businesses to be Impacted:
We forecast that approximately 72 applications per year are impacted by this provision requiring
Independent Feasibility and Economic Impact Studies.
Additional Information:
Pursuant to Section 62-2.2, of the City Code, this provision applies to applications that exceed 200,000
square feet of gross floor area and require a development order or permit not conferred by -right.
