On this 28th day of Deoember, 1925, the Commission of the City of Miami, Florida, met in regular session et the City Hell in said City. The meeting was called to order at 3:00 o'olook P. M. by Chairman E. C. Ronfh, and on roll oall the following members were present: E. C. Romfh, J. H. Gilmen, J. E. Lummus, J. I. Wilson, C. D. Leffler. ABSENT: None. APPROPRIA'i'ION TO RELIEVE FLOODED CONDITIONS The City Manager submitted a communication from the Director of Public Service re- questing an appropriation of Five Thousand (.5,000.) Dollars for the payment of bills. incurred to relieve the flooded condition in the Northwest Section due to the recent; heavy rain. The Communioation is as follows: Miami, Florida Deoember 23, 1925 Mr. F. H. Wharton City Manager Miami, Florida Dear Sir: In order to properly and promptly relieve the flooded con- dition in the Northwest section after the recent heavy rain, it was neoessary to inour an expense of approximately w5,000.00. Ne have one bill from the J. L. Kelley Construction Company amounting. to $3154.92, and another bill from John J. Quinn Company for 799.94, which cover the cost of rental of ditching machines and labor. We shall have another bill covering cost of damage to gas mains by the. ditching operations neoessary. We have not received this letter ' bill as yet. Will you kindly have Resolution passed authorizing payment of these bills. A RESOLUTION APPROPRIATING THE SUM OF 0000.00. FROM THE GENERAL FUND SURPLUS FOR THE PURPOSE SET FORTH HEREIN. BE IT RESOLVED BY THE 001111153I0N OF THE CITY OF MIAMI: That the sum of 5,000..00 be, and is hereby, appropriated from the General Fund Surplus for the payment of expenses incurred in relieving the flooded condition in the Northwest section due to the repent heavy rain. APPLICATION FOR :SPECIAL BUILDING PERMIT An application for building permit to install partitions in the third story of Ray's Stag Hotel on S.W. 1st Street was considered by the Commission. The :Director of Pub-. lie Service reported that permit had been denied by the Building Department because of the reeuletion not allowing sleeping quarters in a frame building higher than two stories. ACCEPTING DEDICATIONS IN NEV SUBDIVISIONS The Director of Public Service submitted plats of oertain new sabdiir.i:;ionc ,bearing; his approval, showing the dedication of certain portions of such subdivisions to the use of the public. Such dedications were accepted by the followin ordinances. On motion of Lr. Gilman, :seconded by Mr. Wilson, it wis resolved that the Charter requirement that all ordinances be react and adopted on two separate days, unless dispensed with by a four -fifths vote of the Commission, be dispensed with and that the ordinances accepting the dedications shown on the plats submitted by the Direc- tor of Public Service be given both readings at this. meeting. The City Manager approved the recommendation,". and a resolution cancelling the improvements set forth in the communication was in-; troduced by Lir. Leffler, who moved its adoption: ?PESO LU'T I0N NO. 2410. A RESOLUTION CANCELLING CERTAIN SIDETALK IM- PROVEMENTS ;SET FORTH HEREIN AND REMOVING THE PENDING LIENS AGAINST PROPERTY AFFECTED. WHEREAS, in view of the street widening program under way on S. W. tat and S. W. 2nd Streets, it is•deemed advisable to cancel oertain parts of sidewalk improvements in Districts Sk. 55 and Sk. 57, and removing pending liens now against property affected there- by. NOW, 'THEREFORE, BE IT RESOLVED BY THE OOILIIbbION OF THE CITY OF MIAMI: Section 1. That the following streets be eliminated from the Sidewalk Improvement No. 55 ordered by Resolution No. 1757, adopted Deoember 23rd, 1924: North side S.W. let Street, River Delve to 5th Avenue, Both sides S.W. Yours truly, (Signed) .IIILEIT COTTON Director of Public service The oommunioation from the Assistant Direotor of Public Welfare is as follow:I: Miami, Florida Deoember 15, 1925 Mr. Ernest Cotton Director Department of Public Welfare City Building Dear Sir: It has been my impression that when the budget for 1925 and 1926 was made up in July, that an appropriation of three thou- sand ($3,000.00) dollars was made available for the purchase of' laboratory equipment. Supposing this to be the ease, we proceeded, as you will reoall, to order equipment for the chemical unit in the amount of enclosed statement $2309.07. Upon receipt of this invoice I consulted with Lir. !griffin, Ohief Clerk of the Finance Department, who informs me that no anal) appropriation has been made available and that it will be neoessary to provide funds for the payment of this Indebtedness by way of Com- mission resolution. It is expected that other minor expenditures in this Bureau will have to be made during the remainder of the year and we there- fore will require the three thousand dollars ($3,000.00) originally intended for this unit. I am sure that you will agree with me that this chemical unit has proven an asset to our departmental activities and that you will arrange for the appropriation of three thousand (43,000.00) dol- lars at your oonvenienoe. The registration books will be open from 10:00 o'clock A.M. un- til 5:00 o'clock P.LI. on the 6th day of January, 1926, and each day thereafter (Sundays excepted) until and including the afternoon of the 30th day of January, 1925, for the purpose of registering those persons who are qualified to register for such election and who have not already registered. All persons who registered for the: special election held on the 2nd day of September, 1925, to vote upon the question whether the corporate limits of the City of Miami shall be extended, are deemed registered electors of the City and need not re- register for such election. CHANGE IN SPECIFICATIONS - SEWER CONTRACTS 45 Pc 49 The following communication addressed to the City Manager from the Director of Pub- lic Service, calling attention to the neoessity of increasing the size of sewers to be installed under City Contracts Sr. 45 and Sr. 49 was submitted by the City Liana- ger. "Wharton City I,ianager Miami, Florida Dear Sir: 0n account of the Freight Embargo, our Sewer Contractors have had groat difficulty in securing Permits for shipments of Sewer Pipe. However, the J. J. Quinn Company, who have City Contracts Sr. 45 and Sr. 49, were able to secure Permit for e train load of Sewer Pipe of the sizes required in these contracts, but the shippers were not able to promptly furnish 18-inch Pipe, and in order not to delay the train shipment, substituted 21-inch Pipe. Therefore, in order not to delay the prosecution of as much' needed sewer installation, authority is asked for arum i s i on to use this 21-inch Pipe.
