WHEREAS, the City Commissioners of the City of Mlami, Florida,
realizing the rapid growth of the oommerce of this port and the
great and immediate demand for larger dooks, deeper channel and
modern facilities for handling cargo, have prepared plans calling
for an el:penditure of several million dollars for the constreated
