HomeMy WebLinkAboutCRA-R-25-0037 BackupSEOPW CRA Public Art Activation and Beautification Grant Program PROGRAM OVERVIEW The Southeast Overtown/Park West Community Redevelopment Agency's (SEOPW CRA Public Art Activation and Beautification Grant Program will support culturally significant events and public art installations within the SEOPW CRA boundaries. This program is designed to enhance the Cultural and Entertainment District through creative activations that celebrate the area's rich history, promote educational initiatives, and/or highlight the SEOPW CRA's ongoing redevelopment efforts. In addition, these activations will promote active placemaking and encourage walkability. NON-TIF (TAX INCREMENT FINANCING) FUNDING SUPPORTS THIS PROGRAM, ENSURING COMMUNITY INVESTMENT WHILE PRESERVING TIF REVENUES FOR MAJOR REDEVELOPMENT PROJECTS. ELIGIBILITY Event Location: Events must occur within the SEOPW CRA boundaries, with prioritization for hosting in publicly owned spaces like parks or roads. Public Access: Events must be free and open to the public. Non-profit Organizations: Non-profit organizations are eligible to apply. Event Timing: Events can occur between September land December 31, 2025. Event Length: Events can be for up to 3 days (e.g., Friday -Sunday). Restricted Content: Events cannot promote tobacco, illegal drugs, gambling, or sexually oriented content. No Multiple Applications: Applicants cannot apply more than once every 60 days. Note: Alcohol, political activities, and staff salaries not directly related to event execution are not eligible. The event shall not involve or allow discrimination based on race, color, gender, age, religion, national origin, marital status, disability, gender identity, or sexual orientation SEOPW CRA Public Art Activation and Beautification Grant Program GRANT TIERS & FUNDING STRUCTURE TIER 1 — SMALL-SCALE EVENTS: MAXIMUM AWARD: $5,000 • Reimbursement: 50% matching grant • Eligible Activities: o Community workshops o Pop-up art activations o Educational small-scale exhibits TIER 2 — MID -SCALE EVENTS: MAXIMUM AWARD: $15,000 • Reimbursement: 50% matching grant • Eligible Activities: o Neighborhood -level cultural events o Multi -day educational programs o Heritage -based installations or performances with local impact TIER 3 — LARGE-SCALE EVENTS: MAXIMUM AWARD: $30,000 • Reimbursement: 50% matching grant • Eligible Activities: o Cultural showcases o Art fairs o Community -wide heritage events with broad public engagement NON-TIF (Tax Increment Financing) funding is used to support this program. SEOPW CRA Public Art Activation and Beautification Grant Program PROGRAM REQUIREMENTS Event or Activation Criteria: Must occur within the SEOPW CRA boundaries, including private venues with public access The event must include one of the following: • A strong educational or historical component tied to the culture and legacy of Overtown • Promotion of SEOPW CRA redevelopment efforts, milestones, or strategic goals (Integration of the SEOPW CRA Cultural and Entertainment District) Timeframe Flexibility: Events may last up to 21 consecutive days Matching Grant Structure: • This program operates under a 50% reimbursement model • All applicants must demonstrate the capacity to cover at least 50% of the eligible project costs Grant disbursement occurs post -event upon: • Submission and approval of a Post -Event Evaluation Report • Verification of expenditures and activities Eligible Uses of Grant Funds* (Each expense requires pre -approval by assigned project manager) • Event logistics and/or production (equipment rentals, staging, security, audiovisual, etc.) • Artist fees • Historical or educational materials and displays • Venue rental (only if substantial public access is documented) • Permit fees and city service costs related to the event *Cash transactions are not eligible for reimbursement Post -Event Reporting Requirements * All grantees must submit a Post -Event Evaluation Report within 90 days after the event concludes. This report must include: • Summary of event goals, outcomes, and attendance • Documentation of community impact and educational/historical relevance • Financial reconciliation, including all invoices and receipts NON-TIF (Tax Increment Financing) funding is used to support this program. SEOPW CRA Public Art Activation and Beautification Grant Program • At least five (5) high -resolution photos with signed photo release forms if necessary • At least three (3) Testimonials or feedback from attendees, vendors, or collaborators *Failure to submit the required report will result in forfeiture of grant funds. SEOPW CRA Public Art Activation and Beautification Grant Program APPLICATION & APPROVAL PROCESS Applications will be reviewed for: ❑ Cultural significance and alignment with SEOPW CRA goals ❑ Public accessibility ❑ Capacity of the applicant to successfully execute the project ❑ Financial readiness to meet the 50% match ❑ Clear incorporation of education, heritage, or redevelopment awareness Applications are accepted on a rolling basis, subject to funding availability. (Copies of receipts and invoices are required for processing.) ❑ The number of attendees (not counting the applicant's organization or community partners). ❑ All metrics requested regarding the Events Program Expense & Reporting Form ❑ Failure to provide the information listed above within three months of the event's completion or the deadline specified in the grant agreement may disqualify the applicant and the event from future grant funding under this program.
