That the Commission has ascertained and does hereby find and declare: A. That after due advertisement for bids contra were let prior to May 9, 1925, for the construction of oertain local improvements heretofore ordered by resolutions duly p- ed and thereafter on January 13, 1925 duly oonfirmed, each of said resolutions having declared the intention of the Commission to proceed under Section 56 of the cheater and the confirmation of such resolutions having been preceded by due notice of hearing and by filing by the City Reneger at proper times and places of plans and specifications of each improvement and an estimate of the oost thereof;11 B.
