HomeMy WebLinkAboutStaff Report and Business Impact StatementPlanning Department Staff Report and Business Impact Statement T4 Missing Middle - argeted Interventions Purpose: These proposed initial targeted interventions introduce design flexibility and promote the development of housing within the T4 - General Urban Transect Zones. Amendments include a new Flexible Lot Coverage program, adjustments to the maximum Lot Area standards, updates to the roof elements design standards, amendments to the side and rear setbacks (except when abutting T3 - Sub -Urban Transect Zones), and modifications to the patrons' limitation within food service establishments. Estimated Direct Economic Impact: • The proposed amendments offer design flexibilities and efficiencies that promote the development of housing with the T4 Transect Zone and which may alleviate costs for new construction projects. • Modifications support food service establishments with the T4 Transect Zone by removing patron limit regulations, when such establishments are already regulated by Lot Area and Lot Coverage standards. • No direct additional municipality regulatory costs, revenues or fees. Routine reviewing of building permit applications and code compliance activities in respect of enforcing the Miami 21 Zoning Code apply to T4 projects. Estimated Number of Businesses to be Impacted: There are 7098 T4 Lots within the City that can benefit from these new provisions, this includes 1,983 T4-L Lots, 811 T4-0 Lots, and 4,304 T4-R Lots. Additional Information: Missing Middle housing types within the T4 Transect Zone provides additional housing options that contribute to the creation of compact, pedestrian -oriented communities in accordance with the Miami 21 Code Guiding Principles. This includes duplexes, fourplexes, cottage courts, and multiplexes, compatible in scale and form with adjacent detached single- family homes. Well -designed medium scale housing present an opportunity to contribute positively to the architectural character of T4 neighborhoods, create visual interest on the street, promote walkability and accommodate local retail, as appropriate.
