CALL TO ORDER
Present: Chair King, Commissioner Gabela, Commissioner Pardo and Commissioner
Rosado
Absent: Vice Chair Carollo
On the 13th day of September 2025, the Board of Commissioners of the Midtown
Community Redevelopment Agency of the Ciry of Miami met in regular session at
Miami City Hall located at 3500 Pan American Drive, Miami, Florida. The meeting
was called to order by Chair King at 10:25 a.m., and was adjourned at 10:28 a.m.

18028 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN
COMMUNITY REDEVELOPMENT AGENCY ("CRA"), WITH
ATTACHMENT(S), ACCEPTING AND APPROVING THE PROPOSED 2026
BUDGET OF THE CRA, ATTACHED AND INCORPORATED AS EXHIBIT "A",
IN THE AMOUNT OF $15,776,289.00 FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026;
DIRECTING THE EXECUTIVE DIRECTOR TO TRANSMIT A COPY OF THE
BUDGET TO THE CITY OF MIAMI AND MIAMI-DADE COUNTY.

Chair King: Madam City Attorney, would you please briefly read the agenda item
Resolution 1?
Domini Gibbs-Sorey (Assistant City Attorney): Good morning, Madam Chair. Yes,
it's a resolution of the Board of Commissioners of the Midtown Community
Redevelopment Agency with attachments accepting and approving the proposed
2026 budget of the CRA (Community Redevelopment Agency) attached and
incorporated as Exhibit A in the amount of $15,776,289 for the fiscal year
commencing October 1, 2025 and ending in September 30 of 2026; directing the
Executive Director to transmit a copy of the budget to the City of Miami and Miami -
Dade County.
Chair King: Thank you. At this time, I will open the floor for public comment.
Anyone wishing to speak on behalf of this item, please come forward. Seeing none,
public comment period is now closed.

Board Member Gabela: What is Resolution 1? Because I didn't --

Board Member Gabela: -- I didn't get the memo.

Chair King: What the city attorney just read. The budget.
Board Member Gabela: Oh, okay.
Chair King: The budget.
Board Member Gabela: On the budget, but what are we voting on, Midtown?
Chair King: Yes, just Midtown.
Board Member Gabela: Okay. Well, before -- before we get to that, I just want to put
on the record --
Chair King: Well, I was going to open it for discussion. I just wanted the motion and
a second. Motion. I got a second?
Board Member Rosado: Second.
Chair King: Okay, now it's open for discussion. Commissioner Gabela.
Board Member Gabela: So what I wanted to say that I want to remind this body, I
want to remind people out there that there was an agreement reached when the
Allapattah CRA (Community Redevelopment Agency) was formed that I'm trying to
get that done with the County and the County is holding us up. I don't know for what
reason. I don't think there's any good reason, because other municipalities and
other districts have it, and they're benefiting from it. And meanwhile, my district is
not benefiting from it. It's a long time overdue. And this money was promised as a
passover to go to the City and then go into the Allapattah CRA. And I don't want any
funny business going on with that, because that's -- that was the agreement. So, I'm
reminding you kindly, Madam Chair -- Commissioner Rosado, you weren't here
when that was done -- and Commissioner Pardo, to please keep that in mind, and
please let there not be any, you know, funny business where somehow we wind up
going into those funds, you know, when we're not supposed to because it's
earmarked. Like I said, thank you very much. That's what I wanted to put on the
record.
Chair King: Any fiarther discussion? I have a motion and a second. All in favor?
The Board Members (Collectively): Aye.
Chair King: Motion carries unanimously. And at this time, the Midtown CRA
meeting is now closed. Thank you.
The meeting adjourned at 10:28 a.m.
