The Clerk read the minutes of the regular meeting of April 28th, 1925. and there
being no corrections or additions to be made thereto, on motion duly made and se-
oonded, the same were approved and confirmed as written.
ADJUSTMENT OF SIDEWALK ASSESSMENT
IN DISTRICT 37-A
The City Manager submitted the following communication addressed to him from the
Director of Public Service in reference the adjustment of sidewalk assessment made
against property of T. G. Houser inDietriot Sk-37-A:
May 23, 1925.
Mr. F. H. Wharton,
City Manager,
Miami, Florida.
Dear Sir:
Under sidewalk contract Sk. 22 and 23, District 37-A, Lots
9, 11 and 12 of Block 10, Robbins, Graham and Chillingsworth Sub-
division, owned by Mr. T. G. Houser, are assessed for certain
frontages.
Mr. Houser claims that the frontage assessed is in error to
the extent of 6.8' amounting to $7.52. Our records indicate that
,this 6.8' covered a flange at the corner of NE 2nd Avenue and NE
16th Street. In the widening of NE 2nd Avenue, the walk was torn
out, and we are unable to prove that the flange was built, Mr.
Houser claiming that it was not built.
Under the circumstances, I am recommending that the assessment
be reduced by the above amount, namely 6.8' - $7.52. Will you
please, therefore, have proper resolution passed to take care of
this.

Noting the above from the Director of Public Service, I will
ask that you pass the necessary resolution authorizing the Direst-
for of Finance to credit the sidewalk assessments against Lots 9,

$7.52.

dation of the City Manager that the assessment against the property of Mr. Houser

A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO
CREDIT THE ASSESSMENT AGAINST LOTS 9, 11, AND 12 OF
BLOCK 10, R.G.& C. SUBDIVISION, FOR SIDEWALKS IN THE
SUM OF $7.52.
BE IT RESOLVED by the Commission of the City of Miami: That the
Director of Finance be, and he is hereby, authorized and directed to
credit the assessment for sidewalk improvement against Lots 9, 11 and
12 of Block 10, Robbins, Graham and Chillingsworth Subdivision, owned
by T. G. Houser, in the amount of $7.52.

REJECTION OF BIDS FOR MARKET BUILDINGS
HE -ADVERTISEMENT AUTHORIZED
The City Manager submitted the recommendation of the Director of Public Service
concerning the bids for constructing the market buildings on SW 2nd Avenue near
the Miami River, which is as follows:

ings to be located on SW 2nd Avenue neer the River, and I believe
all of the bids are too high.
I should recommend, therefore, that we re -advertise for bide

And it appearing to be to the best interests of the City to reject all bids for the
work and re -advertise for other bids, a resolution rejecting the said bids and au-
thorizing the advertisement for other bids was introduced by Mr. Leffler:
RESOLUTION NO. 1977.
A RESOLUTION REJECTING THE BIDS RECEIVED MAY 26TH,
1925, FOR CONSTRUCTION THREE UNITS OF MUNICIPAL MAR-
KET BUILDING, AND AUTHORIZING THE PUBLICATION OF NO-
TICE FOR OTHER BIDS FOR -THE SAME WORK.
WHEREAS, the Commission, by public advertisement, called for bids
for the construction of three units of the Municipal Market Buildings to
be located on SW 2nd Avenue near the Miami River, and
WHEREAS, upon receipt and tabulation of bids for the work it appears
that all bids received exceed the estimate of the Director of Public Ser-
vice of the cost of said buildings, and
WHdREAS, it is deemed to the best interests of the City that the bids
so received be rejected and that other bids be advertised for,
NOW, THEREFORE, BE IT RESOLVED by the Commission of the City of Miami:
1: That the bids received May 26th, 1926, for the construction of
three units of the Municipal Market on SW 2nd Avenue near the Miami River,
be, and the same are hereby, rejected.
2: That the City Manager is hereby directed toipublish a notice call-
ing for other bids for the work to be received at a regular meeting of the
City CommiRsion on June l6th, 1925, at 9:30 o'clock A. M.
On motion of Mr. Leffler, seconded by Mr. Lummus, the resolution was passed and adopt-

PURCHASE OF THS LIGHTERS

blio Service recommending the purchase of'Qm lighters for use in harbor improvement
which is as follows:

WHEREAS, 'the Director of Public Service reports that it is possi-
ble for the City to purchase at this time two 26 x ,70' and one 2i x 75'
lighters at and for the price cf $9,100.00 at Jacksonville, Florida, and
recommends that the City purchase same, and
WHEREAS, it is deemed advisable to purchase the said lighters, the
purchase price thereof and the cost of towing same to Miami to be paid
from the Harbor Bond fund,
NOW, THEREFORE, BE IT RESOLVED by the Commission of the City of Mi-
ami: That the purchase of the three said barges at and for the sum of
$9,100.00 at Jacksonville, Florida, be, and is hereby, authorized and
the purchase price together with the towing charges, aggregating $10,100.,

2: That the sums and amounts against each of the lots or parcels

PAVING OF WEST 12TH AVENUE ORDEREDTEMPORARILY _DISCONTINUED
Mr. G. C. Kirkland appeared before the Commission in reference to the paving of
West Twelfth Avenue and stated that an effort was being made to get the property
owners on that Avenue to dedicate the land necessary to make the avenue 81 feet
in width, which would allow for a pavement 60 feet in width and also provide for
sidewalks. The matter was discussed and it was brought out that a contract has
already been let for paving West Twelfth Avenue from South 8th Street to South 13th
Street to a width of 60 feet, and that if dedications of.property were not secured
that part of Twelfth Avenue from Flagler Street to South 8th Street would have to
be paved to a width of 46 feet, when the paving is ready to be constructed. It
was also brought out that prorisions have been made for a sixty -foot pavement south
of 13th Street. It was the sense of the Commission that the paving; of %Vielf th Ave.
should be discontinued until it was determined whether or not dedications can be se -
oared for allthe ,property necessary to make the pavement of uniform width and the'
City Manager was instructed to cause the work discontinued temporarily. It was sug-
gested that the property ownsre on this avenue sign and file with the Director of
Finance a waiver of arV irregularity in connection with the paving on account of the
increased width of same.
ACCEPTING DEDICATION OF STREETS FIRST READING OF ORDINANCE
The Director of Public Service submitted a plat of a subdivision to be known as
"Plainfield Terrace" and stated that he.had examined same that it complied with
all the rules and regulations of the Department of Public Service and the said
plat showing the dedication of certain streets to the use of the public, the de
dioations were accepted by the City by the following ordinance entitled:
AN ORDINANCE ACCEPTING THE DEDICATION
OF THE STREETS AND AVENUES SHOWN ON THE
PLAT OF A SUBDIVISION KNOWN AS "PLAINFIELD
TERRACE"

BUDGET ESTIMATE OF CITY MANAGER FOR YEAR 1925426 FILFD WITH COMMISSION
As required by the City Charter, the City Manager submitted and filed with the Com- 4
mission a budget estimate of the expenditures and revenues of all city departments,
divisions and offices for the ensuing fiscal year 1926-26. And the City Manager sub-
mitted copies of such estih►ate'suffioient in number to supply each newspaper and sash
library of the city which is open to the public with a copy of same.
