NOTICE OF CITY COMMISSION MEETING
A regularly scheduled meeting of the Miami City Commission will be held on Thursday, July 24,
2025, at 9:00 a.m. in the City Commission chambers located at Miami City Hall, 3500 Pan
American Drive, Miami, FL 33133.
The July 24, 2025 City Commission Meeting will be broadcast live for members of the public to
view on the City's website (www.miami.gov/tv), Facebook, X (formerly "Twitter"), YouTube,
Comcast Channel 77 (Comcast only for residents living in the City of Miami), and AT&T Channel
99 (AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this meeting can be
submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via
the online comment form will occur when the Chairperson closes public comment for the
meeting.
Public comment on agenda items to be heard at this meeting may also be provided live at City
Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and procedures as
the City may implement or amend. Public comment will begin at approximately 9:00 a.m.

Should any person desire to appeal any decision of the City Commission with respect to any
matter to be considered at this meeting, that person shall ensure that a verbatim record of the
proceedings is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a special City
Commission meeting will be automatically scheduled for the Tuesday immediately following the
cancelled meeting. In the event of one of the aforementioned circumstances, the special
meeting would be held on July 29, 2025, at 9:00 a.m. in the City Commission chambers located
at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the scheduled agenda
items from that cancelled meeting shall automatically be scheduled as an agenda item at the
special City Commission meeting. The City Clerk shall notify the public of the special meeting
that is to take place by placing a notice of the special City Commission meeting at the entrance
of City Hall and the City's main administrative building, placing a notice on the City's website,
and, if feasible, placing an ad in a newspaper of general circulation before the special meeting
on the immediately following Tuesday. There shall be no additional notice by publication
required for any such scheduled agenda item that is moved to the special City Commission
meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at
(305) 250-5361 (Voice) no later than three (3) business days prior to the proceeding. TTY users

EARLY CHILDCARE FACILITY AT THE CENTRO MATER OWNED PROPERTY
LOCATED AT 411 SW 4TH STREET ("PROJECT") WHICH WILL, UPON
COMPLETION, PROVIDE HIGH -QUALITY EARLY CHILDHOOD CARE FOR
FORTY-EIGHT (48) LOW-INCOME CHILDREN FROM THE COMMUNITY,
IMPROVING THE EDUCATIONAL SOCIAL, AND EMOTIONAL WELL-BEING
OF INFANTS AND TODDLERS WHO WOULD OTHERWISE LACK ACCESS OF
QUALITY CARE, SUBJECT TO ALL FEDERAL STATE, AND LOCAL LAWS THAT
REGULATE THE USE OF SUCH FUNDS FOR SAID PURPOSE; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND
ALL DOCUMENTS NECESSARY, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
All interested persons are invited to appear at the meeting and may be heard
with respect to the proposed resolution. Should any person desire to appeal
any decision of the City Commission with respect to any matter to be
considered at this meeting, that person shall ensure that a verbatim record of
the proceedings is made including all testimony and evidence upon which any
appeal may be based (F.S. 286.0105).

24, 2024, near the 2100
block of Northwest 284
Street.
The sheriffs office said
someone ran up to Wat-
son while he was in the
driveway of a family
home and shot him. The
gunman then ran away,
said BSO spokeswoman
Miranda Grossman.
Detectives investigat-
ing the case identified
three men —18-year-old
Ta'Nerine Hamilton,
22-year-old Khalil Elie
and 19-year-old Morris
King Jr. — as suspects in
Watson's death, Gross-
man said.
Hamilton was already
in custody on an Oct. 22,
2024, armed robbery and
aggravated battery arrest
when he was charged.
Detectives arrested Elie
on Monday and King on
Thursday.
All three, who live in
Lauderhill, face a count
of ftrst-degree murder.

Pursuant to Miami Ciy Code Section 2-33(0), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a special
City Commission meeting will be automatically scheduled for the Tuesday immediately
following the cancelled meeting. In the event of one of the aforementioned circumstances, the
special meeting would be hell on July 29, 2025, at 960 a.m. in the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133. All of the scheduled
agenda items from that cancelled meeting shall automatically be scheduled as an agenda item
at the special City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to take place by placing a
notice of the special City Commission meeting at the entrance of City Hall and the City's main
administrative building, placing a notice on the City's website, and, if feasible, placing an ad
in a newspaper of general circulation before the special meeting on the immediately following
Tuesday. There shall be no additional notice by publication required for any such scheduled
agenda item that is moved to the special City Commission meeting.

perseverance helped Sims
find inspiration.

able to express herself in
the same ways as others,

people with autism and
their families, because for

with disabilities are over-
looked or not given the

actors and actresses with

who plays Lily in "The
Voice Inside."
"The stories that the
Autism Theater Project
tells and the way it shows
the realness of being a
person on the spectrum
really moves me," Taylor

The show. which has
had its first three episodes
featured on South Florida
PBS and streaming on the
station's YouTube page,
aims to give audiences a
realistic look at people
who often aren't show-
cased in a three-dimen-
sional way.
It also helps to further
one of the many goals of
the organization.
Jeneissy Azcuy, vice
president for communi-
cations at South Florida
PBS, said that the show
lame to the station's at-
tention in a routine way —

anything but routine.
"'The Voice Inside' was
submitted to South Florida
PBS through ow submis-
sions process. At first, we
were mostly intrigued by
the concept: a dramatic
series show young people
dealing with being on the
autism spectrum — per-
formed, written and pro-
duced by, among others,
people on the autism spec-
trum," she said.
"As we found out more
about the series and saw
actual episodes, we were
very impressed by the
compelling nature of the
programs and the quality
of the production," Azcuy
said. "We heard it won top
awards at film festivals
and thought it would be
an excellent fit for the
South Florida PBS audi-
ence."

Voice Inside," which dis-
cusses grief, trauma and
growing up against the

"Oftentimes, people
with disabilities are over-
looked or not given the
same opportunities. How-
ever, this show has given
actors and actresses with
autism or who are neuro-
diverse a chance to be a
part of something ground-
breaking," said Kaylah
Taylor, a Miami actress
who plays Lily in "The
Voice Inside."
"The stories that the
Autism Theater Project
tells and the way it shows
the realness of being a
person on the spectrum
really moves me," Taylor
said.
The show, which has
had its first three episodes
featured on South Florida
PBS and streaming on the
station's YouTube page,
aims to give audiences a
realistic look at people
who often aren't show-
cased in a three-dimen-

onal way.

one of the many goals of
the organization.

The sheriff's office said

driveway of a family
home and shot him. The
gunman then ran away,

Detectives investigat-
ing the case identified
three men — 18-year-old
Ta'Narine Hamilton,
22-year-old Khalil Elie
and 19-year-old Morris
King IP. — as suspects in

special meeting would be held on July 29, 2025, at 9:00 a.m. in the City Commission chambers

perseverance helped Sims
find inspiration.
While her sister wasn't
able to express herself in
the same ways as others,
seeing her get through her

form Sims' future mission.
'That realization fuels
my mission to create posi-
tive, realistic portrayals of
people with autism and
their families, because for
many, these stories can be
a lifeline," Sims said.

In addition to live thea-
ter, the project has a new
television series, "The
Voice Inside," whichdis-
cusses grief, trauma and
growing up against the
odds.
"Oftentimes, people
with disabilities are over-
looked or not given the
same opportunities. How-
ever, this show has given
actors and actresses with
autism or who are neuro-
diverse a chance to be a
part of something ground-
breaking," said Kaylah
Taylor, a Miami actress
who plays Lily in "The
Voice Inside."
"The stories that the
Autism Theater Project
tells and the way it shows
the realness of being a
person on the spectrum
really moves me," Taylor
said.
The show, which has
had its first three episodes
featured on South Florida
PBS and streaming on the
station's YouTube page,
awns to give audiences a
realistic look at people
who often aren't show-
cased in a three-dimen-
sional way.
It also helps to further
one of the many goals of
the organization.
Ieneissy Azcuy, vice
president for communi-
cations at South Florida
PBS, said that the show
came to the station's at-
tention in a routine way —
but that the content was
anything but routine.
"'The Voice Inside' was
submitted to South Florida
PBS through our submis-
sions process. At first, we
were mostly intrigued by
the concept: a dramatic
series about young people
dealing with being on the
autism spectnun — per-
formed, written and pro-
duced by, among others,
people on the autism spec-
trum," she said.
"As we found out more
about the series and saw
actual episodes, we were
very impressed by the
compelling nature of the
programs and the quality
of the production," Azcuy
said. "We heard it won top
awards at film festivals
and thought it would be
an excellent fit for the

Relations Committee is

there's little else they can
do to block their nomi-
