MINUTES OF REGULAR MEETING OF THE BOARD OF COMMISSIONERS OP .01B CITY OF MIAMI, FLORIDA. On this 21st day of December, 1925, the met in regular session at the City Hall order at 3:00 o'clock P. M. by Chairman members were present: E. C. J. H. J. E. J. T. C. D. Commission of the City. of Miami, Florida, in saia City. The meeting was called to E. C. Romfb, and on roll call the following Romfh, Gilman, Lummus, Wilson, Leffler. BEADING AND APPROVAL OF MINUTES The Clerk read the minutes of the regular meeting of Deoember 14th, and there being no corrections or additions to be made thereto, on motion duly made and seconded, the said minutes were approved and confirmed as written. CONFIRMATION OF RESOLUTIONS ORDERING IMPROVEMENTS - DISTRICTS H-273 TO H-304. This being the date set and advertised for hearing objections to the of the Resolutions ordering Highway Improvements No. 273 to No. 304, the Clerk having submitted proof of due publication of the notice of and no objections to the confirmation of the said resolutions having the:said resolutions were confirmed by the following. resolutions: A resolution oonfirming the resolution ordering Highway Improvement duoed Lummus, who moved its adoption: RESOLUTION NO. 2348. ASSISTANT TO CITY ATTORNEY The City Attorney submitted the following communication calling attention to the necessity of assistance in the Legal Department: City Commission Miami, Florida Gentlemen: December 19, 1925 Re: Legal Department - Personnel The work in the Legal Department of the City has increased to such an extent that I find that I am unable to keep up with it alone, and it is necessary that I have some assistance. As you know, The City of Miami has increased materially in area and likewise the business in each department or branch of the City has ol;:o increased. This is very true of the Legal Department. I have made a survey of the situation and I find it very difficult to looz;te arty ottornoy in whom I can plane responsibility end who con shoulder some of the bur- den in these matters for less then ':r5, 000.00 per year. Every department of the City government has materially in- creased in personnel with the exception of the Legal Department. As you will recall, Judge Rose and I at one time were both in the Legal Department, but since Judge Rose was made Circuit Judge, I have had the entire legal matters by myself. For your information, T might state that at present I have in process and preparation one general municipal bond issue in the amount of •'i1,250,000.00; one special improvement bond issue in the amount of $2, 500,000.00, and the Buena Vista bond issue in the amount of ;;`250,000,00, a total of .Y14,000,000. There are also now pendine for and against the City of Miami in the various courts of this County, sixty-four law suits, involving hundreds of thousands of dollars, to say nothing of the many hundreds of resol- utions, ordinanoes end contracts it is necessary to constantly t,repsre, together with the examination of the many obstructs for the purchase and sale of the various prppertiee to and for the City. I have tried to get a .Line on the Legal Departments of other cities and call your attention to tho t of Jacksonville, I find that in Jaoksonville they hove e City Attorney, a City Solicitor, a City Claim Attorney and a Looal Bond Attorney, or, in other words, they have four men in the Legal Department of that City, and 1 venture to say that we have in the City of 1,,iami more work in each particular branoh December. 21et, ..1925.. than they do in Jaoksonville. The Company agrees to permit the City to install necessary and adequate equipment on the Compeny'e muins to enable the City to use from the water distributed by the Company water for flushing streets end sewers und for fight- ing fires, and the Company further agrees to permit the City to use from the water distributed by Company water for such purposes, under the arrangement set forth in Section 3 of that certain franchise granted to Florida East Coast Hotel Company and approved October 5, 1900, so long es said agree- ment shall be adhered to by said City. Suid City may, how- ever, at its option, upon one year's written notice to the Company, terminate such arrangement and will thereafter pay for all water so used at Compeny's regular applicable rates therefor. 9. SITE FOR GARAGE FOR CITY BUSSES The City Manager reported that there was not sufficient $pace on City property et S.W. 2nd Avenue Bridge for the erection of a garage building for municipal busses to be operated under contract with the Miami Beach Railway Company, end stated that it would be necessary to looate this building on City property on N.W. 8th Street between Gth and 7th Avenues. This was satisfactory to the Commission, and the City Manager was instruoted to proceed with the erection of the building on N.W. 8th St. instead of S.W. 2nd Avenue. INCREASE OF SALARIES The salaries of certain officers were discussed by the Commission and on account of the large amount of engineering work and problems that the City has to deal with, it was the sense of the Commission that the compensation of the Director of Public Serv-' ice should be increased to 415,000 per annum.
