WHEREAS, the City of Miami ("City") was incorporated by the Florida Legislature in 1896 and operates pursuant to the Charter of the City of Miami, Florida, as amended ("Charter"); and WHEREAS, the Charter has been amended from time to time as the governance of the City has evolved; and WHEREAS, the City Commission believes it is in the public interest to establish the Office of Mayor as a full-time position, to fix the Mayor's annual salary at the same rate as that prescribed for United States (U.S.) Congressperson under 2 U.S.C. § 4501, as amended and renumbered from time to time, and to prohibit any outside employment by the Mayor; and WHEREAS, the City Commission desires to submit this proposed Charter amendment to the qualified electors at a Referendum Special Election to be held on November 4, 2025; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Attorney is directed to prepare an amendment to the Charter for submission to the electorate at the Referendum Special Election to be held on November 4, 2025, which, upon voter approval, will amend Section 4(g) to establish the Office of Mayor as a full-time position, amend Section 4(h) to fix the Mayor's annual salary to match the compensation for U.S. Congressperson under 2 U.S.C. § 4501, as amended and renumbered from time to time, and prohibit the Mayor from engaging in any outside employment effective on approval of the electorate.
